CDBG funds may be used for infrastructure improvements, demolition or building reuse projects, which promote Economic Development through the creation of jobs, designed to benefit low and moderate-income residents within the Town. June 30, 2024. The Town receive an unqualified opinion, which means the financial statements do fairly represent the books and records for year ending. June 30, 2024. The audit is a public document and a copy is General Fund revenues increased $1,105,000 (based on thes sale oft thel PDI building and investment available for the public. FY23-2024 was an excellent year earnings) Ad Valorem Taxes increased $344,000 from prior year Local Sales Tax still trending upward increasing $29,000 General Fund expenses were up $766,000 due to capital outlay (street improvements) Revenues over expenses (without ARPA transfers) $1,779,000(veryg good) Highlights: The assets and defcrred outflows of resources of the Town of Mocksville exceeded its liabilities and deferred inflows of resources at the close oft the fiscal year by $44,369,471 (net position). The government's total net position increased by $10,444,923, primarily due toi increases in As of the close of the çurrent fiscal year, the Town of Mocksville's governmental funds reported combined ending fund balances of $15,739,282 with a net increase of $4,093,931 in fund balance. Approximately: 22% of this total amount, or $3,479,063, is restricted or assigned. At the end oft the current fiscal year, unassigned fund balance for the General Fund was $9,945,804 or 160% oftotal general fund expenditures for the fiscal year. - The' Town of Mocksville's total debt decreased by $398,165 due to an increase in accrued vacation of$18,211, recognition ofac decrease in other post-employment benefits of $381,979, increase in pension liability of$261,399: and payments and extinguishment on long-term borrowing of governmental and proprietary type activities. $295,796. Ad Valorem tax collections 99.23% Water and Sewer (Enterprise Fund) had a good year. Revenues without grants increased $578,000 Expenditures increased $570,000 (capital improvements) Revenues over expenditures $1,169,000 Unrestricted cash $7,324,000 Note: LGC is about 25% of thes staff they use to have sO therefore they cannot review the audit reports like they used to. About 4 years ago they started using performance indicators and the auditor inputs the data which generates trends and performance indicators. Ifany town's results are shaded red, the town must submita response to the auditor's findings, recommendations, and fiscal matters within 45 days from the auditor's board presentation. The response must address all performance indicators shaded in red and the majority of Boardmust sign it. The response is sent to the LGC. Twoi items showed up red this year. December 3, 2024 ID #4 in red: Thei indicator showed a quick Ratio less than 1 indicates that the unit owes more fori its current bills than what itl has on hand in unrestricted cash and investments plus what is owed from customers (accounts receivable). This could indicate that the fund may have difficulty paying its current bills. Ifthis pattern continues, the water and/or sewer may not be sustainable. (-1.74%) 15/1. Actual ratio at 6-30-24 was in excess of #8 in red: Water and Sewer Capital Assets Condition Ratio -The capital assets condition ratio formula calculates the remaining useful life. A remaining useful asset value less than 0.50 may signal the need to The town has depreciated the remaining value down to 0.47% of what the original value was. The town has older assets. Ifthe LGCI looked at working progress it would not have shown below 50%. The Town has an 80+ year old water treatment plant. Davie County has as similarly aged plant. Mocksville and Davie County have been int talks since late 2018 and formally agreed to build one regional plant in Cooleemee tos serve everyone's water needs in 2020. Plant construction started in 2023 and is expected to be completed by. June 2026. Our current water treatment plant will be decommissioned when this occurs and wel have intentionally decided only to invest what is needed tol keep the plant in operational condition and in compliance with state and federal regulations. However, the Town has made significant investments over the last three years upgrading our waste water treatment plant ($3.9M): and have completed another $4.5M waste water system improvement project December 2024. Ina addition to that project the Town plans to builda 500,000 gallon elevated storage tank ($4.IM) estimated completion date February 2026 and make $1.6M in pump station improvements in the next two years. The Town has completed an Asset Inventory and Assessment study for both our water and sewer system which we will replace the assets in the near future. use toi identify future capital projects. This project is particularly important because it diverts al large portion of the current flow at Dutchman's Creek WWTP to the County-owned plant in Cooleemee. Davie County needs the additional organic loading to support their plant and it frees up capacity at Dutchman's Creek. Dutchman's Creek is permitted for 980,000gpd, currently treats 537,000.
