BALLY BOROUGH COUNCIL MINUTES OF THE DECEMBER 3, 2024 MEETING Thei regular scheduled meeting of the Bally Borough Council was held on the above date at the Borough Hall. President, Glenn Mutter called the meeting to order at 7:00 pm. The meeting was Council Members present: Glenn Mutter, Paul Gehringer, Joshua Sloan, Michael Moll, Matthew Gehman and Joel Pilgert were all present. Michael Bauman arrived at 7:02 pm. Also present: Mayor, David Schott; Solicitor, R. Tim Curley; Borough Manager, Wendy Mutter; The agenda for this meeting had been posted on1 the door and posted on the Borough website, at least opened with the Pledge of Allegiance. Secretary, Tammy Wood. There was 1 reporter in attendance. 241 hours prior to the meeting. President Mutter announced the meeting is being recorded for minute taking purposes. AJ joint Executive Session was held with the Bally Borough Municipal Authority on November 19, 2024 concerning ai real estate issue. No action was taken. COMMENTS AND SUGGESTIONS FROM RESIDENTS - No residents CONSENT AGENDA a. Minutes ofl November 5, 2024 Council Meeting- A motion was made by Michael Moll, seconded by Paul Gehringer, to approve the minutes. Joel Pilgert abstained. All others b. PRESIDING OFFICER REPORT - No report COMMITTEE REPORTS: Health, Safety, & Welfare: Police report- Last month the Police requested to hire 2 new part-time police officers. Chief] Ellick states they are: ready start once they order uniforms. Motion tol hire 2 new part-time police officers Fire report- There were a total of33 calls for November, with a grand total of414 calls for the year. The busy holiday season is here with Santa events, parades, Christmas parties and toy drives! Mike Mutter, Fire Chief, would like to thank you all for your relationships, cooperation, and support in 2024 Bally Ambulance- - November calls in Bally were 3, with a grand total of97 calls for the month of made by Michael Moll, seconded by Matthew Gehman. All others, Ayes. and wish everyone a great start to 2025. November. Planning Commission - Did not meet Municipal Authority- Met November 19th and passed the 2025 budget. Next meeting is March 18, 2025. Zoning Hearing Board --Did not meet. BARDS Committee - Joshua Sloan stated that the craft show was one ofthe nicest ones to date and had good attendance. Fire Police helped with traffic and church members helped with parking. WWTP Report- Bally Ribbon had a pipe collapse and there was a foaming issue out oft the manhole. It was caught and cleaned up before it hit the catch basins. The garage at the WWTP was demolished. We will need to rebuild an area with a roofa and heat over the pumps and electric that runs the plant. The Christmas treei is here. Public works is working on adding meters to unmetered buildings in the Borough. The office is sending letters to change out meters with bad batteries. We have notified some by letter 41 times with no reply. Wendy Mutter stated that she would like to post a notice on the door that states they have 1 month to reply or there will be a $50.00 charge added to their water/sewer bills each quarter. OLD BUSINESS: Review 2025 Budget, line item reading or motion to dispense the line-item reading- Matthew Gehman made the motion to dispense the line-item reading, seconded by Paul Gehringer. All others, Ayes. NEW BUSINESS: Adopt Resolution 2024-5The 2025 Budget - Micahel Moll made the motion to adopt Resolution 2024-5 2025 Budget, seconded by Joel Pilgert. All Others, Ayes. Appoint Patrick Frank to Municipal Authority Board 2025 through 2028 - Matthew Gehman made the motion to appoint Patrick Frank tol MA Board 2025, seconded by Michael Resolution 2024-6 Approve waiver of employee contributions to Police Pension Plan = Motion made by Joshua Sloan to approve the waiver, seconded by Michael Bauman. All others, Resolution 2024-7 Approve waiver of employee contributions to Non-Uniform Pension Plan - Michael Moll, Vice President called for the motion to approve the waiver. Matthew Gehman made the motion to approve, seconded by Paul Gehringer. Glenn Mutter abstained Notice of Intent to Award sewer lateral lining project to Performance Pipeline for $191,724.00 upon approval of documents by Borough Engineers - Michael Moll made the motion to approve. SOLICITOR'S REPORT: No report MAYOR'S REPORT: Mayor Schott reported that the police had 28 calls for the month of] November, for ai total of488 for the year. There were 84.9 gallons off fuel used in November and they drove 685 miles. There were 19 traffic citations and 1 misdemeanor arrest. Tree lighting is Saturday, December 7th at 7:00pm. Santa will bel here at 6:30. There will be street signs for sale and ai raffle basket for BARDS fundraiser in the council room. The new part-time police will be starting this month, please say hello ifyou see them out. ENGINEER'S STATUS OF PROJECTS: There is nothing new on the report. Mayor Schott asked about a timeline on the new police expansion grant. Wendy stated that we. have to: re-work the plans and then out tol bid. The $366,000 grant we received this year will go for the expansion. We are applying for a grant ($450,000.00) next year for the generator, office space and handicap ramp. Wendy will meet with the engineer and give 2 options for the layout. We have 3 or 4 years to complete this project. OFFICE REPORT a. Well 6 update = Wendy contacted Mr. Longacre for a new spot to drill for water. Mr. Longacre said he would "possibly" sell the land to the Borough, once we can pinpoint to b. Systems Design Engineering professional services rates - Everyone received a copy of Billing - Sometimes water/sewer billing, council meeting and holidays run too close together. The office would like to run billing 1 week earlier, which does not affect the residents at all. The resident would get their bill 1 week earlier, which gives them an extra d. PB Heat - A notice of violation was sent out by our Code Enforcers. They are in the Pre-Audit - 2024 pre-audit (for 11 months) is on Monday, December gth.
