NEWVILLE BOROUGH COUNCIL MAY30, 2023AT6:001 PM WORK SESSION/REGULAR: MONTHLY MEETING The work session meeting of the Newville Borough Council was held on Tuesday, 30, 2023 at 6:001 PM int the Newville Borough Office, 4 West Street, Newville Pennsylvania, May with the regular monthly meeting to follow at 7:00 PM. The meeting was called to order by Council President Scott Penner. Thei invocation was given by Solicitor Marcus McKnight III, followed by the Pledge ofAllegiance. Pension Plan report: Police $263,534.40 Non-Uniform $$449,509.23 Finance: Mr. Sinkovitz reported that to the best of his knowledge, all local vendors have been paid and accounts are up to date.. An attachment oft bills paid and payroll transfers were read to Administration: Arequest for uniform allowance was received by Pastor Kindon for the employees of] Department of] Public Works. They have not received any new clothing for the year and are in desperate need of summer uniforms. An estimate was received from Zeigler's Storage & Transfer regarding the move to the new borough building on South High Street. The total came in at $2,957.39 which included office relocation, containers and shredding services. Public Safety/Public Works: Mr. Darius reported that the Memorial Day parade and ceremony was a success. He commended the public works employees on their cleaning oft the streets and the closures for the event. He also commended the support oft the PA State and the Newville Police Department for their participation in the safety ofthe day. He Troopers stated that the first Milk Sunday was a success and will be conducted again next month. Economic Development: Mr. Ericksen turned the update on the Waterwheel 5k over to Bob Kanc for a report. Mr. Kanc stated that it was very successful and there was a good turnout. There were 82 racers, 20 vendors, and a chicken barbeque of2 224 chicken dinners. He thanked the Borough for their support. He estimated a total of 200 were in attendance. the Tim Cormany with Martin & Martin Inc. explained the process ofi reviewing the need for parking lot improvement at the trailhead using a grant received the previous year. ($77,655.00) He stated that it was then determined tol breakdown the project into three bids. The base bid would be for the renewal ofthe existing parking lot, an alternate bid #1 for the expansion ofthe parking lot, and an alternate bid #2: for pouring a concrete pad for a future small building (possibly al bike repair shop.) There were two companies who have submitted bids, New Enterprise and Rogele. The total of fines and revenues for the Mayor Croutch mentioned that the police department had been having difficulty with their radio base station. They received permission from Green Ridge to mount the antenna on the side oft the building at a cost $65.00 and at this time it has corrected the problem. Mayor Croutch reported that there had been some traffic control issues with the closing ofstreets for the Memorial Day Parade with cars cutting through the side streets. ChiefofPolice: Mayor Croutch gave Chief Koser's report in his absence. At total of2 215 calls for service were. reported for the month ofA April. There were 49 citations issued, no violations and 14 traffic warnings issued. Fire Report: Trent Wenger, President of] Friendship Hose Company gave the report as follows: For the month ofA April there were at total of139 incidents. Ofthose, 30 were for fire, and 109 for EMS. Mr. Wenger submitted ai report oft the fire calls. Saturday, June 3, 2023 will be First Responder Day with partnership oft the state police stationed at the turnpike. He advised that East Big Spring Avenue will be closed tol hold the event. In September, the station will be hosting an ET program at the station. They are looking for sponsorship and will be partnering with the school district and HACC in gaining EMTs. Wenger stated that at this time nothing is in effect. Mr. McKnight questioned whether ai recommendation ofa a burn ban is forthcoming. Mr. 6:591 PM Citizen Comments: Mr. Joe Arnold of2 23 West Main Street voiced his concerns of feral cats. He stated that even though there is ai trap and release program, they still eat and use thel backyards as litter boxes. Mr. McKnight referred to Ordinance 2001-6 in which it states that an owner is defined as any person who harbors or permits such animal to remain on or around his or her property. It also states that iti is un-lawful for the owner to allow or permit such animal to run at large in the Borough.
