NEWVILLE BOROUGH COUNCIL SPECIALMEETING SEPTEMBER 12.2023AT7:00: PM Aspecial meeting oft the Newville Borough Council was held on Tuesday, September 12, 2023 at 7:001 PM: in the Newville Borough Office, 4 West Street, Newville Pennsylvania. The meeting was called to order by Council President Scott Penner. The invocation was given by Solicitor Marcus McKnight III, followed by the Pledge of Allegiance. On roll call, the following members were present: Robert Darius, Pastor Joe Kindon, Edward Sinkovitz and Also present: Borough Secretary Jody Hoffman, Solicitor Marcus McKnight, Mayor Michael Croutch via Zoom, Sentinel reporter Maddie Seiler, and residents Tiffany Smith and Joe Scott Penner. Jack Ericksen arrived at 7:06. PM. Arnold. Citizen Comment: Tiffany Smith asked council what was the time frame for the Borough tol be in Act47. Council President Scott Penner replied that the projected time frame was three to five years. Ms. Smith asked ifthe privilege of raising taxes under. Act 47 was going to be pursued. Mr. Penner stated that PFM, the Borough's consulting firm, would be starting the budget and would be looking into all possibilities ofincreasing revenues. Mr. McKnight confirmed that that could be a possibility, however, one oft the benefits ofAct 47i is to be placed on priority for grants. Ms. Smith's concern was for the future ofl her grand daughter inheriting debti incurred by the Borough. Mr. Penner explained the time line of obtaining Act 47. It was voted upon to seek. Act 47 at the. July 25: meeting. The hearing was held on August 3 in the Borough meeting room and No committees have yet come forth to take over the Halloween Parade. Several individuals expressed interest but ai formal presentation has not been received. Specific payments will be discussed at the September 18th Mr. McKnight distributed the Sentinel article regarding the Trailhead parking lot expansion and the combination of grants in order to see that completed. Mr. Ericksen stated that the project will begin on Monday, September 18th and will be completed by the end oft the year.
