INVOCATION: Pastor Ron Burgett gave the invocation. PLEDGE OF ALLEGIANCE: Mayor Keith Warren led the Pledge of Allegiance. ADOPTAGENDA: Mayor Keith Warren asked fora amotion to adopt the December 17,2024 Bobby Mosteller made ai motion, and Clay Wilson seconded, to adopt the December 17, 2024 Agenda. Agenda. All were in favor. APPROVE NOVEMBER 19, 2024 REGULAR MEETING MINUTES: Mayor Keith Warren asked for a motion to approve the November 19, 2024 regular meeting minutes. Clay Wilson made a motion, and Rebecca Johnson seconded, to approve the November 19, 2024 regular meeting minutes. All were in favor. RECOGNITIONS: DECEMBER RECYCLE REWARDS WINNER: Mayor Keith Warren announced Margaret Rice as the December Recycle Rewards Winner. A credit of forty dollars ($40.00) will be added to the current sanitation bill. No Council action was required. FINANCE: ADOPT BUDGET WORKSHOP SCHEDULE: Mayor Keith Warren asked for a motion Bobby Mosteller made. ai motion, and Clay Wilson seconded, to adopt the proposed. DISCUSSION: RIPPLE FIBER, LLCENCROACHMENT AGREEMENT:CTown Attorney Terry Taylor stated that Ripple Fiber, LLC has sent in a proposed encroachment agreement and paid the fee. Town Attorney Terry Taylor stated that there are a few minor changes that the Town would like for Ripple Fiber, LLC to make, and they are speaking to the North Carolina Clay Wilson made a motion, and Bobby Mosteller seconded, to approve the proposed Department ofTransportation to see ift the changes are possible. Encroachment Agreement with Ripple Fiber, LLC. All were in favor. CALDWELL COUNTY TAX REVALUATION: Josh Angle, Caldwell County Tax Administrator, gave Council a presentation regarding tax revaluation that Caldwell County is preparing for the FY 2025. UPDATES: DECEMBER CODE ENFORCEMENTREPORT: Town Codel Enforcement Officer Curt Willis stated that there are five (5) code enforcement cases that are open. No Council action was required. TOWN MANAGER UPDATES: Town Manager Chase Winebarger had the following updates: Town Manager Chase Winebarger stated that all Town projects are on schedule, Town Manager Chase Winebarger stated that notice of Christmas closure has been posted tol Facebook and Code Red messages are ready to go out to Town residents. Town Manager Chase Winebarger stated that the employee Christmas lunch will be Town Manager Chase Winebarger stated that Town Hall, Public Works, and Parks and Recreation will be closing at 11:00am, Friday, December 20, 2024 for the employee Christmas lunch and is scheduled to be closed Tuesday, December 24, 2024 through Friday, December, 27,2024 and will: reopen on Monday, December 30, 2024 for the Christmas Holidays. Town Manager Chase Winebarger stated that staff has asked to be able to take vacation time for Monday, December 23, 2024 since that is the only day that the Town will be operating that week. Council informed Town Manager Chase Winebarger that the office can also be closed on Monday, December Town Manager Chase Winebarger stated that brush and debris removal is still under contract with Caldwell County and is still be performed. Town Manager Chase Winebarger stated that the deadline of November 22, 2024 has been missed and no new deadline has set. Town Manager Chase Winebarger stated that there is weekly except for the new Town Hall, and that is still being worked on. on! PROJECT BUDGET ORDINANCE AMENDMENT: Finance Officer Kelly Melton stated that during the regular scheduled September 19, 2023 Council meeting, Council approved a Project Ordinance Town Hall-New Construction. Finance Officer Kelly Melton stated that the Project Ordinance needs to be amended to only include Architect fees in the amount of four hundred seventy-three thousand dollars ($473,000.00) with the project being December 17, 2024 Page 40 of4 behind. RebeccaJohnson: madeamotion, and Bobby Mosteller seconded, to amend the Project Budget Ordinance Town Hall-New Construction to only include Architect fees in the amount of four hundred seventy-three thousand dollars ($473,000.00).
