NEWVILLE BOROUGH COUNCIL PUBLIC WORK SESSION OCTOBER: 5, 2021 AT 7:00PM A work session of the Newville Borough Council was held on Tuesday, October 5, 2021 at 7:00PM in the Newville Borough Office at 4 West Street. The meeting was called to order by Vice Chairman Edward Sinkovitz. The invocation was offered by Borough Solicitor Marcus McKnight, followed by thel Pledge of Allegiance. Onroll call, the following members were] present Michael Croutch, Joey Diehl, Jack Ericksen and Edward Sinkovitz. Scott Penner was excused due to an illness. Robert Darius was absent. Also present were. Mayor Randy Finkey, Solicitor Marcus McKnight and Borough Secretary/Ireasurer Jody Hoffman. Citizens Comments: There were no citizen comments: received regarding any agenda item Legal Matters: Solicitor McKnight shared with the council an email from Police Chief Todd Koser concerning a serious air quality and potentially health threatening matter confronting thel Newville Police Department. Photos provided by the Chief show contaminated air filters from the air handling unit at the Newville Police Station, 27 West Big Spring Avenue. Several officers and staffhave complained ofearinfections, sinus infections and respiratory ailments. The station's air handling system may bei responsible fori thei illness. It wasi reported that ChiefKoser on Monday, October 4, 2021 received two air purification units that have been placed into service. Since the police station is a leased property, the borough must address the air quality concerns to Landlord James Swartz. It was reported by the Mayor that Mr. Swartz was at the station cleaning the basement recently, and hel has hired a contractor to repair thel building gutters to alleviate basement flooding. Solicitor McKnight presented a letter to James and Debora Swartz requesting they perform the following measures: (1.) Obtain an air quality and mold test performed by a certified air quality and mold remediation contractor, (2.) Have all of the vents and units cleaned and sanitized, (3.) Complete a second air quality and mold test once the systems have been cleaned and sanitized. A motion was made by Mr. Croutch, seconded by Mr. Ericksen to authorize the Solicitor to forward a letter to James and Debora Swartz to request that they engage at their own expense a certified air quality and mold remediation specialist to address the concerns at the Newville Borough Police Station. All were in favor. Motion was passed with four (4) affirmative Solicitor. McKnight reported that as previously requested Hold the Line Defense Solutions has provided a copy ofi its business insurance coverage, along with certificates ofinsurance for the borough and the Gutshall farm where training will be conducted at a private shooting range. Ouality ofLife Committee: Mrs. Diehl requested permission to add the Christmas coat give-way and the Christmas Wreathe Sale to the meeting agenda for approval. Proceeds from the Christmas Wreath sale will be donated to Neighbors in Christ and the Big Spring Food Bank. Due to the success oft the Wheels for Warriors Car Show, a substantial donation will be made by the Newville Area Events Committee to the PA Wounded Warriors Foundation on November 11, 2021 at 11:00AM. Old Business: There were no items of Old Business. New Business: The Big Spring High School Football team and the cheerleaders would like tol hold aj parade through town before the pep rally on October 20, 2021. Police and fire units will escort. The council agreed to allow the parade, which has become an annual tradition. United Foundations has indicated they are facing manpower and material shortages in constructing the new salt shed. A letter will be sent to the company relieving them of their contractual obligations. Future Agenda Items: None.
