NEWVILLE BOROUGH COUNCIL REGULAR MONTHLY MEETING JULY27,2021 AT 7:00 PM The regular monthly meeting ofthel Newville Borough Council was held on Tuesday, July 27, 2021 at 7:001 PM in the Newville Borough Office, 4 West Street Newville, Pennsylvania and via Zoom, with broadcast on the Newville Borough You Tube Channel. The meeting was called to order by Council President Scott Penner. The invocation was offered by Solicitor Marcus McKnight, followed by the Pledge of Allegiance. Oni roll call, the following members were present: Jack Ericksen, Robert Darius, Ed Sinkovitz and Scott Penner. Joey Diehl was absent. Although absent at roll call, Michael Croutch arrived at 7:05 PM. Also present for the meeting were: Borough Manager Fred Potzer, Mayor Randy Finkey, and Police ChiefTodd Koser. Consent Agenda: A motion was made by Mr. Sinkovitz, seconded by Mr. Darius to approve the Consent Agenda. All were in favor. The motion was passed with five (5)affirmative and zero (0) negative votes. Verbal Reports: Police Chief: Chief Koser reported that there was a total of269 calls for service in the month ofJ June 2021. Traffic enforcement for the month was 56, 18 were commercial truck citations. There was one parking violation and 17 traffic warnings issued. Patrol vehicle mileage for the month was 2,335 miles. There are 54 outstanding warrants. Chief] Koser reminded everyone of National Night Out this coming Tuesday, August 3, 2021 at 6:00 PMI by the fountain. He is still ini need for volunteers to man the snow cone booth and some additional people to grill burgers. Mr. Potzer volunteered himself and Mr. Fry to serve the snow cones. Mayor: Mayor Randy Finkey gave the fine and revenue collection reports for the Newville Borough Police Department for the month of. June 2021: Traffic fines $2,778.54; Non- traffic fines $4.37; Clerk of Court fines $230.46; Accident reports :15.00; and meter revenue of the Borough lot $31.95. The total fines and revenues for. June amounted to $3,090.32. The police department checking account at BELCO was $11,065.67, the police K9 account at BELCO was $$1,402.20, the debit card balance at F&M Trust was $767.98 and the Mayor Finkey brought to the attention of council, that the new trash collection company, Parks, can only pick up the trash receptacles from the right side oft the truck. Parks' policy prohibits their crew to exit the truck and this presents aj problem for pickup on one-way roads and alley ways. Mr. Potzer has written a letter to the affected residents informing them ofthe policy and to have their trash toters placed on the opposite side oft the street. Those residents who live on West Big Spring Avenue and use Glebe Avenue for trash pickup, should place their toters on the north side of Glebe Avenue. Those residents who live on Chestnut Street and use Liberty Avenue, should place their toters on the north side ofLiberty Avenue. Letters with maps auxiliary police account balance was $131.00. will be delivered to those residences that are affected by the change. Page 1 of5 Borough Solicitor: Mr. McKnight reported of Resolution 2021-09, "A Resolution oft the Newville Borough Council, Cumberland County, Pennsylvania approving the adoption ofa revised emergency operations plan for the Borough ofNewville, pursuant to the Emergency Management Services Code, 35 Pa. C.S.s s7101, et seq." A motion to adopt Resolution 2021-09 was made by Mr. Sinkovitz, seconded by Mr. Croutch. All were in favor. The motion passed Mr. McKnight discussed thej proposed Ordinance 2021-06, "An Ordinance of the Borough ofNewville, Cumberland County, Pennsylvania approving "Local Delivery Only" truck restriction on designated streets ofl Newville Borough as recommended by a traffic and engineering study ofMartin & Martin Incorporated, June 2021."He: recommended moving action on this to the Work session scheduled on Wednesday, August 4, 2021. with five (5)affirmative and zero (0) negative votes. Borough Manager: Mr. Potzer stated that the Penn Township supervisors are in the process of ordering a newi truck and may be selling their Dodge dump truck. The truck has been garage. kept and well maintained. The Borough has been in the market to purchase a used truck Al bill has been submitted to Southampton Township in the amount of $801.46 for the work incurred by the Public Works Department in picking up over 50 Advanced Waste Tessa Blosser isi in the process ofi making changes and updates to the Borough's website. On August 2, 2021, the Cumberland County Planning Commission is hosting a webinar outlining federal funding which is available for hazard mitigation projects. The webinar starts at noon and Mr. Potzer will be attending until 1:001 PM and then will be meeting with PADP on the The county commissioners have agreed to combine Parsonage Street with North Corporation Street, thereby making $202,000 ofb block grant available. This will enable council ini the near: future to award a bid tol New Enterprise for the North Corporation Street project that Alist oftwelve pages of new additions was submitted to Susan Pinty at the Cumberland County Tax Bureau. She has acknowledged receipt ofthe list and those people will be added to the EIT (earned income tax). Jerry Ann Spangler has already them to the occupational tax board. Big Spring School District is nearing its completion oft the fiber optic project involving the connection ofNewville Elementary School. This entails construction work on Green Street Also, work is being done at) Laughlin Mill which includes removing some oft the trees at the front ofthe mill and others being trimmed throughout the property by Kuhn Tree Service. Clouse Painting is recoating the roof and Laughtner