GLASCOCK COUNTY COURTHOUSE The Glascock County Board of Commissioners met in regular session on Thursday, October 17,2024, at 9:00 A.M. in the Glascock County Courtroom. Present at the meeting were: Chair Lori Boyen; Commissioner Jeffery Chalker; Commissioner Scott Lamb; Commissioner Joe Dixon, Commissioner Autumn Milburn, Road Superintendent Mike Lyons; Sheriff Jeremy Kelley; Johnny Pearson, Probate Judge; Sharon Lyons, Tax Commissioner; Mark Shelton, Fire Chief; Senior Center Director Juanice Gordy; Clerk Rhonda Phillips; Tom Watkins, Attorney; and guests. allegiance. Chairman Boyen called the meeting to order and gave an invocation and led the pledge of Chair Boyen asked for approval oft the agenda. A motion made by Commissioner Milburn and seconded by Commissioner Chalker Minutes from September 19 Called Meeting, September 19 Work Session and the September 19 Executive Session will be approved at the November Regular Meeting. SEPTEMBER FINANCIAL REPORTS: September 2024 Balance Sheet presented by Total Assets $529,184.33 Total Liabilities $59,405.11 and Total Liabilities and Capital Clerk Rhonda Phillips. $529,184.33. Page 11 The General Fund for First Citizens is $48,902.54 with Clerk noting an automated deposit for insurance premium of approximately $180K was received in October and will be reported at the November meeting. The General Operating Fund for First State is $331,988.32, First State Payroll has a balance of $9,152.31 and First Citizens Recreation account has al balance of$9,223.76. The Income Statement for the period ending September 30, 2024, had monthly expenses of$91,707.97 with a negative net income of $274,244.94. Expenses year-to-date were $2,026,706.77 for a negative net income of $908,084.77. BALANCE SHEET FOR OTHER BANK. ACCOUNTS: TSPLOST AT FIRST STATE: Balance on September 1, 2024, is $1,297,284.79 with interest of $5,379.48, a TIA deposit of $46,048.76 and a 2025 LMIG deposit of $240,520.23. After expenses, the balance is $1,568,967.74. There are outstanding checks in the amount of $16,311.41. Chair Boyen noted the funds in TSPLOST will support the paving of Beall Springs Road in 2025. SPLOST IV. AT FIRST STATE: Balance on September 1, 2024, is $625,227.07 with a deposit from GA SPLOST of $22,198.05 and interest of $2,368.59. The ending balance for the account is $649,793.71. ARP AT FIRST STATE: Balance on September 1, 2024, is $490,053.40 with SPLOST III AT FIRST STATE BANK: Balance on September 1, 2024, is $124,921.78 and interest of $471.11, leaving an ending balance of$125,392.89. A motion made by Commissioner Lamb and seconded by Commissioner Dixon to SUPERIOR ALARM QUOTE: Chair Boyen noted to replace panel and censor at DFACS, Health Department, Extension Offices will cost $3,700.92 and funds can be taken from SPLOST. This will also place this building on monitoring. The current censor is in air conditioning duct and is SO old, parts can't be obtained and continues to go off every two to three interest earned of$1,848.11 for an ending balance of $491,901.51. approve September Financial Statements. A motion was made by Commissioner Milburn and seconded by Commissioner LANDSCAPING: The Board discussed to add all Brassell Park and the lot between Courthouse and Peebles House to the landscaping contract and to run advertisement for bids for six weeks beginning November 18th. Bids would be due by January 1 and could be opened at Dixon to purchase the panel and censor at cost of $3,700.92. Motion carried. January meeting and bid winner could begin landscaping in February. Page 12 COURTHOUSE SECURITY BIDS: Chair Boyen stated Judge Hinsley postponed the Law Library meeting to October 22. Courthouse security will be placed on November agenda for av vote. AMBULANCE DAMAGE: EMA Director Mike Lyons stated that the Glascock County ambulance is currently at Jimmy and Dena's in Thomson as was damaged and thought to be totaled. McDuffie County did not report as accident and didn'tcall Glascock County. A tree and guidewire broke box loose with $12-$15K damage to cab. EMA Director Lyons stated Jimmy and Dena have reported they are not able to repair. The ambulance currently has 400K plus miles. Chair Boyen stated she had spoken to ACCG insurance. EMA Director Lyons and Sheriff Kelley will go pick up ambulance from Thomson. AMBULANCE CONCERNS SARAH KITCHENS: Ms. Kitchens stated she works at Nursing Home, and they are having emergency transport issues. She stated the lowest response wait time is 45 minutes and most are an hour or more. Ms. Kitchens stated Nursing Home workers work on patients until ambulance arrives. EMA Director Lyons gave Ms. Kitchens his business card and asked that she email him with any issues. AMBULANCE UPDATE: Chair Boyen stated Hurricane Helene has slowed conversations but thought possibly could meet with Warren County by the end of next week. She noted discussions needed to move PSAP. Chair Boyen stated the land contract has no issues and is waiting for signature. Chair Boyen noted she had a conversation with Governor Kemp and plans to set up a meeting in a couple of weeks to discuss building to house ambulance. DEBRIS REMOVAL DTS, INC - MUTUAL BENEFIT AND USE AGREEMENT: Chair