BLAIRSVILLE MUNICIPAL AUTHORITY REGULAR MEETING MINUTES SEPTEMBER 25, 2024 1. The meeting was called to order by Chairman Thomas Lawton at 5:30 P.M. 2. Pledge to the Flag 3. Moment of Silence 4. Roll Call - The Authority Members present included Mr. Thomas Lawton, Mrs. Patty Evanko, Mr. John Bertolino, Mr. Michael Ritts, and Mr. Daniel Vresilovic. Others in attendance included Mr. Matthew Kalina, Solicitor, Mr. Randy Krause, Bankson Engineers, Mr. Kevin Wilmot, Remington & Vernick Engineers, Mr. Thomas Barberich, Sewer Plant Operator, and Mrs. Jody Poorbaugh, Manager. Mr. David Fairman, Public Works Manager, was not present. 5. Additions to the agenda - None 6. Public Works: a. Mr. Phillip LaMantia, 19 South Spring Street, spoke regarding property that he owns on LaMantia Lane in Burrell Township. Mr. LaMantia made an agreement with the former Manager Mr. Art Bailey thatth he Borough would give him free sewage taps for the lots in Burrell Township. The Borough and Mr. LaMantia are unable to find any paperwork stating this agreement. Mr. LaMantia is asking the Blairsville Municipal Authority for two free taps for properties he just sold. The remaining five lots would pay the tap in fees and extend the sewer line to his property about 40'. Mr. LaMantia and the Authority would have to enter into a development agreement. Mr. Barberich will look ati the location of the line. The Board, on the advice of the Solicitor, stated that Mr. LaMantia will have to pay the $1,500.00 tap in fee and if the agreement is found stating he was given the free taps, the Authority would refund the fee. 1 Blairsville Municipal Authority Regular Meeting Minutes September 25, 2024 7. Engineer's Report: a. Bankson a. DEP Consent Order - Water Plant - First part of the Public Water b. Filter Bed Evaluation Report - The report was submitted to DEP. There were some deficiencies in the filter media. The filters will be upgraded - Operation and Maintenance Plan - Template were included in the d. Revised Easement Agreement - Blairsville Housing - A motion was made by Mr. Bertolino and seconded by Mr. Ritts to accept the revised easement agreement as reviewed by the Engineer and Solicitor. Mr. Vresilovic questioned why the water usage report has not gone down since we have mandatory water conservation in place. Remington & Vernick Engineers a. Storm Water - None b. 85% Capture Rate of CSO's -In July there was no wet weather or dry weather CSO release. In August 2024 there were six days with significant rainfall as wet weather (<0.25") with a month total 8.04". On June 26, the one-day rainfall was 2.06 inches with a total CSO of 599,800 GPD (0.6 MGD) and captured value of only 70.4%. Two days before there was more daily rainfall totaling 2.77 inches without any CSO occurring. The monthly average for wet weather related to the required 85% capture regained to 95.23%. Based on the CSO and WWTP flow, the total flow from the systems, including BTSA was: i. ii. iii. The average BMAC only daily "dry weather flow" was The average BTSAonly daily dry weather flow was BTSA wet weather daily flow maximum was 199,512 ( GPD iv. Maximum BMA only flow was 2,029,182 GPD (2.02 MGD) on August 9. The WWTP processed 1.629 MGD that day missing 0.6 MGD as CSO. BTSA1 flows were. 21% of the flow with no CSO and 12.2% of the WWTP processed flow August 9. BTSAmonthly average of total daily flow is 375,090 GPD. 102,517 GPD. on August 9 (2.04" rain). below the agreement maximum. C. NPDES Permit -LTCP Plan was submitted in May 2023. DEP sent comments on September 20, 2024. DEP requested items to be submitted in six working days. Mr. Wilmot has talked with Mr. Bill Mitchell. Mr. Wilmot will ask for a meeting and 45-day extension. He will respond to some of his requests. d. Grant Local Share Account Grant - S. Liberty St. i. ii. $344,400.00 - Grant received. Executive Session. tabled until 2025. Tap-in Fees for BTSAAgreement. t- Was discussed in ii. Capital Improvement Program - Mr. Wilmot handed out a power point presentation for the board to review. Mr. Ritts asked questions regarding the $8,000.00 invoice for engineering fees. Mr. Wilmot was asked to review the submittals for Muffin Monster. Several items were missing from the original quote. Questions on Primary Digester specs and bids. The current engineering budget for the sewer has exceeded the $50,000 allotment b. Amotion was made by Mr. Bertolino and seconded by Mr. Ritts to authorize Remington & Vernick Engineers to submit the LSA application for Martha and East Campbell Streets not to exceed $2,000.00 for engineering costs. Satellite Recycling Collected 770 pounds in August. 500 pounds in May. The reservoir is down by ten feet. Will continue with mandatory water conservation. Need significant rainfall to bring reservoir level up. d. Mr. Wilmot is to investigate whether Maid Labs is needed. The Authority is still Next Satellite Recycling is November 1-3, 2024. b. MPS Trough - None b. Digester Cleaning Proposal - Costars was too expensive. Was put out to bid on Penn bid. Had seven contractors attend onsite meeting. No bids submitted. Contractors want to dewater onsite. The. Authority wants the material to be trucked offsite. This matter was tabled until Spring. Mr. Barberich, WWWTP Operator, is to rent a crane to clean rags out of the C. LaMantia Lane Main Sewer Line - Mr. Barberich is to get the length of the line. Mrs. Poorbaugh and Mr. Barberich will work up a cost to replace the d. MPS Wet Well - Remington & Vernick reached out to structural engineer. Mr. Wilmot presented blueprints of Wet well and channel beams with reinforcement added in. Need to look at the level of deterioration on certain areas of the wall and ceiling. The lead time for this is approximately two weeks. Rebar has deteriorated and parts ofi the beam has deteriorated. UV System. - Becoming Obsolete = Parts for the UV System at the Sewage Plant are starting to be hard to get. No more software updates. Can feed Liquid Chlorine if UV system stops working. Look at metering equipment for closing in 2025. There is not a 60-day comment period. chlorine. Will be obtaining quotes for new UV system. 15.Approval of Minutes: a.
