BOARD OF COMMISSIONERS FOR THE TOWN OF CONETOE, NORTH CAROLINA SEPTEMBER 12, 2023 The Board of Commissioners ofthe' Town ofConetoe: met in a Regular Meeting on' Tuesday, September 12, 2023 at 6:30 p.m. in the Town Hall Council Room at 204 West Church Street, Conetoe, NC. PRESENT ABSENT none ALSO PRESENT Town Clerk: Kelly Hunter Town Attorney: Laney Ezzell Commissioners: Jenny Staton-Hinnant, Delane Bryant, Clay Webb, Regina Gray 1. MEETING CALLED TO ORDER AND INVOCATION GIVEN Mayor Pro-Tem Bryant called the meeting to order, and Ms. Linda Meeks offered the invocation. 2. WELCOME TO CITIZENS Mayor Pro-Tem Bryant acknowledged citizens and read through the agenda as presented. Commissioner Hinnant made a motion to approve the agenda and Commissioner Gray seconded the: motion and it carried unanimously. 3. READING OF THE MINUTES The minutes from the Regular Monthly Meeting held on August 22, 2023 were read. Commissioner Hinnant made a motion to approve those minutes without amendment. Commissioner Gray seconded the: motion and it carried unanimously. 4. OLD BUSINESS a. The Walk Audit Report was given. The town has been working with Jennifer Fields with Edgecombe County and Regina Mosley with the North Carolina State Cooperative Extension Service on the walkability of Conetoe. This walk audit addresses needs and safety concerns in the area for citizens that may be walking, cycling, etc. This Walk Audit Summary Report is available at the Town Hall for b. The board voted and approved TJ Parker who has our yard waste contract, to cut the low hanging branches over the road. If you have any limbs that need attention Commissioner Gray made a motion to approve the Walk Audit Report and close the Old Business portion. Commissioner Webb seconded the motion and it carried viewing. please contact the Town Hall. unanimously. 5. NEW BUSINESS a. Town Clerk, Kelly Hunter, presented the clerk report and gave an accounting of both completed and upcoming reports for the Town. Bank totals for each account were given along with a list of all bills paid and deposited for the council to i. The Black Mountain Municipal Software Proposal was presented to the board. This is a Municipal Software grant available through the North Carolina League of Municipalities. It provides funding for the first three years and includes all the training, conversions, and initial cost set-up. 1. Commissioner Webb made motion to approve the Municipal Software Proposal and move forward with the conversion. Commissioner Gray seconded the motion and it carried without review and approve. amendment. ii. The Financial Officer, Deputy Finance Officer, Budget Officer, and Deputy Budget Officer are all enrolled through Central Piedmont Community College for a class in Government Finance. This class was recommended by our State Coach, Natalie Roundtree, with the NC State 1. Commissioner Hinnant made a motion to approve all bills and invoices paid and close the New Business portion of the meeting. Commissioner Webb seconded the motion and it carried Treasurer's Office. unanimously. b. Town Manager, Delane Bryant went through a list of upcoming events. This includes the Walk Edgecombe Event through the county and the NC DOT Fall Litter Sweep that will bel held in Conetoe for our Annual Community Cleanup. i. Commissioner Bryant proposed the Technical Services Agreement for Grant Writing Services By and Between the Town of Conetoe and The 1. Commission Hinnant made a motion to move forward with the Technical Services Agreement for the Town of Conetoe. Commissioner Webb seconded the motion and it carried Upper Coastal Plain Council of Governments. unanimously. ii. The Grant Opportunity for FY2023 CDBG Neighborhood Revitalization funding under the Housing and Community Development Act was discussed. This opportunity was presented to the town by Ben Farmer with Upper Coastal Plains Council of Government. The Town will be holding a Public Hearing on October 9, 2023 with regards to this opportunity Commissioner Hinnant made a motion to close New Business. Commissioner Webb seconded the motion and it carried unanimously. 6. CITIZEN RECOGNITION a. The Town of Conetoe recognized Ms. Fostina Lynch as Conetoe's Citizen ofthe Month. A lifelong resident of the Conetoe area Ms. Lynch raised her family here and now has grandchildren and a great-grandchild in the area. Not one to shy away from work, Ms. Fostina has just recently retired from driving a school bus for county schools after forty-seven years of service. She was also a substitute teacher and made many connections with local children over the years. Ms. Lynch is a judge of the polls for the election and an avid member of Mayo's Chapel Missionary Baptist Church. Where she has been the secretary for over forty-nine years. Ms. Fostina is very athletic and participates in the senior games, where she has won many medals. She also works with the youth at the Conetoe Family Life Center and is a member of the Conetoe High School Alumni. The Town is very appreciative of her support and attendance of all of our board meetings and we were honored to recognize her as the TOC Citizen oft thel Month. Commissioner Hinnant made ai motion to close the TOC Citizen Recognition portion of the meeting and Commissioner Gray seconded the motion and it carried unanimously. 7. PUBLIC COMMENTS a. There were no Public Comments. Commissioner Hinnant made a motion to close the Public Comments. Commissioner Webb seconded the motion and it carried unanimously. 8. ADJOURNMENT a. Our next regular monthly meeting was rescheduled from the orginal date of Tuesday, October 10th to Monday, October 9th, 2023. This will allow us to incorporate the Public Hearing required for CDBG Grant opportunity.
