NEWVILLE BOROUGH COUNCIL REGULAR MONTHLY MEETING NOVEMBER 30, 2021 at' 7:00 PM The regular monthly meeting oft the Newville Borough Council was held on' Tuesday, November 30, 2021 at 7:00 PM: in the Newville Borough Office, 4 West Street Newville Pennsylvania. The meeting was called to order by Council President, Scott Penner. Mr. McKnight led the invocation, followed by the Pledge of Allegiance. Onr roll call, the following members were present: Michael Croutch, Joey Diehl, Jack Ericksen, Edward Sinkovitz, Robert Darius, and Scott Penner. Also present: Borough Manager Fred Potzer, Mayor Randy Finkey, Chief of Police, Todd Koser and Borough Solicitor Marcus McKnight III. Visitors: Natalie Hutchinson and Diane Weidner. Consent Agenda: A motion was made by Mrs. Diehl, seconded by Mr. Sinkovitz to approve the Consent Agenda. All were in favor. The motion passed with six (6) affirmative and zero (0) negative votes. Public Comment: Ms. Weidner voiced her concerns oft the numerous tractor trailer trucks using Main and High Streets within the Borough. She questioned Borough Council ifthe trucking dispatchers could be contacted to divert the routes. Mr. Croutch informed her that there are hundreds of dispatchers and the Borough has no. jurisdiction regarding state roads, which both Main and High Streets are. Mr. Penner advised that both roads have the minimum speed limits of25 mph posted, which are the lowest allowed. He stated that besides the state building a Mrs. Hutchinson voiced her concern oft the new trash company, Apple Valley. She said ini the beginning oft their contract in July, the company was respectful of placing the dumpsters back. She stated there have been many times that the dumpsters have been placed in her driveway and she has to get out of! her car to move them before she can access her drive. She also stated that ifitems fall out while the dumpsters are being emptied, the item is not picked up. Executive Session: A motion was made by Mr. Sinkovitz, seconded by Mr. Ericksen to discuss a litigation matter, with a vote to follow. All were in favor. The motion passed with six (6) affirmative and zero (0) negative votes. The members oft the Newville Borough Council adjourned to Executive Session at 7:18 PM and returned to regular session at 8:25 PM. A motion was made by Mrs. Diehl, seconded by Mr. Sinkovitz to return to regular session. All were in favor. The motion was passed with six (6) affirmative and zero (0) negative votes. Solicitor McKnight reported that during the Executive Session no decisions were made and no bypass around Newville the problem will continue. votes were taken. Verbal Reports: Police Chief: Police Chief Koser reported there were a total of285 calls for the month ofOctober. Fifty-six traffic citations, no parking violations, and fifteen traffic warnings were issued. Total vehicle miles for the month were 2,128. There were fifty-three outstanding warrants. Page 1of2 ChiefKoser stated he received good news from 911 Rapid Response regarding the new patrol car. He reported that the new car should be on the street by the middle of next week. He also reported that upon unloading the car it and the other four on the truck were damaged. The car has been in the body shop for repairs. The equipment will be transferred from the Charger to the new SUV and should be ready by next week. Fire Chief: Chief Stouffer was not in attendance and his report was included in the Mayor: Mayor Randy Finkey submitted his bank statements with the agenda. The cost revenue for the month ofOctober 2021 was as follows: Traffic fines $2,141.45; Non-traffic fines $17.00; Prohibited parking fines $35.00; Clerk of Court fines $1,731.06; The total fines and agenda packet. revenues was $3,924.51 which was one oft the highest months on record. LEMC: There was nothing to report. Borough Solicitor: Solicitor Marcus McKnight discussed the adoption of Resolution 2021-10, "Al Resolution oft the Newville Borough Council, Cumberland County, Pennsylvania approving appointments to various authorities, boards and commissions oft the Municipality." Mr. Sinkovitz had recommended the appointment of Sue Drawbaugh as representative on the board for the Senior Center. Mr. Penner stated that an alternate member for the Planning Commission was also needed. Mr. Croutch advised the Council that his goal was to fill all vacant positions by the end ofDecember 2021 and he would be resigning his position on the Planning Commission effective the end oft the next meeting which is December 8, 2021 at 7:00 A motion was made by Mrs. Diehl, seconded by Mr. Sinkovitz to approve the appointment of Mrs. Drawbaugh to the board oft the Senior Center. All were in favor. The Solicitor McKnight discussed the adoption of Resolution 2021-11,"A Resolution of the Newville Borough Council, Cumberland County, Pennsylvania approving the elimination of officer contributions to the Newville Borough Police Pension Plan for the 2022 plan year."Mr. Potzer stated that this is a requirement by the State Auditor General that a Resolution be passed Amotion was made by Mr. Croutch, seconded by Mrs. Diehl to approve the adoption of Resolution 2021-11. Finance Committee: Mr. Penner reported that Natalie Hutchinson requested additional Economic Development Authority: Mr. Erickson reported on the previous meeting's Treasurer's report, the committee had exceeded the fund raising total of $18,000 to $21,000. Most of the commitments are one year with the exception of one at five years. The budget for Mr. Ericksen provided information on the outline of prospective projects oft the Prospect Hosting Committee. The inventory is low at this time sO focus will be on redeveloping the current Borough Office building at 4 West Street. Members are focusing on hosting an event in Michelle Crowley oft the Carlisle Chamber suggested to the EDA the possibility of hosting a mixer night for local business owners. Mr. Ericksen also stated that a student from Dickinson College is interested in an internship inn order to study rural economic development. Mr. Penner suggested combining the first concert at the fountain in May as a combined Recreation Commission: Mr. Sinkovitz reported on the recreation commission's previous meeting and its interest in establishing a 5013C status. He also reported that the gaga ball pit has finally been assembled and is ready for play. Christmas activities included the Wreath distribution on Saturday and a coat and blanket distribution held in conjunction with the Kiwanis stocking distribution to bel held on Saturday, December 18 at the. Zion Lutheran Church. Mrs. Diehl commented that after finding out that the. ARPA funds can be rolled over into the next year, she would like to see the summer program be three days a week instead of the proposed four days a week.
