PUBLIC COMMENTS (VIDE08:24-10:42) H. PROCLAMATIONS I. PUBLIC HEARINGS 1. Aj proposed zoning text amendment, Chapter 44. Article 8. Sections 8-1-3 through 8-1-5 Lighting. - This matter was tabled by the Planning Commission at the October 2. Aj proposed special use permit for an unapproved constructed accessory building in the Flood Zone, A Zone, located at 266N N. Church Street. - This matter was tabled by the 28, 2024 meeting. Planning Commission at the October. 28, 2024 meeting. J. RESOLUTIONS K. FIRST READING OF ORDINANCES (11:17-24:18) 1. Ordinance to repeal, amend and reenact the Abingdon Arts Commission. Town Manager Mike Cochran advised the Abingdon Arts Commission was created to lessen the requests during the fiscal year budget. Subsequently, its role was expanded beyond its initial intent. Mayor Pillion stated that Chair Lilly wrote the grant process and that the system works well. Mr. Austin questioned what problems needed to be addressed and how Ordinance resolves them. Mr. Cochran responded that the current role is much broader and specifically things not intended to be decided on by the Abingdon Arts Commission but should go through staff, such as the art box-wraps. Discussion ensued. Council Cameron Bell stated he did not think it changes the procedure, as it is obviously a recommended body, just like all the other bodies that report to Council. Mr. Bell stated that it narrows the focus for what they are allowed to recommend. Mrs. Quetsch asked if they will still be recommending to Council. Mr. Bell answered ini the affirmative. Mr. Austin questioned if suggestion to gather a group for discussion prior to finalization. Mayor Pillion questioned shall the matter be rejected. Pool Rooms. Mayana Rice, Assistant Town Manager and Director of Community Development, advised a restaurant business owner toi request moving forward and to repeal this outdated Ordinance originally adopted in 1985. Mrs. Rice added that Abingdon Police Department Chief Holbrook (VIDE07420-28-40) had no issues with repealing. On motion by Vice Mayor Anderson, seconded by Mr. Webb, to repeal Chapter 6. Amusements and Entertainments, Article II. Pool Rooms, waiving the second reading. Ordinance proposing an amendment to the FY 2025 budget and to authorize the transfer of$3,342,029.84 ini remaining ARPA funds to the General Fund. (VIDEO 28:40- - 34:02) Director of Finance Steve Trotman presented an Ordinance allowing the Town to transfer the remaining ARPA funds to the general fund supported by year-to-date payroll expenses thereby freeing up monies to complete the previously identified "other" projects without the pending deadlines and disbursements. Mr. Trotman advised the transfer will show in the budget as an expense to the ARPA fund and revenue to the general fund as ai transfer from the. ARPA fund with the revenue received offset by departmental level expense identified as "Loss Revenue Expenditures" to cover other projects. The amended FY2025 budget will remain in balance and the ARPA fund will be liquidated. On motion by Mrs. Quetsch, seconded by Mr. Austin, to adopt the proposed Ordinance, waiving the second reading. (VIDEO 34:05 - 40:57) Discussion included the addition of appropriate signage concerning forest land. Counsel Cameron Bell noted that the federal government will address future. ADA accessibility concerns. On motion by Vice. Mayor Anderson, seconded by Mr. Webb, to adopt the reenactment of Chapter 54. Parks and Recreation, Article III. Virginia Creeper Trail, as presented. MISCELLANEOUS BUSINESS AND COMMUNICATIONS FROMTOWN MANAGER (VIDEO 41:03- 46:56) Town Manager Mike Cochran reported that the Main Street flood mitigation project was underway and anticipated tol be completed within two weeks, with the second phase of the bid for Park Street expected tomorrow. He also said he would relay issues with the light poles. Vice Mayor Anderson confirmed that the issue had been addressed. Q. COUNCIL MEMBER REPORTS (VIDEO 46:56-51:42) Mrs. Quetsch was happy to hear the flooding issue that was needed for fifty years was being fixed with box culverts. Vice Mayor Anderson stated he could not wait to see the finished project. Mayor Pillion felt as it was going to be one of the biggest accomplishments. Mr. Austin extended his invitation to the Veterans Day Ceremony. Vice Mayor Anderson thanked everyone for the planning of the Historic Preservation Day.
