January 14, 2025 The City Council oft the City of Clyde, Texas, met in a Regular Meeting at Clyde City Hall, 222 Oak Street, Clyde, Texas on. January: 14, 2025, at 6:00 p.m. with Mayor Rodger Brown presiding. Councilmembers present: Rodger Brown, Paul McGuire, Jim Rector, Aimee. Jolly, Danny' White, and David Mann. Staff present: City Administrator Chris McGuire, City Secretary Connie Thornton, Chief of Police Trevor Barnes, Information Technology Chris Barnett, City Attorney Eileen Hayman. An open meeting was held concerning the following subjects: 1.0 CALLTO ORDER AND ANNOUNCE A QUORUM IS PRESENT At 6:00 p.m., Mayor Brown called the meeting to order and announced a quorum was present. 2.0 INVOCATION Given by Mayor Brown. 3.0 PLEDGEST TOU.S. AND TEXAS FLAGS All-I led by Mayor Brown. 4.0 COUNCIL COMMENTS Councilmember Rector thanked City Administrator Chris McGuire for all he has done for the city since coming to work here. 5.0 PUBLIC COMMENTS Mayor Brown opened the public comments at 6:02 p.m. Saying Chris has been nothing but helpful during his tenure. Jarod Yates, EDC President, also thanked Chris McGuire for alll he has done for the City of Clyde. Glenda Farmer, 105 Southwest Drive, Clyde, Texas asked the council if the EDC board was still in effect? Mayor Brown directed her to get with staff either after the meeting or come by city hall and speak to staff. Mayor Brown closed the public comments at 6:03 p.m. 6.0 CONSENT, AGENDA 6.1 Mann moved and White: seconded to approve the minutes from the regular meeting of December. 10, 2024. Motion carried unanimously. 7.0 REGULAR AGENDA 7.1 Chris informed council this has come up ai few times in the past where al homeowner is selling their house, and it shows an encroachment on the city of Clyde's easement. Chris stated he has spoken with staff and this waiver will not have any negative effect on the city. White moved Rector. seconded to approve the encroachment waiver for property located At Lot 16 and the South 1/2of4 Lot 17, Block. 27, Original Town of Clyde, Callahan County, Texas, as shown by Plat recorded in Volume One, Page 9, Plat Records, Callahan County, Texas. Motion carried unanimously. 8.0 EXECUTIVE SESSION/The Council may enter into Closed or Executive Session to discuss the following:) 8.1 Convene into Closed Meeting pursuant to the provisions of Chapter 551, Government Code, Vernon's Texas Codes Annotated, in accordance with the Gov. Code $551.074 "Personnel Matters" Concerning the City Administrator. Gov. Code $551.071 "Consultation with Attorney" concerning new City Gov. Code $551.086 "Economic Development" Concerning new business. Authority contained in. Councilmember training. Council entered into executive session at 6:05 p.m. Council returned to open session at 8:44 p.m. No action was taken. 9.0 FINANCIAL STATEMENT The December 31, 2024, Financial Statement was available to Council for review.
