Kitzmiller Mayor and Town Council Monthly Meeting Minutes Monday, March 27th, 2023 Date: Monday, March27th, 2023. InA Attendance: Mayor Robert Reckart Councilman G. Nye-Paugh Glotfelty Meeting called to order at 7:04PM by Mayor Reckart. Nancy Brady opened with prayer, followed Councilmember Brady motioned to accept the meeting minutes from Monday, February 2023. Councilmember Nye-Paugh seconded the motion. 3-0. Motion carried. 27th, Announcements: Kitzmiller's Breakfast with the Easter Bunny & Egg Hunt will be on April 1st from 8AM to Playground disassembly day is being planned for April 15th. The new Playground installation -Town Elections will be Tuesday, April 11th 2023. @Town Hall from 10A to 7P. Garrett County's State's Attorney Christian Mash = Mr. Mash introduced himself to the council and Mayor. He is the appointed State's Attorney for Garrett County, since Justin Gregory was appointed Judge. He wanted to let thecouncil knowwhat his intentions were the office of State's Attorney. Mainly, he wanted to let everyone know that he is there to for prosecute the wrong and safeguard the innocent, and he loves Garrett County! His main are to take care of child abuse, narcotics & opiates, burglary, and truancy. He wants to professionalize, modernize, and expand what has already been done. explained thathe currently trying to set up Case Management Software and informed one of the last counties to take advantage of this. For service-based businesses especially they feel underserved and underpromoted outside the boundaries of the McHenry/Lake area. Questions: Diane Nye-Paugh: Is there a plan to help with expanding the housing in Kitzmiller? Norman explained that the commissioners are working to get more housing. Currently they have a plan for Deer Park & Loch Lynn, McHenry, & Northern Garrett County. He also noted that the county has also been working with differentcompanies & organizations to be able to pull more livable wage jobs into the county. They have recently been able to work with RS BioTherapeutics to bring more jobs to the community. His intentions are to see growth through Nancy Brady - Resident/Operator of Helping Hands Thrift Shop- The thrift shop has decided to begin a "Funeral Dinner Fund" to help provide those meals. For March, the shop was able to make around $250.. Would also like to suggest that for the "Christmas in the Park" this year, adding $1 to vote for the "Best Tree." Rob has been performing with and making didgeridoos (an Australian musical instrument) for almost 30 years. He has recorded several CDs and produced music for numerous films. He lives in the mountains of Linville Falls, North Carolina. Everyone is welcome to attend this event. Come and celebrate National Library Week with us! Nye-Paugh. stated that personally she feels that the election should be held in the same location that it has always been held in,just to have the town workers centralize out of the schoolfor a few hours. The clerk stated that it's not just a few hours, itis her entire workday. Mayor Reckart asked what would happen if the workers needed to get something out of the shop? Nancy Brady asked if the Town elections have always been held at the town hall with the town clerk there? Nye-Paugh. stated that some people say yes, and some people say no. Councilmember Brady stated that for the last 27-28 years since he has been on council, the elections have never been held up at the school. Nye- Paugh stated that she was bringing up a concern and would like to take a vote on it. Councilmember Harvey asked what the exact issue is. Is it like, a confict-of-interest thing? Councilmember Nye-Paugh stated that yes, some people feel, that with individuals in the office who are related to those running, make them feel uncomfortable. That they may try to influence one to vote in a certain way. Nancy Brady mentioned that the Board of Elections will be the ones monitoring the election, and that the town clerk has nothing to do with it. The clerk stated that she has nothing to do with the election. The election judges handle thatmatter, and she knows that Carrol Ann won't allow anything to be improperly conducted, and she knows, that Dale Lipscomb won't allow it to happen either. Mayor Reckart, we have a motion on the floor for the town workers to be moved to the school for the day of the election and to work out of the school. This motion was announced three times with no Second. Motion fails for 2.) We have a lot of shut ins right now, for people who would like to vote who can't make it to the Town Hall, do we have a certain procedure for that? Mayor Reckart stated that those individuals who want to request an absentee ballot must contact the Town Hall to see if they are registered to vote. Ifthey are inj fact registered, an absentee ballot may be sent to the individual, and it must be returned through the mail. Councilmember Nye- Paugh asked if this information is posted anywhere, because she knows that when Diane Paugh worked for the town and was too ill to make it, they walked the ballot over to her, had her fill it out, and walked it back. Mayor Reckart stated that shouldn't have happened. The individual must make sure the ballotis returned no later than the end of lack of second. the day on April 11th to be counted for the election. Motion to Adjourn Meeting was made by Diane Nye-Paugh at 8:15PM. The motion was seconded by Councilmember Brady. 3-0. Motion carried.
