TOWN OF DAYTON REGULAR COUNCIL MEETING December 9, 2024 COUNCIL CHAMBERS, DAYTON TOWN HALL COUNCIL MEMBERS PRESENT: Mayor Cary Jackson, Vice Mayor Bradford Dyjak, Melody Pannell, Emily Estes and Bob Wolz. Robert Seward resigned from council effective. July 31, leaving his seat vacant. COUNCIL MEMBERS ABSENT: Susan Mathias ALSO PRESENT: Melisa Michelsen, Town Attorney; Brian J. Borne, Town Manager; Christine Wade, Deputy Clerk; Police Chief. Justin Trout and Christa Hall, Town Treasurer. CALLTO ORDER: Mayor Jackson called the meeting to order at 6:00 p.m. and welcomed guests inj person and those joining on zoom. He stated that the Council would only hear public comment tonight from those attending in person and had signed up to speak and that speakers would be limited to five minutes each. Ms. Wade called the roll for Town Council and Mayor. Jackson led the ACTIONITEM: Mayor Jackson asked for a motion to amend the agenda to add a closed session as authorized by Virginia State Code Section 2.2-3711(A)(1), to discuss the performance and employment of specific local government personnel. The subject matter of the closed session is to discuss the 1-year evaluation and performance ofthe Town Manager. Councilperson Wolz moved, and Councilperson Pannell seconded the motion, The motion was approved by an all-in favor vote APPROVAL OF MINUTES: Mayor Jackson asked for a motion to approve the minutes as written for the Council Work Session and Regular Council Meeting of November 12, 2024. Councilperson Wolz moved, and Councilperson Dyjak seconded the motion. The motion was ACTION ITEM: Mayor Jackson announced that since there were no action items on the agenda PUBLIC COMMENT: Mayor Jackson recognized Town resident Deb Crank of 363 College Street to speak. She wanted to speak again about the support oft the Town Police Department. Mayor Jackson recognized Charlie Clark of 10543 Denver Lane, Dayton, Virginia, to speak. Mr. Clark stated he wasn'tai in' Town resident but had a Dayton address. Mr. Clark was speaking on behalfofValley. Interfaith. Action (VIA). al local group of volunteers who help promote door-to-door public transportation in Rockingham County. DTC 12.9.24 Meeting MANAGERSREPORT: Town Manager Borne shared that hel had a few additional updates beyond what wasi included in the packet. He noted that both Well #1 and Well #4 had been updated according to the CIP and are operating efficiently. Due to truck maintenance downtime, leafo collection has been extended until December 19th. He remarked that the parade and tree lighting event took place on a very chilly night, but he felt it was well attended despite the cold. Mr. Borne expressed his gratitude toN Meggie, Christine, and Public Works for their refforts in making it a successful event for the Town. He also reminded everyone about the Resident Christmas party scheduled for Wednesday, December 11th, which will be a come-and-go event from 6 PM to 8 PM in the. Assembly room at Town Hall. Additionally, he reminded everyone about the Decorating Contest, with voting concluding on Thursday, December 19, 2024. Mr. Borne mentioned that the January Town Council meeting might begin earlier at 4 PM, as there are two items on the agenda that may require extra time: the Lastly, he wanted to extend his thanks and appreciation to outgoing Mayor Jackson and Councilperson Bob Wolz fort their valuable insights and dedication to the Town. He enjoyed working POLICE REPORT: Mayor Jackson asked for a Police Report. ChiefTrout acknowledged this and called Officerl Hevener to step forward for recognition. ChiefTrout recounted that on August 7, 2024, at 2:54 a.m., Officer Hevener spotted flames engulfing both the Dayton Mini Mart and a vehicle located at the rear of the building. Without hesitation, Officer Hevener entered the Mini Mart to evacuate residents from the apartments above, ensuring their safety despite flames surrounding the exits and the roofbeing ablaze. OfficerHevener also assisted thel Fire Department by managing traffic and helping firefighters reach the scene. Thanks to Officer Hevener's swift actions, all three individuals were safely evacuated that night. Thel Dayton Police. Mr. Dyjak thanked Officer Hevener for his bravery. He said that small town Christmas was fantastic and wanted to note that there were still some items left on the giving trees. He also encouraged everyone to attend the Wreaths Across America which would be Saturday, December 14 at 11:30 am starting at Pence Middle School. He also wanted to wish farewell to Councilperson Wolza and Mayor Jackson and Mr. Wolznoted that there was no report for Parks, Recreation & Beautification, but he took ai moment to express his thoughts as he prepared to leave office. He began by thanking the citizens of Dayton, the Staff, and the Council for the opportunity to be part ofthis enriching experience. He appreciated the challenging yet rewarding three years and extended his congratulations to the new. Mayor, as well as the returning and incoming Council Members. He offered some advice on the importance of teamwork and treating everyone with respect, reminding everyone to prioritize what is best for the to thank them for everything both brought to the Council. DTC 12.9.24 Meeting Town and its citizens, as this is essential for growth, survival, and preserving the essence ofa small Councilperson Pannell mentioned that the Personnel Committee had met in November, focusing on the annual review for the Town Manager, which they would continue in tonight's Closed Session. Shet took ai moment to express her gratitude tol Mayor. Jackson forhis leadership, guidance, and service to the Town. She also thanked Councilperson Wolz for being his genuine self and expressed that she would miss him. She welcomed the new members and looked forward to collaborating with them. Mayor Jackson also wanted to share his thoughts. He expressed his gratitude for having served on the Council for six and a half years, having been elected three times by the citizens of Dayton, and thanked them for their support. He reflected on working with fourteen different Council members, all ofwhom hel believed had Dayton's best interests at heart. He appreciated the current Council Members and recalled that when he first joined, there were many projects pending. With the collaboration of the Council, they were able to initiate several important projects, including the Mill Street project, the new water treatment plant, the well, the wayfinding sign project, and the purple park. He was proud tol have accomplished these with the Council's assistance. He congratulated the future Council members, advising them to remember that their work is for all citizens of Dayton, not just a vocal minority who attend meetings. He urged them to ensure their decisions benefit the entire community. He shared valuable advice for the incoming members and stated that this experience was the most town. rewarding of! his career. The motion passed by and all in favor vote of5-0, with one member absent.
