Belton City Council Meeting December 10, 2024-5 5:30 P.M. The Belton City Council met in regular session in the Wright Room of the Harris Community Center. Members present included Mayor David K. Leigh, Mayor Pro Tem John R. Holmes, Sr., Councilmembers Wayne Carpenter, Craig Pearson, Stephanie O'Banion and Dave Covington. Councilmember Daniel Bucher was absent. Staff present included Sam Listi, Matt Bates, John Messer, Mike Rodgers, Amy Casey, Chris Brown, Daniel Aguirre, Larry Berg, Wes Gilbreath, Bob van Til, Paul Romer, Scott The Pledge of Allegiance to the U.S. Flag was led by Mayor Pro Tem John R. Holmes, Sr. The Pledge of Allegiance to the Texas Flag was led by City Clerk Amy Casey. The Hodde, Judy Garrett and James Grant. Invocation was given by Mayor David K. Leigh. 1. Call to order. (Audio 1:48) Adam Wagner, 202 Shine Street, spoke regarding his displeasure with the City in implementing the Imagine Belton/Transition Zones. There were no other public comments. 3. Receive Child Safety Fee funds in the amount of $25,869.73 from Bell County. Tax Assessor-Colector Shay Luedeke presented the City with a check for $25,869.73 which will be given to Belton ISD for their Crossing Guard program. Bell County Commissioner Russell Schneider presented the City with a check representing Belton's allocation of Hotel-Motel Occupancy Tax funds for the prior 4. Consider minutes of the November 26, 2024, City Council Meeting. (Audio 9:57) Upon a motion by Mayor Pro Tem Holmes, and a second by Councilmember Carpenter, the minutes were unanimously approved upon a vote of5 5-0. 5. Consider the appointment of a 3-member Council subcommittee to review and make recommendations to the Council on the updated Personnel Policy Mayor Leigh is recommending the appointment of Mayor Pro Tem Holmes, Councimember O'Banion and Councimember Covington to review the City's updated Personnel Policy Manual and provide a recommendation to Council on its (Audio 6:16) fiscal year in the amount of $21,245.58.