Construction will be repainting the building. At the last meeting there was ai request from ai resident requesting a convex mirror at the intersection of South High Street and Big Spring Avenue. PennDOT referred the information to their publication "Doing Business With PennDOT" which states that the Department no longer approves requests to install convex mirrors at new. locations within a PennDOT right-of-way. Existing mirrors may remain in place until they need replaced, at which time they must be and this could be a favorable option for1 the council toj pursue. Disposal's trash toters that were left on borough streets. recycling grant. was quoted for $195,785. for the underground cables. removed. contains 137 acres. McNaughton Homes have closed on1 the property located at 2 Mount Rock Road which Page 2of5 WCCOG: Mr. McKnight stated that the meeting was relatively short and there was Public Safety: Mr. Darius thanked Mr. Potzer taking action with the trash truck pickup going against traffic. He also recognized the Public Works for their completion of line painting. Finance Committee: Mr. Penner stated that new generators will be needed to replace the two twenty-year-old current generators. One no longer is operational and the other will soon follow. Mr. Potzer has acquired bids, with the lowest being Nolts Power Equipment at $1449.98 which would be paid from the Highway Aid Fund. A motion was made by Mr. Croutch, seconded by Mr. Sinkovitz to approve the purchase oft the new generators. All were in: favor. Economic Development Authority: Mr. Ericksen reported that the EDA is focusing on ai new venture called "Four Corners Project". This project focuses on the development oft the main intersection of Newville. The starting focus would be on purchasing the building at 1-3 East Main Street, in addition to 5 East Main Street, 7 North High Street and 91 North High Street. Itv would be developed to create new housing opportunities, and new commercial businesses with off street parking. This would be a long-term project with aj projection of three to four years. Other items discussed was the possible use ofl land on. Fairfield Street tol be a diagnostic center for Graham Medical or al housing project. Valerie Copenhaver of the Prospect Hosting Committee has left her position at CAEDC. Chuck Egger will replace her position on the Prospect Hosting Committee. The façade grant monies have been tabled until the next meeting of August 25, 2021. ShipDaddy has created three business suites in their building at 15 Railroad Mr. Darius asked how the sale of thel Farner/Donovan farm will impact Newville. Mr. Potzer explained that the farm is located in West Pennsboro Township and will not directly impact the Borough as far as tax dollars go. However, it will benefit the Water and Sewer Authority. They've been approached and have approved 125 connections for a mixed housing development. Mr. Potzer stated that new housing will bring new people to the area and therefore Avenue. benefit the businesses in the Borough. Recreation Committee: Mr. Sinkovitz touched base with a few topics discussed at the July 20, 2021 meeting. The Halloween parade will be held on October 25, 2021.. A motion was made by Mr. Sinkovitz, seconded by Mr. Croutch to approve the Halloween parade and to close the affected streets for the parade. All were in favor. Kevin Yost will be getting pricing on the cost ofr materials for the Back to School night will be! held in conjunction with Big Spring School District this year at the stadium on. August 21, 2021. Mr. Sinkovitz made ai motion, seconded by Mr. Darius to make a $300.00 donation towards the purchase of backpacks and school supplies. All were in favor. Quality ofLife: There was noi report from the Quality ofLife Committee Administration Committee: A motion was: made by Mr. Croutch, seconded by Mr. Sinkovitz to authorize al bonus pay for employees during the Covid-19 shut downs. This money would come: from the. ARPA grant funds. All were in favor. The motion passed with five (5) Another motion was made by Mr. Croutch, seconded by Mr. Sinkovitz to donate a combined amount of $2,000.00 to local non-profits, also using the ARPA fund money. The nonprofits identified were Neighbors In Christ, Paw Packs, and the Food Bank. All were in favor. The motion passed with five (5)affirmative and zero (0) negative votes. The position for rental inspector has been advertised in the VTS newspaper, but there Mr. Croutch made a motion, seconded by Mr. Sinkovitz to adopt the use of acquisition forms for purchases made ini the excess of $500.00 for all departments. Correspondence: Ac correspondence was from Matthew McKnight stating that the Planning Commission elected to table the recommendation to council for ai month in order to let members have more time to review the final draft oft the new: zoning ordinance. This would also include all public A letter from Laverne Smith of 34 West Big Spring Avenue was received requesting action bei taken with a regard to ai tree owned by Gretchen McCarren at 32 West Big Spring Avenue. The tree is causing a tripping hazard, a safety hazard, and is also causing the storm water to flow back against Mr. Smith's property, causing flooding. The roots structure oft the tree is pushing the sidewalk blocks up at least four inches. According to the Borough Ordinance 2020-06, Section 8, Unsound Trees, addresses this problem, stating that the Council may recommend the removal of a tree that endangers the life, health, safety or property oft the public. A motion was made by Mr. Sinkovitz, seconded by Mr. Croutch tol have Ms. McCarren remove the tree within 30 days of being notified in writing. All were in favor.
