COURTHOUSE The Glascock County Board of Commissioners met in Work Session on Monday, November 25, 2024, 2:00 p.m. Present were Chairman Lori Boyen, Commissioner Scott Lamb, Commissioner Joe Dixon, Commissioner Jeffery Chalker, Commissioner Autumn Milburn, Johnny Pearson, Probate Judge; Jeremy Kelley, Sheriff; Kristie Stephens, Clerk of Superior Court; Mike Lyons, Road Superintendent; Sharon Lyons, Tax Commissioner; Juanice Gordy, Director Senior Center; Adam Nelson, Attorney; and Clerk Rhonda Phillips, and guests. Chairman Boyen called meeting to order. amended agenda for approval. Chairman Boyen asked to add Hurricane Helene update to agenda and presented the A motion made by Commissioner Milburn and seconded by Commissioner Chalker AMBULANCE UPDATE: Chair Boyen noted dispatch will be moved to Warren County as the McDuffie County Sheriff has stated he does not want or plan to transfer calls to Warren County. Chair Boyen apprised the Board she met with Warren County Chair John Graham last week. GECA has contacted cell providers and has heard back from some. Warren County is scheduled for an upgrade which will address issues with phone. Glascock Chair Boyen stated needed equipment is being reviewed and Warren County and Glascock County both use Wilson Communications. Chair Boyen stated she spoke to David Cawley last Thursday. Chair Boyen stated service is scheduled to move to Warren County July 1, 2025. Chair Boyen noted that she and EMA Director Mike Lyons spoke with GMASS regarding 911 address clean up. Chair Boyen discussed the access fee and being consistent. to approve the amended agenda. Motion carried. County Attorney Adam Nelson is working on a contract with 911. Page 11 Chair Boyen noted the Board will need to approve the resolution obligating ARP funds before end of year and stated there is approximately $462,230.00 to assist with paying the first year contract before the fee goes into place. Chair Boyen stated the fee will be approximately $150, but could be less. Chair Boyen noted that Warren County Chair Graham is willing to work with Glascock County First Responders in training and those with certification can work for Warren County. There will be a 24/7 crew at the County Line location with ambulance, and fire truck, which will improve ISO rating for those COURTHOUSE SECURITY: Commissioners discussed Courthouse security and Chair Boyen stated Judge Hammond may obtain more funding for project in March. Chair Boyen noted that the Lawl Library did reimburse the County for the expenses in Clerk of Superior Court Office for approximately $17K. Commissioners agreed to table until next year. PURCHASE OF TRANSIT VAN FOR SENIOR CENTER: Chair Boyen stated FTA program purchased a new van and the current van will be for sale. The price has fluctuated from $10-12K, and exact amount is yet to be determined. If County purchases van, this could be used for Senior Center. All maintenance has been completed for this vehicle. Commissioners agreed to table until next year. HB581 - 2.5% CAP HOMESTEAD EXEMPTION: Chair Boyen and Commissioners discussed the new Bill passed on the November ballot and what this will mean to the County regarding reduction in taxes for the County but benefitting the homeowner. The County does have the option to opt out. If County doesn'topt out, can look at FLOST, a 1% sales tax to place on the tax bill. Chair Boyen noted that if anyone opts out other than the school, this will take away the 1% FLOST option. Chair Boyen noted that FLOSTmust goon Referendum and would probably be 2026 for Glascock County. She noted an IGA would be needed and then get to the Legislature to appear on Referendum. Chair Boyen noted there is a Public Services election next year and could possibly get FLOSTto appear on this ballot. She noted an advertisement must run seven days prior to the hearing. Chair Boyen apprised the Board that the millage rate willl have to increase to continue to provide services to the residents of the County. School Superintendent, Jessica Miller, stated that Page 12 the school can'tadd the 1%1 tax and 15 school systems in the state are staying in and others COPIER CONTRACT: Chair Boyen noted the copier contract with RICOH expires next month and quotes are being obtained for new copiers on new contract with RICOH, HURRICANE UPDATE: Chair Boyen apprised the Board that a Recovery Scoping Meeting with FEMA occurred on November 20. Glascock has 90 days with 100% reimbursement. Chair Boyen noted pick up ofdebris will need to stop on. January 10,2025, as the County does not have the money to pay after this date. Chair Boyen noted she will work until end of year to get all information in system and Ronstan, can enter the information into FEMA after that and just need to ensure monies are. remaining to get this accomplished. Chair Boyen stated FEMA is looking to extend another 180 days for the 100% reimbursement. To date, 300K cubic years have been collected for Glascock. Sheriff Kelley asked about the generator for the Sheriff's Office. Chair Boyen stated new generator is $39K and FEMA will assist with some ofthe cost and that GEMA may help Chair Boyen noted that FEMA has advised that City of Gibson can't fall under Glascock County and City of Gibson has until December 10 to get information entered. The time Glascock County spent assisting the City of Gibson can be entered for Glascock County. have opted out. The school is capped at 20 mills. MISCELLANEOUS: Chair Boyen stated the Work Session is the Chair's meeting and this is the last Work Session unless the new: incoming Chair sets future Work Session meetings. Chair Boyen thanked Commissioner Scott Lamb for his service as he will not be present at Chair Boyen noted she needed to add an addendum to the lawn care proposal that they the December meeting: must have Class 24 and 27 licenses and E-Verify. DEPARIMENT REPORTS: ROAD DEPARTMENT: Road Superintendent Lyons stated Comcast has been working on dirt roads and digging down the center of the road three feet deep and down ditches, which will be a future issue for Road Department when working on these roads. Superintendent Lyons stated he would like something in place that Road Department will not be held responsible for damages in future and that the County is not billable. He noted Board might also need to look at Road Department no longer installing driveways should Comcast be there. Page 13 SENIOR CENTER: Director Juanice Gordy stated FEMA provided great services when Director Gordy asked ifs someone else can drive the third bus for seniors and Chair Boyen noted it is not the County van but is owned by DOT.
