The purpose of our meeting will be to go through our department heads and hear their reports. We'1l hear from our borough manager, solicitor and our zoning officer. Just a couple, I guess, updates. The paving, we got all the paperwork signed and sent back, and American Asphalt did send all the signed agreements and everything back. We're waiting for them to schedule. I've been pushing them a little bit trying to get it scheduled. I do have the plans for Pagnotti Park here which just have to be tweaked a little bit. I do have plans :- at least preliminary plans for Drake's Lane. We haven't put numbers to it yet. Kind of put the plan together first before we can put numbers to it sO we get a rough idea of cost. Idid talk to : with regard to the senior center project I did talk to the architect today. They should have the plans and spec back to me for the next meeting sO that can get to the county and get that out to bid. MR. I had a couple comments and sent them back, he revised them. At this point I'm fine with what they're proposing. I mentioned that to Bill. So I guess at this point Mike has to issue a temporary permit or emergency permit or whatever to get the work done. MR. SOKOLOWSKI: Get that part of the job going. MR. HOOVER: Are we going to have an inspector on site at all while this is going on? MR. LOPATKA: If you want me to be there I'17 make sure somebody is there. MR. HOOVER: I would like you to do that. MR. LOPATKA: I don't need to be there the whole time but I'11 definitely stop. I'11 talk to him tomorrow, see when they're going to get started. Just make sure he lets me know when they're starting. RUSSELL RINALDI: Anyone have any questions for the chief? MR. BUTLER: I - had somebody contact me about a stop sign at the bottom of Grace Street. There's no stop sign. I was there today. They said somebody else got hit there. CHIEF DUBERNAS: No, it's a two-way stop. Stop at Melmore and a stop on Apache. 13 1 2 3 MR. BUTLER: But there's no stop on Grace. Right? BUTLER: So there's always a cop there. Right? CHIEF DUBERNAS: Yeah. When you're coming across Apache to Grace, there's a stop sign right by Mrs. Kania's house. Then if you're coming out of the school there's -- I forget. MR. BUTLER: This person came down Grace Street and just made the turn into Apache without : CHIEF DUBERNAS: There's never been a_stop sign there. MR. BUTLER: With kids crossing that road should there be a stop sign there? CHIEF DUBERNAS: That's why we stand there directing traffic. MR. BUTLER: So while the kids are going to school you guys are there. CHIEF DUBERNAS: In the afternoon, yes. We cross the kids and get the buses 14 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 out and traffic. In the morning they don't come in that way. Only the buses come in that way. The parents drop off at the playground, but in the afternoon everybody exits that way. MR. RUSSELL RINALDI: You said there was an accident there? MR. BUTLER: No, I was just saying they said somebody almost got hit there. CHIEF DUBERNAS: We had a real bad issue Thursday. UGI was there putting a gas line in, never notified anybody. They had equipment on the streets, buses couldn't get through. Why wouldn't you notify us. The safety supervisor goes it's not our responsiDIlty to notify. It wasn't UGI, it was Precision. Then after we told them about it they called comm center. MR. KOMENSKY: So if they didn't know they were supposed to know how did they : CHIEF DUBERNAS: After we told them about it. CHIEF DUBERNAS: It's not a real big house. MR. BUTLER: It's a modular, but the houses are really close together. I always thought there was supposed to be a certain distance between the two. MR. SOKOLOWSKI: There's two properties there. The property on the left years ago built their addition on that property, the next property. So that property where the house is is where it's supposed to be. The house on the left is four foot onto their property. Their pin's right in the middle of the driveway. Right in the middle of their garage. So that house is built where it's supposed to be. MR. BUTLER: The people from Hatala's walk to school that way in the morning? They come down Apache Drive and across there to go over to the elementary? She said that a kid almost got hit. MS. BARTOLETTI: Yes. So on the agenda we have two minimum municipal obligations to pass for tonight. They are for 2025. One is for the police pension plan, and the other one is for the non-uniform administration plan. So I'17 give you the figures of that when it comes to that. Also, I would like to add to the agenda a resolution to apply for a grant. So when we get to that point I'17 read that for you as well. MR. RUSSELL RINALDI: Okay. Anybody have any questions for the borough manager? MR. HOOVER: In Dave's report he has the pickleball courts on Marion Street. Are you familiar with any of them? I believe we did get additional bids. MS. BARTOLETTI: We did. Ij just thought you were bringing that up. So yesterday at 4:55 I received a proposal from Dunbar's Evergreen Landscaping for a quotation to do work on the pickleball courts. It's for pickleball courts to be laid