Kitzmiller Mayor and Town Council Monthly Meeting Minutes June 27#,2022 Date: Monday, June 27+,2022. In Attendance: Mayor Robert Reckart Councilwoman Theresa Harvey Meeting Called to Order at 7:05P. Open with Prayer led by guest, Dale Lipscomb. Location: Kitzmiller Elementary School Time:7PM Counciwoman Diane Nye-Paugh Town Clerk Rebecca M. Glotfelty Pledge to the Flag led by Mayor Robert Reckart. 1906 **There were not enough councilmembers in attendance to have a quorum. Therefore, nothing was voted on during this session. ** Approval of Minutes from Monday, May 23/d, 2022 - Moved to next meeting. Announcements: Recognized Guests: -Starting July 2022, Newsletters will only be distributed on "even" months. (2-4-6-8-12) County Commissioner District 3 Candidate - Jay Moyer - Presented why he is running for GC Commissioner. Hei isa registered Republican but does not view his party asa reason to run. He is running for the "right reasons." Has 32 years of experience with local government, will fight for the true Western Maryland. Has served as the mayor of the town of Oakland and as a councimember. In 2007, he was inducted into the Elected Officials MML Hall of Fame and was nominated for the MMLLifetime Achievement Award. Current Vice-President of the Allegany Garrett Chapter of the MML. Negotiated several different contracts for the town of Oakland, including buying the Oakland Armory for $1.00, moving the 911 communication equipment from the courthouse at no cost to the county, to bring businesses to Oakland such as Walmart, Lowes, & Tractor supply. Currently serves on the Tri-County Council for Western Maryland, the local Emergency Planning Commission, is the Chairman of the Traffic Advisor Committee and is a member of the Garrett Trails Committee. He is also a resident of Oakland, sO House of Representatives Delegate Candidate - Tim Thomas - 3rd Generation Garrett County Native. Owns and operates 3 businesses of his own, one in which is Shady Acres Motocross Park in Friendsville. Hismoin thing is he wants to create jobs that stayl local to Garrett County to be able to keep people here in our county. He believes that the living wage is much higher and that is why people are leaving, to find better jobs. He is a candidate for the Republican Party, but also agrees, that it's not about the party. It's about knowing what the right thing to do is and knowing the difference between right and Missi Nesselrodt- The painted lines on the sidewalk curbs are wore off, can we get those repainted? Also, on Main and Center Streets, could we look at possibly getting "Kids at Play Signs?" Asked about what the situation was on third street, with the draining issues. The sandbags in the one driveway have taken a serious beating and look as ift they are about to fall apart. Mayor Reckart stated that the County came down to look at the drain. Beneath the drain is a gas line, sO the county does not want to touch it. We do have two companies that are willing to give us an estimate on the work that is needed. Beitzels and Arnold Brothers. We are currently waiting for them to give us an estimate. he knows what is going on. Dale Lipscomb - Nothing wrong. are They Sharon Paugh - Nothing. Grants: Community Legacy Grant - Sidewalks - Waiting on the green light. USDA - Dump Truck- - Still in review. Project Open Space (POS) - GREAT NEWS! $30,000 for electrical upgrades in Park. $200,0001 for new playground equipment, waiting on approval. Beccie will be meeting with Cunningham Recreation on. July 11h, to see what they have to offer, ifwe are to be approved for this. The electrical upgrades to the park will also include the installation of the lights at the ball field. We just need to make sure the contractor will be okay with hooking up those lights as well. The pond at the park is also included in this. We are currently seeking a new contactor for this. The contractor that we had, has gotten sick. Councilmember Harvey suggested Jimmy Hinebaugh or Rick Hanlin. Beccie will reach out to each ofthem to see what Community Action Economic Development Strategic Plan Grant- = We had two BIDs, after reviewing both bids, Duane Yoder & Community Action with help from the mayor decided to reach out to Pinnacle Strategies, LLC to be able to complete this work. GCEDSPG has agreed thati if there were more than just work they do perform. American Rescue Plan Act - Need to set date for Budget Meeting for these funds. $15,000, they would cover the difference. LED Lights - Still waiting on Parts Old Business: New Business: Town Clerk Notary - Course is finished, will be meeting with County Clerk to be sworn in. Passing of the Proposed FY 2023 Budget- Put off for a later date. Appalachian Crossroads is looking to use a "commercial kitchen" two days a week to bake cupcakes & brownies to sell. Can we come up with some sort of agreement for them to be able to use the school during the summer months on Mondays and Fridays? Alan Chadderton is who to contact about this. **Looking to expand what they do with the clients is why they chose Kitzmiller. The Time will be from around 10AM until no later than 2PM. They will: supply their own baking necessitiesand will clean up after themselves. ** - Put off for a later date. Homecoming. Mom Station - Does anyone have anything they would be able to contribute, even ifit is just for the day. Beccie has 2 Rocking Chairs, a pack and play, a changing table, & a sound machine. Dale said that he would be able to help get some supplies for this. Council Members are being asked to sign up to help with the Town Tent. Shifts will be: 11Ato1P 1Pto3 3P 3Pto5P 7Pto9P - Michael Hechmer Councilmember Theresa Harvey has volunteered to help Beccie get things set up for this, because she will be helping with the volleyball tournament during the day. Councilmember Concerns: Michael Hechmer - Not present. Theresa L. Harvey - Agrees with Missi, the Kids at Play signs should be put up. Suggested that we turn the vote on the removal of the STOP sign on center street. Now,there are at least three families with Diane Nye-Paugh = The 4 wheelers that are racing down East Main Street. Something needs to be done about this. Lt. Colt Ruby said that if people would call, something would be done about the situation. Now that people are finally calling about it, nothing is being done. Beccie added that there are a bunch of 4-wheeler tracks behind the school and on the flood wall as well. Nye-Paugh also added that behind children that live right next to that intersection. G.N Michael Brady - Not Present. the school, there are two dead trees that we should look at getting removed. Councilmember Harvey motioned to adjourn the meeting at 8:08 PM.
