Police Chief's Report Chief Stewart gave the Police Department Report for the month of November 2024. Chief Stewart said ati the end of last monthltold youlwould provide yous stats from the traffic details conducted for the 1400 Block of Ridge Avenue. The Police Department conducted 191 traffic details utilizing marked and unmarked vehicles tor monitor speed. They timed a total of 187 vehicles, 12 citations werei issued and the average speed was 19.51, the maximum speed was 25.24 and the low speed was 13.56. These details were conducted at various times between 9 am and 7 pm. Mr. Flasco said how far can someone go over the speed limit here? Isit five or ten? Chief Stewart said we can'tstart citing until nine miles over, sO we: start ati ten. Fire Chief's Report Chief Spencer said in November 2024 the Coraopolis Volunteer Fire Department answered 20 calls; 51 false alarms, 3 carbon monoxide alarms, 3 mutual aid calls, 3 motor vehicle accidents, 1 powerline arcing, 1f false elevator alarm, 3 fires Mr. Spencer said the Fire Department will be driving Santa Claus around on Saturday, December 21st starting at 11 am and one motor vehicle VS. pedestrian for a total of 133.35 hours. and he continued to explain. Engineer's Report Mr. Drew Null directed everyone to the monthly report and said Riverfront Park; DCNR did not act favorably on the Mr. Null said the Mill Street Roadway Improvements; the streetscape plans have been provided for Council to review Mr. McCutcheon said during our Workshop Meeting some Councilmembers felt thati if we put most oft the lights on the wider sidewalk then we: should still have a couple lights on the narrow sidewalk. Mr. Null said we are working through the process; this follows a different channel andy youl have to get approvals through the federal level SO we are working through the EPA. We are all aware of several areas throughout the Borough where people use excessive speed, children at play, people walking in general and lasked Mr. Null to prepare a proposal Mr. Null directed everyone to the handout and said there are seven areas through town that we are looking into fori the study and each area is different from the next sO they will all need different things and he continued to explain. Mr. Cardimen said do you have al baseline from other communities that have done traffic calming study's? Mr. Null said yes, we did one recently for a community where a number ofi intersections were chosen and al lot of Mr. Cardimen said It think Council needs to be diligent in moving forward that we do things correctly and set criteria. If you can reach out and get data for us to digest, challenge Council to look at Mr. Nulls proposal and the PennDOTTraffic Calming Study, it tells youa a lot of what can and cannot be done and asked Mr. Null if he knew why PennDOT can dictate Mr. Null said there is a guidance because if someone gets into an accident you can be challenged and he continued to fort this Council to digest for a PennDOT Traffic Calming Study. feedback was received from the public fort the areas and he continued to explain. to Coraopolis what can and cannot be done. explain. Borough Manager's Report Mr. McCutcheon said Iwant to mention some oft the projects that we didi this year to make the town better; we worked inc conjunction with the Authority to replace the waterline, repair some sewer line and Columbia Gas putting new lines in the sidewalks fori the Neely Heights Project. Tot Lot on Ridge Avenue is beautiful and were able to get cameras there. Montour Street which willl hopefully get paved next week when the weather is warmer. Montour Street and the Tot Lot were both done with strictly grant money and we have been very fortunate over the past 8- -10y years with getting grants and making the town better and he continued to explain. Mr. McCutcheon said Merry Christmas to everybody. Mr. Cardimen said as a general FYI for each member or Council, Mayor, and Borough Manager; before anybody does anything to financially implicate this town, it needs to be run by and approved by the majority of this Board and he continued to explain. Comments from the Public President Robb Cardimen said before opening the meeting to public comments I would like to make the following observations and direct that they may be part of the public record. Iti is the public's right to comment at public meetings and is limited to residents oft the Borough or persons who payt taxes to the Borough and that is why we ask each person who desires to comment to give your name and address of the residence of property that you own in the Borough. Each person who seeks to comment is limited to three minutes and comments are limited to matters that are or may be before the Borough. Council Members are not required to answer any questions posed by the members of the public or engage in any dialog with the comments of the public. Council Members shall not comment on matters of personnel, discipline, ora any legal matter. 7 Mr. Billl Radocaj of 1024 Fleming Street saidI Iwant to talk about the conversation at the last meeting regarding the Ridge Avenue situation and the child that was hit. Ithink thati instead of relying on emotion and feelings we need to approach this rationally and make reasonable decisions. We could have had speed bumps, flashing lights, lowered speed limits and a Police Officer one every corner andi that child would have still been hit because it wasn't mature enough to not run ini traffic. What we need ist for the parents to be more responsible with these things and teach the child how to cross the street even if youl have to go out there and cross them on the street. Don't burden us with traffic congestion and if we put them inc one neighborhood then every house that has a child is going to wanti this stuff in front oft their houses and Ms. Elizabeth Heimann of 1436 Ridge Avenue said am the mother oft the six-year-old child that was hit by a vehiclea a month ago. Iwatched every single moment of it happen and It thank you and am super happy to hear that youl have started this traffic calming study.
