NEWVILLE BOROUGH COUNCIL REGULAR MONTHLY MEETING OCTOBER 26. 2021 at 7:00) PM The regular monthly meeting oft the Newville Borough Council was. held on Tuesday, October 26, 2021 at 7:00 PMi in the Newville Borough office, 4 West Street Newville Pennsylvania. The meeting was called to order by Council President, Scott Penner. Mr. McKnight led the invocation, followed by the Pledge of Allegiance. Onroll call, the following members were present: Michael Croutch, Joey Diehl, Jack Ericksen, Ed Sinkovitz, Robert Darius and Scott Penner. Also present: Manager Fred Potzer, Mayor Randy Finkey, and Borough Solicitor Marcus A. McKnight III. Visitors: Elizabeth McElwain, Ted McElwain, Jo McElwain, Natalie Hutchinson and family, Kendra Sheaffer and Lucy Jansema. Consent Agenda: A motion was made by Mrs. Diehl, seconded by Mr. Sinkovitz to approve the Consent Agenda. All were in favor. The motion passed with six (6) affirmative and zero (0) negative votes. Public Comment: Elizabeth McElwain, Chairman oft the Newville Community Action Committee, who sponsors the Halloween parade, spoke oft the cancellation of the parade on the previous night. On behalf of the committee, she is requesting a rain date oft the parade to bel held on. Monday, November 1, 2021, in an abbreviated form. She explained that no state roads will be used, only Broad Street, Walnut Street and Big Spring Avenue. She had previously spoken with Chief Koser and obtained permission to utilize the Newville Borough police officers. Amotion was made by Mrs. Diehl, seconded by Mr. Ericksen to approve the modified route and grant permission tol hold an After Halloween Parade on November 1, 2021 at 7:001 PM. All were in favor. The motion passed with six (6) affirmative and zero (0) negative votes. Verbal Reports: ChiefofPolice: Chief Koser was not present at the meeting. His report was attached to Fire Chief: Fire Chief Stouffer was not present at the meeting. His report was attached Mayor's Report: Mayor Finkey gave the report for fine and revenue collection for the Newville Borough police department for the month of September 2021. Traffic fines $2,138.24; Non-traffic fines $180.96; Prohibited parking fines $75.00; Clerk ofCourt fines $464.28 fora a Bank account balances for the month of September 2021 were as follows: Police Department checking account at BELCO: $9,087 .60; Police Department K-9 account at BELCO; $3,587.20; Police Department Debit Card at F&M Trust $1,53 7.84; Auxiliary Police account ChiefKoser has advised the Mayor that the officers have been qualified in the new weapons. Borough Solicitor: Mr. McKnight responded on the October 7, 2021 letter tol Mr. James Swartz, landlord of27 West Big Spring Avenue, regarding the air quality conditions at the Newville Borough Police Station. There was a mixed response received from Mr. Swartz, which Mr. McKnight advised that he is still waiting to: receive the appraisal on the new municipal building. Mr. McKnight explained the agreements between the Gobins and the Borough ofNewville. The first agreement would donate the land to the Borough sO that the school tax would be exempt. The alleys have been paved by Mr. Griffey of Capital Paving. Also, the access road in the Mr. Potzer received ai request from Stephanie Mellinger regarding a cross-walk placement adjacent tol her home on East Main Street, near Cove. Avenue. He advised her to call the school to make them aware of students crossing in this area. There is a program at the school where they have a designated walking policy in place. The majority oft the discussion focused on1 the traffic at the I-81 interchange. Mr. McKnight reported that FedEx opened this week and he has heard that the number of employees hasi increased from the initial 900 to 1600. There is concern oft the impact oftrucks and the employees using that interchange that is severely undersized. All were in favor. The motion passed with six (6) Mr. Potzer would like to recommend Jay Dyarman, who is currently an alternate, as a full-time member of thel Planning Commission. It was agreed upon to discuss his appointment at Mr. Potzer: reported at the last COG meeting, it was suggested that the municipalities should band together with the county toj put pressure on PennDOT to study Interstate 81 at exit 37. They are looking for a representative from the Borough of Newville to participate. Mr. Arequest was: made from LEMC by Mr. Robert Barrick to appoint Mr. William Foley of 46 Fairfield Street, to be named as Deputy Emergency Management Coordinator. This is ai non- paid position. He would work directly with Mr. Barrick, representing the Borough in emergency management. It does not require approval oft the Governor's Office as it does for Mr. Barrick. A motion was made by Mr. Croutch, seconded by Mr. Sinkovitzi to approve the appointment of Mr. Foley as Deputy Emergency Management Coordinator. All were in favor. The motion passed with six (6) affirmative and zero (0) negative votes. A letter will be sent by Mr. Potzer to the County Emergency Preparedness Office, advising of the appointment of Mr. Foley. Ar request from Commander Don Flagle of the VFW Post 6070 with regards of street closures for the November 11th Veterans service at the fountain. New Business: Mrs. Diehl suggested the hiring ofa fifth full time police officer. She pointed out that it would provide the Borough with round the clock coverage. Mr. Potzer replied that the budget would have to looked at, along with starting salary and benefits. He stated that is not something he knows offt the top ofh his head and further research would have tol be made. Mr. Penner stated that increasing the auxiliary police is a bigger issue at this time. Mayor Finkey stated that there are only about a half dozen auxiliary police at this time. He suggested solicitating for additional members and organizing the half day training course for them. Mr. Croutch mentioned that the Civil Service Commission must now have three members in order to have a quorum. He suggested appointing an alternate to attend the meetings in casea need arises that one oft the members cannot attend. Also, Mr. Swartz will be advised that ai meeting with consultants to get their recommendations to guarantee that air is clean inj his building and ifhe doesn't comply with the recommendations, further actions will be taken.
