MINUTES BLECTORAL BOARD MEETING 6, 12,13,14, 15, 18NOVEMBER, 2024 Provisional Ballot and Canvass General and Town Election Chair Coffey called the meeting to order at 1:10 PM on November 6, 2024. Members Present: Coffey, Wellard, Doyle Attending: GR Lisa McDonald Vice Chair Wellard moved approval oft the minutes of the October 7, 2024 meeting as presented. A discussion of GR staff and Board responsibilities on election night resulted in clarification of roles and the importance oft thoroughly checking all equipment used in precincts both before delivery and upon return. It also identified the need for more space to store the equipment and Ms. Amanda Himelright, an Investigator with the Shenandoah County Sheriff's Office apprised the Board of aj potential voter fraud claim which occurred on election day, November 5th. The situation wasi reviewed and discussed. Investigator Himelright will review the information provided by the Board with the individual making the claim and report back as to resolution. Motion by Secretary Doyle, seconded by Vice Chair Wellard, the Board voted unanimously to go into closed session pursuant to the State Code Section 2.2-3711A.34 for the examination of Provisional Ballot envelopes. Provisional ballots received on November 5th counted 43. In addition, 81 Provisional SDR.s from early voting and 228 from election day were received. Remaining Provisional Ballots and SDR's were reviewed. Upon review 382 were accepted; 6 were deferred for further research. Motion was made by Vice Chair Wellard, seconded by Secretary Doyle to return to open session. Motion by Vice Chair Wellard, seconded by Secretary Doyle, the Board voted unanimously to go into closed session pursuant to the State Code Section 2.2-3711A.34 for the examination of remaining Provisional Ballot envelopes. Upon review 1 was accepted; 5 were denied. Three potential voter fraud issues will be torwarded to the Shenandoah County Sheriff for investigation. Town Election will be suspended until November 18, 2024 @ 10:00 am. November 18, 2024. The SOR's and related materials from the 14 precincts plus CAP were examined for discrepancies. All precincts provided required information, and Canvass was completed. Abstract was prepared, signed and sealed by Coffey, Wellard and Doyle following procedures for Election Night Reporting. The meeting adjourned at 10:50. AM.
