RECA REGULAR CITY COUNCIL MEETING TAKE NOTICE that the Board of Directors of the City of Kendleton City Council ("Council") met, open to the public, in the Senior Citizen Center, 109 Guess Street, Kendleton, TX77451 at 7:00 P.M., Thursday, May 13th, 2021. Minutes 1. Meeting called to order at 7:06 pm by Mayor Darryl K. Humphrey, Sr. 2. Invocation and Pledge given by Councilman Lester Aldridge 3. Public Comments and Announcements Tisha McCullough [13707 Willie Melton Blvd): concerned about proper drainage on the backside of the houses facing the Kansas City Southern railroad tracks; water sits in the ditches too long. Mayor Humphrey informed resident that TXDOT, Fort Bend County Road & Bridge, and KCS have been informed of the issue and they are working on fixing the issue at the start, which is believed to start at FM 2919 and the flow towards Gin Road. The water is coming from the school and Battle Road is flowing towards the city. Problem needs tol be corrected properly by TXDOT. Meeting is pending with Commissioner Morales pertainingtothe Danielia Byars [326 Crawford Street): sought information on previous request on remaining 2nd Street to Byars Street and when is the city being sprayed for mosquitos. Mayor Humphrey informed resident that name change will be discussed in a workshop and the mandates on holding a public hearing. Mosquito sprayingi is provided by Fort Bend County; will contact the director to have the city serviced again andi to ask Debra Starks [202 Willie Melton Blvd): wanted to know what the city is doing to prepare for hurricane season. Mayor Humphrey stated that he spoke to LCISD on getting approval on utilizing the gym at Powell Point School as an emergency: shelter. Water is ini the publicworks building and willl be! brought to the Senior Center Building to control the temperature and proper storage for it. Held meeting with District Attorney Brian Middleton pertaining to the possible encroachment from the city of Rosenberg on the Kansas City Southern area. Next meeting is with Fort Bend County Attorney Bridgette Lawson seeking further details on how to proceed on filing against Rosenberg. 2. Beautification of the city idea introduced; possibly giving out incentives for those who keep their property neat and clean. "Yard of the Month." 3. Public Hearing for annexation of Marlon William's properties is Aldridge: 1. Public works guys have almost completed cutting all the grass areas. 2. Pump for water plant has arrived. Mayor: Most of the freeze damage has been repaired, including the water tower release valve. Flores: Two major leaks were reported today; Willie Melton Blvd, old fire hydrant location and resident on Spur 541 made their own driveway over the tap/meter and made significant damages. Mayor: resident at Spur 541 will be held fully responsible for repair cost. Monday, 5/17/2021 at 6:00 pm. B. RVPark, Maintenance Department & Crawford. Street.. Councilman Lester Aldridge Braxton & Gin Road. Byars: No updates. Councilman Louis Byars Counciwoman Carolyn Jenkins D. FEMA, HP Johnson, N. Lum Rd, Spur 541, & Kendleton Grocery. Jenkins: 1. Still receiving complaints pertaining to HP Johnson potholes. 2. Kendleton Grocery stated that they are estimating gas pumps to be completed by July 2021. 3. RV Park owner, Todd, wants an update on what the city's response is to the lawsuit. 4. FEMA updates: Lum Rd, Hwy 59 Lift Station, Kendleton Emergency Project, FM: 2919LiftStation, 13698 Willie Melton have been completed. Mayor Response #4: Willie Melton and 331 FM 2919 Lift Station are not completed; it was stated earlier by Councilman Lester Aldridge that the pumps and motors have arrived but have not been installed; electric panels are not installed yet, either. Response #3: no lawsuit has been served to our knowledge. The attorneys are creating a document with the legal language to create an ordinance to change the rates for certain types of commercial properties. Jenkins: 5. Money not spent on FEMA projects is going to be used on the new Community Center; project was supposed to have started May 2021. Mayor Response #5: the city cannot start construction on a building if the funds have not been properly allocated by FEMA and TDEM. Jenkins: 6. Stated signatures on checks are only done by Christina without approval from Council; Requested to view the checks before they are sent out to vendor(s). Flores Response #6: checks are written and signed accordingly to what the state of Texas requires under General Law. Mayor Response #6: All the expenses for FEMA have been previously approved, all other bills & payment history is presented to the council monthly; City Clerk, Josephine Walker, writes the monthly checks for the bills; Checks are signed by Mayor Humphrey and Christina Flores. Jenkins: 7. Stated two checks in the amount of $12,800 were written out by Christina Flores, one in Jan. 2021 and another in Apr. 2021. Claimed to have a report in her possession that was provided to her by bookkeeper Ayanna Merchant that reflected both checks. Flores Response #7: Stated no payments were made until March 2021 and requested check number information from Councilwoman Jenkins. Jenkins could not provide the check numbers. Mayor Response #7: Questioned bookkeeper Ayanna Merchant if she noted two checks process for $12,800 and if she would see it, would she have reported it at that time. Merchant Response #7: Stated, yes, she would have given the Page 2 of4 information in a report at the monthly city council meeting; she will check bank records, and that the information Councilwoman Jenkins has is inaccurate. Mayor Response #7: Informed Jenkins that if she were truly involved in the projects as she has always stated, she would know that no payments went out in Jan. 2021 and would have questioned the checks in a timely manner, not 5 months later. Requested that Councilwoman Jenkins be properly and factually informed before providing information in a public meeting. Mr. Bouche Mickey Response #7: Reminded the audience and Council that all invoices and copies of checks are available in the FEMA binder at City Hall and added that he also knows that there were no payments to anyone in January 2021. BEGAY Willie Melton Blvd. & King Kennedy Park.. Starks: Absent. F. FM: 2919 & Combined. Streets Councilman George L. Starks Councilwoman Etta Patterson Patterson: 1. Oak Terrace & HB Collins intersection sewer line is clogged up still. 2. Asked where the new community center will be exactly located and what is the time frame for completion. Mayor: the public works guys have been out to the location several times, but the city may need to contract someone else with more skill to do the job. The community center will go next door to City Hall and the concrete slab may need to be removed if we cannot use it. Construction cannot begin until the city has secured thet funding by FEMA: and' TDEM. Aldridge: will go look at the issue on Oak Terrace this Flores:1. Preparedness Kits are still available 2. TCEQ came and tested the water and stated that the chlorine level was too high but not dangerous for consumption; suggested that it may be that high because of the length of travel towards Ervin Harris Road. following Thursday to see what the repairs detail.
