PRELIMINARY MATTERS Mayor Overstreet called the meeting to order at 6:00 p.m. Councilmembers Coleman Strickland, Russell Chandler and Ted Wagner were in attendance. City staff members in attendance were City Manager, Ben White; City Secretary, Tabatha Monk; Police Chief Marsha Phillips; Fire Chief, Greg Massey (as well as members oft the Farmersville FD); Platting, Tech., Bryan Wood and City Attorney, Amy Stanphill. The Fire Marshal and the Fire Department are actively visiting and reviewing existing businesses upon request and that is much appreciated by owners. They are also very grateful to the TIRZ board for their support of the program to bring fire suppression pressure on the street side of downtown businesses to support business owners. Jacob advised since P&Z has met, they have completed the fire lane and are working with them to get a final walkthrough. Therefore, at this time Jacob recommends the final plat be approved conditional on the final walkthrough being held. Jacob advised this should be held very soon because they are ready to start building. They are Fire Marshal, Matt Jones; Community Risk Reduction Specialist, Penny Phillips; Fire Captain, Cole Harris; 3 Drivers, Cody Selzer, Steven Stroup and Matt Warren. This now makes a total of 9 full-time FD employees and 17 volunteers. Amy Stanphill, City Attorney, advised this is merely requesting submittal of an ordinance to TCEQ for their review, then it will come back after they have given a notice to proceed, sO this is for an initial approval for our form of ordinance and then it will come back before City Council. "Consider, discuss and act upon an Interlocal Agreement between Collin County and the City of Farmersville regarding a grant for a park land purchase at College/Rike. Mayor Overstreet opened this item. Mr. White updated the City Council regarding this item. Mr. White advised this is an Open Space grant through Collin County. The grant is for $185,000.00 (one hundred eighty-five thousand dollars), the total project is for $370,000.00 (three hundred seventy thousand dollars) and this is basically to buy the land from Farmersville ISD. The City has maintained that land for many years but it is FISD land. They are willing to sell it and 4B Councilmember Strickland confirmed that this property is appraised at $320,000.00 (three hundred twenty thousand dollars) but we are asking $370,000.00 to cover closing cost. Mr. White confirmed this to be true. Mayor Overstreet confirmed that the grant has not yet been filed. Mr. White confirmed that to be true but stated this has already been approved by the Councilmember Strickland reiterated these monies are to purchase the land is coming forward with the matching funds. The suspect vehicle entered Farmersville jurisdiction and was stopped using spike strips deployed by Officer Steven Lail oft the Farmersville Police Department. Suspectinformation: The driver was wanted on several felony offenses and Outcome: The successful deployment of spike strips by Officer Lail resulted int the safe termination of the pursuit.
