MINUTES TOWN OF STOKESDALE TOWN COUNCIL SPECIAL CALLED MEETING 8325 ANGEL-PARDUE ROAD STOKESDALE, NC27357 AUGUST15, 2024AT7:00 PM In attendance: Mayor Michael Crawford; Mayor Pro Tem Derek Foy; Councilman Jimmy Landreth; Councilman Tim Jones; Councilman Jim Rigsbee; Town Attorney Charles H. Winfree; Town Finance/Budget Officer Kimberly; Town Clerk Robbie Lee Wagoner II; and Deputy Town Clerk Dale F. Martin. 01. Call to Order, Pledge of Allegiance, and Invocation. Mayor Crawford called the meeting to order at 7:001 PM. Boy Scout Troop 139 led the Pledge of Allegiance. Councilman Jones delivered the opening invocation. 02. Review and Adopt the Agenda: August 15, 2024. Mayor Pro Tem Foy made a Motion to adopt the agenda as written. Councilman Landreth seconded the motion. (Mayor Pro Tem Derek Foy) Mayor Pro Tem Foy introduced Andrew Knesel, Boy Scout with Troop 139 of Oak Ridge, North Carolina and offered his gratitude to Mr. Knesel and his troop. Councilman Landreth and Councilman Rigsbee commended Mr. Knesel with his work on the Town Park's walking trail and said that it would be asset to the park. Mayor Pro Tem Foy said that citizen survey results from 2020 asked for nature trails as the number one request. 278 Councilman Jones and Mayor Crawford expressed their gratitude to Mr. Knesel and his Mayor Pro Tem Foy and the Town Council presented Mr. Knesel with a plaque in Mr. Knesel presented his Eagle Scout project: a nature trail located throughout the troop. appreciation and recognition of his Eagle Scout Project. Stokesdale Town Park. 04. North Carolina League of Municipalities (NCLM) Update. (Mayor Pro Tem Derek Foy) Mayor Pro Tem Foy introduced Ann Schneider, member of the Oak Ridge Town Council and member of the North Carolina League of Municipalities (NCLM) Board of Mrs. Schneider provided an NCLM update concerning services and assistance provided tol local municipalities including District9 9, which Stokesdale is a part of. Councilman Jones asked how NCLM helped support Summerfield during their de- annexation battle. Mrs. Schneider said that NCLM shared local resolutions supporting Summerfield with mayors all over the state in addition to spreading awareness for the Mayor Pro Tem Foy said that] he knows that NCLM does cyber security evaluations for free and inquired if they do any website design for municipality websites. Mrs. Schneider said that they have some communication assistance that is implemented to get messages out through their magazine. She said she would inquire and get a name Mayor Pro Tem Foy mentioned that Mrs. Schneider referenced a program called Black Mountain as an accounting tool and wanted to know if that tool is catered to government finance. Mrs. Schneider said that to her knowledge it is, and iti is what the Directors. situation. for who can assist with cyber security. Town of Oak Ridge has used for years. 05. Review and Adopt the Following Minutes: a) 05-09-2024 - Regular Town Council Meeting. Mayor Pro Tem Foy made a Motion to continue the approval of the 05-09-2024 minutes toi the September meeting. Town Clerk Wagoner presented the report provided by the Guilford County Sheriff's Office. 07. Administrative Reports: a) Administrative: Town Clerk Robbie Lee Wagoner II. Town Clerk Wagoner presented the Administrative Report. Councilman Jones said that he wanted to give credit to School Board Representative Michael Logan for investing his time in pursuing air conditioning for the Stokesdale Elementary School gymnasium on behalf of the students, parents, staff, and citizens of the Stokesdale area. Councilman Jones pointed out that Stokesdale and Pleasant Garden are the only two schools in Guilford County that will be without air conditioning in Councilman Rigsbee inquired if Council Jones knew how much it would cost. their gymnasiums. 