Said signs shall be ordered through the Town office before any seasonal water vessel permit may be obtained from the Town. A boat permit may be revoked if found to be registered under a lakefront property without the required E911 designated address sign posted in accordance with Section 42.6of the Lake Lure Code ofOrdinances. All applicants for commercial motorized boat permits must hold a lake commercial license and adhere to the insurance requirements defined under section 4.07 below. Proof of marine liability insurance coverage shall be the actual marine liability insurance policy (or either a copy of the marine liability insurance policy or certificate ofmarine liability insurance provided directly to the Town from the insurance provider) which specifically references the boat by listing the boat's serial number, state registration number or reference that adequately insures that the boat is covered by the policy that a permit is being requested for, states liability limits for said boat, and identifies effective and renewal dates for policy. (B) Wake surfers must comply with NC Wildlife Resource Commission Guidelines on wake surfing including maintaining a safe distance from boaters and personal property. Lake Lure requires wake surfers to maintain at least 150 feet separation from shorelines and other boats. Recreational boaters should provide surfers a wide berth and surfers should suspend activity ifunable to maintain safe separation. (A) No person shall operate a motorized water vessel on Lake Lure until they have completed Lake Lure designated training and obtained a Lake Lure Boat Operator License a digital or hard copy of which must be carried with them while operating a motorized boat. Digital or hard copy proof ofs successful completion ofthe Lake Lure Boater Safety Course is sufficient to meet this requirement. Dills of Lake Lurel Police Department conducted a traffic study ont the Tryon Bay area, specifically att the Tryon Bay Bridge, for traffic conditions occurring ini the area. Thes study was conducted on 3 different dates to vary results int timeframes ranging fromexpected light traffic to Ont thei first date of observation, thes study was conducted on a Monday, ranging frommid-aftemoon to evening. Weather conditions were: adequate for the normal operation of vessels. At thel beginning of the observation, traffic was extremely light ini the area. Int twol hours, only 3 vessels were observed in operation and their destination was the Lakehouse Restaurant. Ast the afternoon progressed, more vessels were observed, specifically around "dinner time" with arrivals and departures at the Lakehouse Restaurant. Though traffic did increase, it was still light by consideration, averaging 3 vessels an hour. Itv was observed that acouple of vessels departing the restaurant woulds sail under thel bridge into Tryon Bay, make ap pass through thel bay, and continue out tot their destination. At one point, I did observe that two vessels were crossing under thel bridge at thes samet time. This incident occurred involving two pontoon-type vessels, one with a Bimini-style top and one without. The vessels crossed at the center point under thel bridge with the pontoon dawning thet top! beingi ini ther more centered position oft the two for clearance crossing under the bridge. The vessels were able to complete this passing safely. Oni thesecond date of observation, the study was conducted on a Thursday, ranging from evening to dusk. Weather conditions were adequate for the normal operation of vessels. Att thel beginning of the observation, it was noticed traffic was moderate with 11 boats int the area ina a two-hour period. Vessels were conducting various activities including fishing, cruising, and traveling to the restaurant. Only two vessels entered thel bay during that time frame. Both vessels entered ande exited by the center under the bridge. Ast the evening turned to dusk, vessel traffic became light ini the areau until I wast thec only vessel On thet third date of observation, thes study was conducted on a Saturday, splitting the periods into the following categories: mid-morning until lunch and late afternoon until dusk. This was done ins sucha manner asi it was expected tol be abusy day on the lake. Weather conditions were adequate for the normal operation of vessels. During thet first part of the observation, it was noticed that aheavy amount oft traffic was in the area. Vessels, mostly consisting of pontoons, appeared tol be casual cruising. It was noticed immediately that vessels would sail to Tryon Bay and uset thel bay itself tol becomeat turnaround point to travel back towards the center ofi the lake. During this time, these vessels would almost become "bottlenecked" under the bridge trying to enter and exit. Variance: in vessel sizes would offer up challenges to cross under, almost slowing thei flow of traffic to ahalt. This caused: some vessels to become impatient and would nearly cause accidents where they would turn around in front ofi the expected heavy traffic. Itshould be noted that vessels hadi to cross under thel bridge at the center point as the archo of thel bridge itself caused limitations. Traffic began tos slow right at lunchtime as vessels headed tos shore Int thes second portion oft the observation, I observed moderate traffic. Most oft thist traffic appeared tol be casual cruising and others arriving/departing: the Lakehouse restaurant. It wasi noticed that vessels departing from the restaurant would enter thel bay andi make a casual pass followed by an exit. Atn no point during this time did I observe two vessels cross under thel bridge at thes same time. Traffic was spread out far enough that all vessels had enough room ini the areai to operate safely. This observation Critical notations include the difficulty in vessels passing under thel bridge at the same time, straddling the "center point" to not damage tops on the vessels. Other notations include that some vessels would wait tot thes side oft thel bridge to leti the other vessel enter/exit safely.
