Halifax County Electoral Board July 25, 2024 The Halifax County Electoral Board met on July 25, 2024 in the Registrar's office in Halifax, Virginia to complete the Annual General Registrar's Performance Evaluation. The meeting was call to order at 11:15 a.m. by the Chair, Paul Smith, with all members present. There was no public comment. The chair called for the minutes from the previous meetings. The minutes from the previous meetings are as follows. All minutes from March, May, and June were read and approved. Matthew Cunningham motioned to accept the minutes as read and Paul Smith seconded. The motion passed. The chair called for old business; there was no old business to discuss. The chair called for new business. The Registrar, Heather Harding explained the Presidential Primary Reimbursement from the State in the amount of $29,000 dollars. She also stated that a letter was received from the Meadville Center (Meadville Precinct) rescinding the request for compensation for use of the building, and mentioned the Virgilina Precinct request to relocate to a larger building, which will be discussed at a later date. The date for the Primary Recount was scheduled for August 1, 2024 at' 7:30 a.m. The Registrar also stated she applied for $16,000 for the Ballot on Demand Grant, and received approval for only 9,050.00 for two Ballot on Demand machines. Next, the chair stated that the other new business at hand was to complete the Registrar's Annual Performance Review. Vice Chair Matthew Cunningham motioned to go into closed session, and the Chair, Paul Smith seconded. The motion WHEREAS, The Halifax County Electoral Board has convened an executive meeting on this date pursuant to an affirmative recorded vote and in accordance with the WHEREAS, 2.1-3712 of the Code of Virginia requires a certification by this board that such closed meeting was conducted in uniformity with Virginia Law, NOW, THEREFORE, BEI ITRESOLVED that the Halifax County Electoral Board hereby certifies that, to the best ofeach member's knowledge only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed in the executive meeting to which this certification resolution applies, and the motion convening the executive meeting was heard, discussed, or passed. The Board went into closed session at 12:10 p.m. provisions ofthe Virginia Freedom ofInformation Act, and considered by the Board. The meeting was called back into open session by the chair at 1:10 p.m. Ellen Kent made the motion that all members of the Board certified that no other business, other than personnel issues was discussed. The Chair Paul Smith seconded and the motion passed. The chair called the Registrar, Heather Harding into the meeting to discuss her performance review. The Registrar read, approved and signed the 2024 Registrar's Annual Performance Evaluation. With no further business at hand, the Chair, Paul Smith motioned to adjourn the meeting and Vice Chair, Matthew Cunningham seconded. The motion passed.
