Of these 512 acres, approximately 351 acres will be within the fence line. The facility currently has a nameplate capacity of 55 MWac, enough energy to power about 8,850 The facility will meet or exceed the County's zoning ordinance, including a volunteered setback of two hundred (200) feet from Kings Highway, thirty (30) feet in the eastern portion of the project that adjoins the agricultural field, twenty (20) feet at the rear of the Vegetative buffers will also exceed county requirements, including fifty (50) feet of vegetative buffer along Kings Highway and the northwest portion of the project near Kings Highway that contains nearby dwellings, more than three times the county requirements, and a thirty (30) foot buffer will be planted in the eastern portion of the site that adjoins the agricultural field, twice the county requirements. The remainder of the project boundary adjoins undeveloped forest land and will consisting of preserved vegetation, supplemented as necessary, in accordance with the county ordinance. Project Equipment Kings Highway Solar is a 55-megawatt (AC) facility. The facility will use approximately 102,200 Canadian Solar (or similar) bifacial solar modules, mounted to a single-axis tracking racking system, which enables the panels to track the movement of the sun as itcrosses the sky. The system will interconnect to the 230kV Saunders DP (Dominion Energy) powerline located on the property. The energy will be distributed at the discretion oft the grid operator. Kings Highway Solar: Project Overview Property Description The Kings Highway project is made up of five parcels, totaling approximately 512 acres (Map PINS 51-18, 51-19, 51-20, 52-18A, 52-4A). Of the total acreage, approximately 351 acres expected to be inside the fence line, though that number may change based on further site design. The properties involved in this project are primarily being used for agriculture and silviculture. Nearby Properties The land adjoining the proposed project site is largely undeveloped. There are approximately 12 adjoining single-family homes clustered on individual, small lot parcels to the north of the project. The cluster adjoins the project property along Kings Highway and along a roughly 750ft shared property boundary. The project boundaries shared with nearby residential properties map to the volunteered increased setbacks and There are also 5 larger-sized parcels to the south of the project that have homes that are set well back from the project. There are no nearby or adjoining neighborhoods, planned developments or commercial centers. We selected this location for Kings Highway Solar for a variety of reasons: Minimized Visual Impact: The proposed project is located far from any neighborhoods or urban centers. The project is adjoined by undeveloped land on three sides. There is very little residential density in the area, with most adjoining land being undeveloped and used for agriculture and forestry. Proximity to Grid Infrastructure: The proposed project utilizes a tract that has direct access to a high-voltage powerline with suitable capacity to carry the Proximity to Load: The proposed project is in reasonable proximity to large energy consumers, such as the communities of Warsaw to the south and Tappanannock to the southwest. This nearby load offers a local destination for the energy generated, making it easier for the utility to integrate the facility into energy this project will generate. their existing grid-management plans. Environmental Impact Stormwater Stormwater control and erosion mitigation is a common concern with large solar facilities, primarily due to the total acreage that will be disturbed during construction and recent issues with a small number of projects in other parts of the Commonwealth. Iti is important to note, however, that once constructed, approximately 95% of the site will be Kings Highway Solar: Project Overview pervious surface, covered with native grasses and vegetation. This means that unlike traditional developments, the vast majority of the facility's surface area will be able to naturally absorb water, minimizing erosion and runoff. In addition, the project is subject to the Chesapeake Bay Preservation Ordinance, which mandates one hundred (100) foot setbacks from all wetlands that are connected by surface flow to perennial streams, increasing the project setbacks from environmentally sensitive areas. Prior to any ground-disturbing activities, the facility must receive approval ofi its proposed Stormwater Management Plan from the Westmoreland County Planning Department, as well as comply with the Virginia Erosion and Sediment Control Program (VESCP), as mandated by' Virginia Statute S 62.1-44.15:52. The Stormwater Management Plan as well as the Erosion and Sediment Control Plan will outline the engineered control measures, based on exact land data, such as topography surveys, stream and wetland delineations, geological data, and geo-technical data to create specific water flow calculations, quantifying different levels of rainfall over varying time periods. These calculations inform the design and scale of stormwater mitigation and sediment and erosion control measures that are necessary to ensure the construction and operation of the facility will not adversely impact the water system or adjoining landowners. Such control measures may include, but are not limited to, sediment basins, silt fencing, enhanced drainage swales, and bioretention areas. Some control measures, such as silt fencing, are specific to