Boyen stated the agreement for debris removal and adoption of clarifications includes MOU with City of Gibson, Town ofMitchell and Edgehill. The mutual benefit and use is falling under Jefferson County. DTS will pick up debris and has already begun the process. The monitoring company has oversight and gets to FEMA. The site for the debris has been approved by the EPD and is located on Lyons Road. The amendment refers to clean up and matching reimbursement guidelines. A motion was made by Commissioner Dixon and seconded by Commissioner Milburn to approve the Mutual Benefit and Use Agreement with DTS, Inc. for debris removal. Motion carried. A motion was made by Commissioner Dixon and seconded by Commissioner Lamb DEBRIS MONITORING EMERGENCY CONTRACT - RONSTAN SOLUTIONS, Chair Boyen noted Ronstan Solutions, Inc. is a monitoring company and will hire monitors to follow every truck collecting debris. There is a possibility Glascock will be able to obtain half of cost from FEMA upfront. The cost can be upwards of $10M. EMA Director Lyons and Chair Boyen noted a GEMA call was held first part of this week, and it was noted that Core to: approve the amendment to the DTS contract. Motion carried. It was noted Core of Engineers stated their cleanup would not be as through as the contracted company as they would not get any low hanging limbs, only what has fallen. Chair Boyen noted that the Ronstan contract must go out on procurement site for bid within thirty (30) days. This is considered "professional", SO Board does not have to choose lowest bidder. A motion was made by Commissioner Milburn and seconded by Commissioner DODGE RESCUE PUMPER AND FORD RESCUE TRUCK PURCHASE FROM CITY OF HARLEM: Chair Boyen stated the Harlem Fire Chiefcontacted EMA Director Mike Lyons who directed him to Glascock County Fire Chief Mark Shelton. The Board discussed the purchase of the 250K gallon Ford Rescue truck, which would replace Glascock County First Responder truck. The Dodge Rescue Pumper was also discussed. Harlem is asking $35K and the Glascock County Fire Department is contributing $5K and Glascock County First Responders are contributing $5K for a remaining cost to Glascock County of $25K. Glascock County Fire Chief Shelton will obtain paperwork if Board approves of the purchase. Chair Boyen stated the Chalker to approve Ronstan Solutions, Inc. contract. $25K cost to Glascock can be taken from SPLOST III funds. An motion was made by Commissioner Lamb and seconded by Commissioner Dixon to approve the purchase of the Dodge Rescue Pumper and Ford Rescue Truck from the City of Harlem for a total of $35K with Glascock County Fire Department contributing $5K and Glascock County First Responders contributing $5K for a final cost to Glascock County of $25K. Motion carried. MULCHING HEAD FOR ROAD EQUIPMENT ONSITE CNC SOLUTIONS: Road Superintendent Lyons stated local machine shop owned by Brian Bales has agreed to sell a 36" drum mulcher designed to fit a Kubota MI08S Tractor and 85D John Deere Mini Excavator for $30K. Road Superintendent Lyons noted a Purchase Agreement will be drawn by Glascock County attorney. Once agreement is signed, Glascock County will pay $15K upfront to sellerand the remainder of the purchase price will be remitted to seller upon completion and delivery. Board agreed a six-week timeline should be adhered to for completion. Chair Boyen noted this can be used for storm and hurricane cleanup. A motion was made by Commissioner Lamb and seconded by Commissioner Milburn to purchase mulching head for Road Department from Onsite CNC Solutions in the amount of $30K with $15K upfront and the remainder due upon delivery no later than six weeks after agreement reached. VARIANCE - JAMES CHALKER: The Board discussed a power variance for James Chalker to have power connected to work on trailer and discussed 90 day timeframe. Page 14 A motion was made by Commissioner Milburn and seconded by Commissioner Chalker to grant a 90-day power variance from this coming Monday, October 21, with inspection at the end to occur. BUDGET: Chair Boyen advised the Board she had not had time to work on budget due to working on Hurricane Helene issues. Chair Boyen stated the PTSD insurance is required for the Sheriff and Fire Department and will cost approximately the same as cancer policy of approximately $3,500. The Chair stated the budget can be adopted at the December meeting. DEPARTMENT REPORTS: SHERIFF DEPARTMENT: Sheriff Kelley stated the grant application for communication was denied. Sheriff Kelley discussed the body cameras grant and will try back in Sheriff Kelley stated he received a quote today for a new generator for the Sheriff's Office. There were issues with the current generator during Hurricane Helene. Chair Boyen FIRE DEPARIMENT: Fire Chief Shelton stated the Fire Department applied for grants, one that included washer/dryer for Fire Department gear, but was denied after going RECREATION DEPARTMENT: Recreation Director Greg Johnson stated lights at the field at Brassell Park went out during practice. The Board discussed replacing the lights that were not working and discussed whether to move forward with replacing all lights with LEDs.