out as per Ruther Bowen drawings dated 18 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 8/2/23. No low spots will be filled in, if any. Existing slight hump in the center of the tennis court will remain, as there is a concern about the timing of this project due to fall. Proposal is time sensitive. As such, we reserve the right to withdraw this bid proposal within ten days of the date of this proposal if notice to proceed is not given." So it was received by the borough yesterday, which was the 16th, although the date on this proposal is September 11th. There is a price quote on here. It was $14,750. MR. HOOVER: Do we need more than two bids? MR. LOPATKA: Need three if it's over $12,500. ATTY. RINALDI: I think it's $12,800 this year. MS. BARTOLETTI: It's actually $12,600 require no formal bidding. HOOVER: This is going on eight months. I'm not asking another question about this pickleball court. I've been wanting to do this since March. I'm done. HOOVER: So we have to wait six more months before we find somebody to do this and get a bid? Can we do that with the sewer authority? When something has to be repaired - a sewer main breaks in the road : do we get three bids for that or just give it to somebody to do it? MS. BARTOLETTI: If it's an emergency but it's not that amount, either. MR. LOPATKA: I'11 get another one somehow. MS. BARTOLETTI: We had a name that Mike had gotten for us. I sent it to Dave, but I can probably get it out to you again. MR. LOPATKA: Give it to me. I'11 get another one. MR. A request for a bid or whatever. You can do that. But you don't have to go through that whole thing if it's between $12,600 and $23,200. So we're right in the middle, which normally you just have to get three quotations. So Dave had received a quotation for us in the past. Jimmy requested this one from Mr. Dunbar and we need a third one. MR. RUSSELL RINALDI: Well, if the quote is under $12,600 we don't need a third bid? MS. We can advertise it in the paper. MR. LOPATKA: Mike just gave me this number. I'11 call this guy tomorrow or as soon as I can. MR. RUSSELL RINALDI: For the future sO we can avoid not running into a problem we can just advertise it in the paper. Any bid we get :- MS. BARTOLETTI: Usually if it's something we can get quotes, if it's a small job or something of that nature we call three companies, we get three quotes. MR. Okay, you spent this much money. Where's your bids, where's your quotes. MR. RUSSELL RINALDI: I'm in agreement with Jimmy. This has been going on way too long for these pickleball courts. We should have had this done over a year ago. You first brought it up sometime in 2023? MS. BARTOLETTI: If we can get it done quick, I have something else that we were possibly going to need a special meeting because it wasn't on the agenda for tonight. So if we possibly do a special meeting for our October work session, October 1st we could possibly approve the pickleball court the same night as the other item I need to have a meeting for. MR. RUSSELL RINALDI: I'm worried about the weather. MS. BARTOLETTI: He said ten days, 23 but we just got it yesterday at 4:55. So that adds a coupe days. But it's only two weeks. KOMENSKY: The item that you need taken care of, would you have that : MS. BARTOLETTI: It just came up today. We have a new police vehicle coming in, and the vehicle that we're going to be retiring, the company that we're buying the vehicle from said that we can use the old vehicle as a trade-in against the new vehicle. We've never done that before. We have to have a resolution saying that it's been approved at a meeting, that we approved to trade one vehicle to purchase the other vehicle. So this all came up today, sO it was obviously too late to add it to the agenda, and because it's spending money we can't just add it onto tonight's agenda. RUSSELL RINALDI: If Councilman Hoover contacts Mr. Dunbar and you contact the other group, ask them which company can do it for : $12,600, it has to be under? MS. BARTOLETTI: If it's under $12,600 you can do it tomorrow. If it's over $12,600 but under $23,200 three quotations are needed. So we need a third quotation. MR. These poor people are fixing their house and they have to look at this whatever you want to call it on the street, and sO do we as we're going down the street. We can't help but see what's in that yard. Now, you're telling me that they're antique plates and this and that. We would like to know is that the end? There's nothing else can be done? Antique plates? Are they registered? Is there insurance on them? Is there a current registration on all of them? MR. So we've been trying for three, four years now. MS. TURQUATO: There's absolutely nothing else that can be done? CHIEF DUBERNAS: We just ticketed one of the cars parked up against the stop sign. He refused to pay the ticket. We had a hearing in front of Magistrate Seig. I don't know the date. I want to say the second week of October. MS. TURQUATO: The yard is overgrown. You can see the weeds. He put a fence around it to fool everybody and the weeds are coming up through there. There's tires in the yard. Isn't that a hazard? MR.
