NEWVILLE BOROUGH ECONOMIC DEVELOPMENT AUTHORITY REGULAR MONTHLY MEETING NOVEMBER 16, 2022 AT 7:00PM The regular monthly meeting of the Newville Borough Economic Development Authority was held on Wednesday, November 16, 2022 at" 7:00PM in the Newville Borough Office, 4 West Street, Newville, Pennsylvania. The meeting was called to order at 7:00PM by Chairman Andrea Greene. The invocation was offered by Treasurer Kenneth Tuckey, followed by the Pledge of Allegiance. On roll call, the following members were present: Vince Mellott, Richard Gobin, Kenneth Tuckey,Jeffrey Bouder, Robert Kanc and Andrea Greene. Also present: Solicitor Marcus A. McKnight, III, Esquire, Jack Ericksen, Newville Borough Council Liaison. Visitor: Liz Knouse, Newville Historical Society. Minutes: The minutes ofthe October 19, 2022 meeting were approved on ai motion ofMr. Kanc, seconded by Mr. Bouder.. All were in favor. The motion was passed with six (6) affirmative and zero (0) negative votes, Treasurer's Report: A motion was made by Mr. Gobin, seconded by Mr. Bouder to approve the payment of an invoice for legal services from Irwin and McKnight in the amount of $100.00. All were in favor. The motion was passed with six (6) affirmative and zero (0) negative Am motion was made by Mr. Mellott, seconded by Mr. Bouder to reimburse Robert Kanc in the amount of $292.24 for expenses paid on behalf of the EDA for the fall mixer event. A motion was made by Mr. Bouder, seconded by Mr. Gobin to approve the Treasurer's Report as submitted by Mr. Tuckey. All were in favor. Staffand Board Reports: Legal Matters: Solicitor McKnight suggested including the publication of the 2023 Borough Manager: The Cumberland County Redevelopment Authority has approved a program amendment allowing for the use of a $77,655 community development block grant tol be used to resurface and expand the parking area at the Newville Trailhead. Martin and Martin, Inc. will now proceed to prepare bid specifications for letting in January of 2023. Construction may begin in April, 2023. Mr. Tuckey noted that Federal Prevailing Wage Rates must apply. The Redevelopment Authority will provide prevailing wage rates Prospect Hosting Committee: Mr. Ericksen reported the fall EDA Mixer event was a great success with over 80j persons attending. The eventi introduced developers and business owners from outside ofNewville to the community. Several developers offered suggestions to benefit the economic revitalization of Newville. Mr. Ericksen also acknowledged the support provided by the Carlisle Chamber was invaluable. Mr. Ericksen conclude his remarks by urging the members to expand the branding and the on-line exposure of the meeting schedule as an addendum to the minutes. and Davis-Bacon Act provisions to be incorporated into the contract. Newville Borough Council will continue to support the] EDA in 2023 by underwriting five façade grants of $2,500 each. Nicole Deary, Executive Director ofthe Carlisle Chamber has confirmed her desire to continue to support acooperation agreement MOU between the chamber and the Newville EDA. Advisory Committee: Chairman Greene agreed that community support: for the EDA has greatly improved. The fall mixer proved that the interest extends beyond Newville. She thanked the board members fori their support in preparing for the event, and acknowledged the assistance of Rusted Reflections in providing heaters and lighting at a low cost to the EDA, on short notice, along with the host Dean Yaukey of Whisker Brewery, Donna Hunter and the staff of the Carlisle Chamber and the program sponsor Dr. Joseph Pion of Old Business: A solicitation letter has been prepared for the 2022-2023 development campaign. Letters will soon be mailed during the week of November 21, 2022 to past. sponsors. Chairman Greene requested that members volunteer tor make follow-up calls tot the EDA: supporters after the mailing. Treasurer Tuckey emphasized that the accomplishments ofthe past year should The members discussed toj possibility ofd developing aj parking study ofNewville. The: study will focus on available off-street parking, both at owner occupied and rental housing, on-street parking, and commercial parking. The study would focus on recommendations for improving parking for existing businesses, as well as traffic flow through the main arteries of the borough. Chairman Greene agreed to contact the Cumberland County Planning Director for more information about grant funding for the study. Consultant Troy Truax of Michael Baker International served as the consultant for the preparation of the new zoning ordinance. New Business: Chairman Greene reported Randy Heishman, President of the Newville Historical Society is still researching his presentation and will appear before the Authority at a Liz Knouse, representing the Newville Historical Society (NHS) announced Newville Borough will be busy with holiday activities on Saturday, December 17,2022. In order toj promote the town and it's rich historical past, the NHS will be conducting carriage rides complete with a historical guide. Each carriage will hold up to eight people. Ther rides will depart from thel historical society headquarters. A motion was made by Mr. Kanc, seconded by Mr. Tuckey to donate $150.00 to the Newville Historical Society to help sponsor the cost oft the holiday carriage rides. All were in favor. The website will provide an opportunity to showcase business opportunities, to promote the façade grant and other financial incentive programs, along with the minutes and agendas. It was suggested that the Carlisle Chamber may be able to direct the EDA to a reliable consultant to help develop a new website. Power Point Presentation: As part of the 2023 budget process, Chairman Greene suggested that the EDA consider several project locations outlined as follows: 85S. High Street - potential use for commercial office space, restaurant or micro- 14W. Big Spring Avenue - commercial 1st floor residential on 2nd floor. Beautiful 1E East Main Street- first floor commercial, second floor residential = two or more 25-27W. Big Spring Avenue, commercial 1stfloor, residential - 41 units existing on 6-10 W.
