NEWVILLE BOROUGH COUNCIL PUBLIC BUDGETHEARING 7:00. PM FRIENDSHIP HOSE COMPANY The Newville Borough Council held its Public Budget Hearing on December 11, 2023 at the Friendship Hose Company No.1, 15 East Big Spring Avenue Newville Pennsylvania at 7:00 The meeting was called to order by Borough Council President Scott Penner. The invocation was offered by Solicitor Marcus McKnight followed by the Pledge ofAllegiance. Onr roll call, the following members were present: Mr. Darius, Mr. Ericksen, Pastor Also present: Borough Manager Robert Sabatini, Borough Secretary Jody Hoffman, Borough Solicitor, Marcus McKnight, Lauren Sukovich, Lieke Janssen, and Gordon Mann with PFM, Chief Koser, Officer Keller, Officer Gutshall and many residents and citizens ofNewville. New Business: A motion was made by Mr. Ericksen, seconded by Pastor Kindon to close the streets surrounding the fountain on December 16, 2023 from 12 noon until the end ofNewville Joint Veterans Christmas service and gift give away. All were ini favor. Motion carried PM. Kindon, Mr. Sinkovitz, Mr. Burkepile and Mr. Penner. unanimously. Budget Presentation: Mr. Penner explained the situation leading from December 2022 to the present of this year. Mr. Penner introduced the members ofPFM present and announced that no Mr. Gordon Mann ofl Public Financial Management (PFM) explained their position and their role ini the recovery plan. He explained the correlation between the mismanagement of money and the lack of an audit since 2015. He stated that the Borough has been spending twice ofv what it generates. He stated that the Borough is behind $660,000 in the employee pension fund as well as a $300,000 loan from MidPenn Bank. The state. has stepped in with a $800,000 loan as part oft the. Act 47 recovery plan. He explained that al lot ofl hard decisions will have to be made that should have been made incrementally over several years but now will have to be made up: front in the short term. The budget needs tol be balanced and approved in twenty-one days.