construction and others, such as retention ponds are permanent. The ultimate design and location of each control measure is based on the final site design prepared by professional engineers. To put it simply, Kings Highway Solar must work closely with Westmoreland County staff and State regulators to ensure the appropriate control measures are in place, prior to the commencement of any land disturbing activities, for all stormwater both during construction and during operation of the facility. Wildlife Ing general, solar PV facilities, such as Kings Highway Solar, do not pose a threat to wildlife. The facility's fencing may alter the movement patterns of larger mammals; however, the proposed facility's site plan incorporates a wildlife corridor along the wetland on site to minimize impacts on animal movement patterns. In addition, Kings Highway Solar is seeking the ability to use wildife-friendly fencing, which would allow mammals as large as foxes to traverse the site, further facilitating local wildlife access. Deep Kings Highway Solar retained the engineering firm Timmons Group to assess the site for the presence of threatened or endangered species in the proposed project area. No threatened or endangered species have been observed on the project premises. The project area is within the natural range of the Northern Long-Eared Bat and Tri-Colored Bat, meaning they have potential to occur on site. As mentioned above, none have been observed onsite or within a two-mile radius of the sites. To ensure no impacts to the species, the project plans to implement a TOYR or a tree-clearing time restriction, unless a presence/absence survey is conducted, and finds no evidence of their presence onsite, in which case no TOYR is necessary. The Monarch butterfly also has potential of being on site, though it is only a candidate as a Threatened & Endangered species, and thus has no guidance for habitat disturbance mitigation at this time. Healthy and Safety Health This facility will not generate any chemical or toxic by-products; it will not threaten groundwater or surface water resources; it will not generate or spread disease or bacteria; and it will not create light or environmental noise that would disturb the Use of the property by a quiet solar farm often precludes other uses that create substantial environmental noise (e.g., farming equipment, lawnmowers and leaf blowers from a single-family subdivision, guns from hunters, etc.). Solar farms also protect ground and surface waters from uses that could otherwise be developed as a matter of right (e.g., collection of manure from dairy farming; chemicals used in nurseries and greenhouses; or heavy application of chemicals used in crop production). Using the US Environmental Protection Agency's Avoided Emissions and generation Tool (AVERT), the energy produced by the Kings Highway Solar project will create over emotional health of residents. Kings Highway Solar: Project Overview $2 million in annual health benefit through the avoidance of pollutants emitted by traditional fossil fuel energy sources. The annual emissions avoided by the energy produced by Kings Highway Solar are approximately: 71,000lbs of SO2 (Sulfur oxide) 62,000lbs of NOx (Nitrous oxide) 83,000 tons of CO2 (Carbon dioxide) 10,000 Ibs of PM2.5 (particulate pollution) 2,500 Ibs ofVOCs (volatile organic compounds) 3,400 Ibs of NH3 (Ammonia) Safety The facility will be constructed to meet or exceed all standards of the National Electric Code, and all equipment is listed with and will contain the stamp of Underwriters Laboratories, a safety consulting and certification company that specializes in the public adoption and drafting of safety standards for electrical devices and components. The permitting agency also inspects the control measures on a routine basis or as needed. Any non-compliance is documented, and the authority having jurisdiction can issue a "Notice of Violation". It is likely that drones will be used to inspect the control measures and confirm that there are no impacts after significant storm events. The inspection and maintenance of all sedimentation and erosion control measures is a critical component of the facility's construction and ensure the project adheres to the stormwater management plan. Upon the conclusion of construction, the permanent stormwater management plan is implemented, including best management practices (BMPs)established by the' Virginia Department of Environmental Quality. The permanent stormwater control measures are robust and designed to handle significant rain events. The facility's asset manager and 0&M provider ensure the effectiveness of the stormwater management plan. Maintenance of the stormwater management plan is an essential component of the facility's long-term maintenance plan. Decommissioning Kings Highway Solar bears exclusive responsibility for decommissioning and removing the system at the end of the facility's useful life, anticipated to be 40 years. Decommissioning: will be done in accordance with the decommissioning plan submitted as a part of this application and kept oni file with the County if approved. Decommissioning includes the removal of modules, support columns, buildings, cabling, electrical components, and any associated facilities (i.e., foundations, conduit) plus the necessary grading, restoration, and stabilization of soil through reseeding. This architectural resource was identified by a volunteer survey and has not officially been evaluated by the Virginia Department of Historic Resources (DHR).
