PLEDGE OF ALLIEGENCE Elliot Landes led the Pledge of Allegiance. APPROVAL OF THE AGENDA City Manager Jeremy Craig recommended that items 8A-8C, which include item 8A, Resolution Certifying the Results of the General Municipal Election Held on November 5, 2024; item 8B, Oath of Office for Councilmembers Elected on November 5, 2024; and item 8C, Designation of Mayor and Mayor Pro Tempore, be taken up immediately after the approval of the agenda. This change will allow for the certification of the election results and the swearing-in of the newly elected Council members, enabling the new council to convene. Motion by Council Member Loren, seconded by Council Member Scianna, to approve the agenda as amended. Resolution Certifying the Results of the General Municipal Election Held on November 5, 2024 City Manager Jeremy Craig announced the county has certified the final election results included in the packet. The Council must accept and officially certify these results. Motion by Council Member Scianna, seconded by Mayor Pro Tem Albert Vallecillo to adopt Resolution Certifying the Results of the General Municipal Election Held on November 5, 2024. Oath of Office for Councilmembers Elected on November 5, 2024, General Municipal Election Deputy City Clerk Zorina Treat administered the oath of office to re-elected Council Member Jesse Loren and the Mayor Pro Tem Bill Biasi. 8.C. Designation of Mayor and Mayor Pro Tempore City Manager Jeremy Craig stated that perthe Winters Municipal Code, the current Mayor Pro Tem Albert Vallecillo automatically ascends to the position of Mayor, and Mayor Bill Biasi, who received the highest vote count in the previous election, is designated Mayor Pro The floor was opened for public comment at 5:43 PM. Tara Thronson, Chief of Staff to Yolo County Board of Supervisor Frerichs; Dr. Melissa Moreno from the Yolo County Office of Education; Normie Kumadai, a resident of Davis; and Kate Laddish and Deborah Skaggs, residents of Winters, each expressed their congratulations to the re-elected officials and thanked them for their efforts and community service. Contract Amendment with Hinderliter de Llamas and Associates (HDL) for tracking and auditing the City's new Use and Transactions Sales Tax activity. 6.D. Warrant Register for the Month of October 2024 6.E. Presentation from Paseo Park Council Subcommittee and Super Extra Fancy, LLC on the design of the Paseo Park area and discussion regarding the design. Cole Skaggs gave an overview of the design features and took some public feedback from Kate Laddish and Deborah Skaggs. The following steps include a budgeting exercise and presentation to the contractors, permit preparation, and seeking grants and additional funding. CITY MANAGER REPORT on Tuesday, December 17, 2024.
