MINUTES FOR THE SPECIAL CALLED MEETING OF THE WHITFIELD COUNTY BOARD OF COMMISSIONERS HELD MONDAY, DECEMBER 23, 2024, AT NOON, AT THE WELLS FARGO BUILDING, 5TH FLOOR CONFERENCE ROOM, LOCATED AT 201 S. HAMILTON STREET, DALTON, GA SPECIAL CALLED MEETING The Chairman called the meeting to order. Roll call to determine quorum The following members were present: Jevin Jensen, Chairman Barry W. Robbins, Vice Chairman Robby Staten, Member (ABSENT) John Thomas, Member Greg Jones, Member Invocation conducted and Pledge of allegiance to the Flag. Others Present: Robert Sivick, County Administrator Robert Smalley, County Attorney Citizens Department Heads Motion was made by Commissioner Robbins and seconded by Commissioner Jones to approve the agenda. The motion was approved 3-0, with Commissioners Jones, Thomas and Robbins in agreement. FOR CONSIDERATION: 1. Engineering/Parks & Recreation - Edwards Park Tennis and Pickleball Court Contract Award: Motion was made by Commissioner Jones and seconded by Commissioner Robbins to accept the bid from NWGP, Inc. for $906,712.10 and authorize the Chairman to sign the contract. The court revitalization project involves a complete removal of the existing court asphalt surfaces and fencing, which has already been performed by Public Works as part of the County's match. The four courts will then be built up to achieve better drainage in the general area. New lighting and newi fencing will be installed. Two of the courts will be striped for two tennis courts each. The other two will be striped for six pickleball courts each, for a total of 12. The low bid received was $906,712.10 from NW Ga. Paving of Calhoun, Ga. One other qualified bid was received. The project is funded by the INODIC (State ARPA Grant), which will pay up to $900,000 with a $100,000 match by' Whitfield County. The motion was approved 3-0, with 2. ITDept. = Purchase of Adlumin Complete Software Bundle from Waterfield: Motion was made by Commissioner Robbins and seconded by Commissioner Jones to approve the purchase from Waterfield for 700 devices at $74,865.00. This request is to add this security layer to all desktops and laptops for Whitfield County. This will give us 24/7 protection monitoring. This bundle with also includes Adlumin total Ransomware Defense. It is recommended by security professionals to use a multi-layered approach with a variety of security measures. The motion was approved 3-0, with Commissioners Thomas, Jones and Robbins in agreement. 3. 2025 Budget Adoption: Motion was made by Commissioner Robbins and seconded by Commissioner Thomas to enter into a discussion regarding the adoption the 2025 budget resolution. Commissioner Jones and Robbins expressed their concerns regarding revenues in the upcoming year. The Board communicated that all departments would need to be attentive to their budgets throughout the year. The Board then voted to adopt the 2025 resolution oft the operating budget for Whitfield County for $62 million in expenditures.
