Archuleta County Development Services Department ARCHULETA COUNTY PLANNING COMMISSION MINUTES Archuleta County Planning Commission Minutes, Regular Meeting July 25, 2024 The Archuleta County Planning Commission held a meeting on Thursday, July 25, 2024, at the Archuleta County Commissioners Meeting Room, 398 Lewis Street, Pagosa Springs, Colorado. Vice-Chairman David Pribble called the meeting David Pribble (Vice Chair), Peter Beaudry, Richard' Vihel, and Mont McAllister were present, establishinga a quorum. to order at 6:00 pm. Commissionersi in attendance: Staffi in Attendance: Publici in Attendance: There were no members from the public. Agenda Review: andi it was carried unanimously (4-0). Public Comment: NA Consent Agenda: Pamela Flowers, Development Director; Owen O'Dell, Planning Manager; Justin Griffin, Planner Commissioner Beaudry moved to approve the Meeting Agenda, as presented. Commissioner Vihel seconded ther motion, Commissioner Beaudry moved to approve the Consent Agenda, as amended, as there was a spelling error on Commissioner Beaudy'sname, and a correction that Commissioner Mihalik's motion diedi for al lack ofa as second. Commissioner Vihel seconded the motion, andi it was carried unanimously (4-0). New Business: A. Public Meeting tol Review PLN24-094 Pagosa Highlands Estates, Amendment 2024-01, Final Plat, 591 Knife Edge Place Thel Planning Manager reviewed thes staffr report for the Final Platr review and presented it with five (5) conditions. The Applicant was not present. Commissioner Beaudry pointed out that sewer was misspelled in condition number 2.That Commissioner Beaudry moved to recommend approval of the Pagosa Highlands Estates, Amendment 2024-01, as presented with five (5) conditions. The motion was seconded by Commissioner McAllister, and it passed unanimously mistake was corrected ont the Conditional Approval Letter after the BoCC hearing. (4-0). B. Public Meeting tol Review PLN24-104, Pagosa Alpha! Section, Amendment 2024-02, 1343 Wheeler Place Justin Griffin reviewed thes staff report fort thep plat amendment and presented it withs sixteen (16) conditions. AI note was made abouti the number of conditions presented, the applicant's surveyor had passed away between the Sketch Plan: and Final Plat. The Applicant was not present. Commissioner McAllister asked why the 2-track roadr needed tol be removed, to which. Justin explained whyi it was not necessary tol be depicted on a plat. Commissioner Vihel asked for clarification on Commissioner Vihel moved to recommend approval of thel Pagosa Alpha Section, Amendment 2024-02, Final Plat, as presented with sixteen (16) conditions. The motion was seconded by Commissioner Beaudry, and it passed condition 16. unanimously (4-0). C.Discussion regarding Public Notice. The Development Director discussed the anonymous lettert the Planning Department received after a public hearing regarding PLN24-085. That letter claimed we did not read aloud the previously: submitted: anonymous letter and requested wei table the proposal, which was already voted on. Thel Development Director explained that the Planning Manager review thel letter, included ini ther neighbor concern matrix that was provided tot the Commissioners, and provided a copyt to eacho commissioner. Thel Development Director went ont to: sayt thatt the Planning Staff wouldi include all neighbor letters int the! Staff Report, ifthey were received prior toi the publishing oft the agenda. Commissioner McAllister discussed the. Joint Planning Commission Meeting that was held witht the Town of Pagosa Springs and Archuleta County. He expressed that he's like to: see more input from the County att ther next meeting and how we can: support realistic population growth. Vice-Chair Pribble: steppedi in stating that PAWS ist tapped out and cannot continue to support the growth with their current infrastructure. The Development Director then explained that the Housing Needs Assessment willa address all oft their concerns. There was a minor discussion made from there, mostly Vice-Chair Pribble then noted he was now an Associate Member ofi the Town of Pagosa Spring's Planning Commission. He thenr recommended al book by Nolan Gray called Arbitrary Lines and Zoning, and howi it might be helpful fori thet futureof Member Comments: explaining the Housing Needs Assessment.