280 Mr. Greco: mentioned that this is a technical review of a preliminary plat and asked that Mr. Greco said that hei is seeking conditional approval of the preliminary plat by the Town Council that it will eventually receive approval from the TRC. Mayor Pro Tem Foy asked Attorney Winfree if the plan can be conditionally approved Attorney Winfree said that his interpretation of the ordinance is that the Planning Board could approve it based on the condition that specific changes be made to the plan. Consideration of cost proposals for the codification and ongoing maintenance of the Town Code of Ordinances, and for the ongoing maintenance of the Town Development Ordinance. (Mayor Mike Cravford) Deputy Town Clerk Martin explained her memo and recommended American Legal. Councilman Rigsbee made a Motion to adopt American Legal contract, not to exceed $10,000, using ARPA funds to pay for the expense. Mayor Pro Tem Foy seconded thei motion. Discussion of hours for the Stokesdale Town Park at Martin's Meadows. Councilman Rigsbee explained that 5:30 AM to 11:00 PM is too long. He would like to recommend dusk to dawn. Jim wants something to stand on to get folks out of thej park. Councilman Rigsbee explained that 5:30. AM to 11:00 PM is too long. Councilman Rigsbee wants Councilman Rigsbee made a Motion to change park hours to one hour before sunrise (Councilman Jim Rigsbee) park goers tol be notified of the hours. and one hour after sunset. Mayor Pro Tem Foy seconded the motion. Councilman Rigsbee amended his motion to say 5:30 a.m. until one. hour before sunset. Mayor Pro Tem Foy accepted the amendment. Consideration of Information Technology (IT) scope of work and service agreement. (Councilman Jim Rigsbee) Councilman Rigsbee explained that currently that Town is under contract with TCS: for cyber security, storage, and maintenance for the computer systems. TCS has proposed that the Town enter into a year extension for the contract with no additional increase in cost. There would be no change in services. It would take the Town out of a month-to- Councilman Rigsbee made a Motion to enter into a 12-month contract from August1, month pay plan and put the' Town in a year long contract. 2024, to July 30, 2025, with TCS: for the monthly amount of $653. Public Comments from the Floor (3-Minute Limit per Speaker). Noj public comments from the floor were presented. 16. Council Comments. Councilman Rigsbee - Thanked everyone in attendance, especially the Scouts that stayed throughout the duration of the meeting. He said that he hoped that they are all Mayor Pro Tem Foy - Mentioned that serving on the Town Council for the last three years has been rewarding for him, personally. He said that he credits his fellow Council members for engaging in good discussions and collaborations. Collectively, they have done some great things for the Town of Stokesdale including the financials, deliverables in thej park, and increasing the water capacity with Forsyth County. He mentioned that in the last two meetings they have been discussing the possibility of having an ABC Store in the town limits and he, personally, does not object to having one. Being that he puts such high value on collaboration and discussion, Mr. Foy said that will continue to Councilman Landreth - Expressed his gratitude tol Mr. Foy for his comment. He said that the Town Council means a lot tol him. He thanked the Boy Scouts for being there and for their work on the trail project. He commended them for creating a nature related outlet. He expressed his appreciation and gratitude to the Planning Board for Councilman Jones - Thanked the Scouts and everyone that stayed through the duration of the meeting. He also thanked the Town Staff, Town Attorney Winfree, and Yates Construction for their hard work. He reminded everyone toi register to vote for the upcoming November election and mentioned that the Town Hall will be an early voting site. He pointed out the U.S. Constitution on display in the back of the Council Chambers. He thanked Mayor Pro Tem Foy for his comments on the ABC Store. Mayor Crawford -1 Reiterated what Mayor Pro Tem Foy said. He does not object to an ABC Store in the town limits but cannot support it with the way that things stand. He said that he not only values the Town Council as a whole, but also the individual one step closer to fulfilling their badge requirement. put his energy into the good and important things. the work they do and doing the right thing. 285 members. He said that he is very pleased that the' Town Council is still together. He expressed his gratitude to the Boy Scouts and everyone in attendance. ANNOUNCEMENIS: 17.
