NEWVILLE BOROUGH COUNCIL REGULAR MONTHLY MEETING MARCH30. 2021 AT7:00 PM Thei regular monthly meeting oft the Newville Borough Council was held on Tuesday, March30, 2021 at 7:00PM in the Newvill Borough Office, 4 West Street, Newville, Pennsylvania and via Zoom, with broadcast to the Newville Borough You Tube channel. The meeting was called to order by Council President Scott Penner. The invocation was offered by Solicitor Marcus McKnight, followed by the pledge ofallegiance. Oni roll call, the following members were present: Michael Croutch, Joey Diehl, Jack Ericksen, Edward Sinkovitz, Robert Darius and Scott Penner. Also, present: Borough Solicitor Marcus McKnight, Mayor Randy Finkey, Police ChiefTodd Koser, and Borough Manager Fred Potzer. Visitor: Kim Spisak Community Relations/nternships with ShipDaddy. Consent Agenda: Amotion wasi made by Mrs. Diehl, seconded by Mr. Ericksen to approve the Consent Agenda. All were in favor. The motion was passed with six (6) affirmative and zero (0) negative votes. Citizen Comments: Kim Spisak introduced herselfto the Borough Council as the Community Relations Director for ShipDaddy, located at 15 Railroad Ave. Newville, PA 17241. She is also in charge ofinternships working with local colleges which include Shippensburg University, York College, Penn State Harrisburg and HACC. In the future she would also like to build internships with the Big Spring High School as well as surrounding schools in the area. Mrs. Diehl, on behalf oft the Council, welcomed Mrs. Spisak and ShipDaddy to the community. Verbal] Reports: Police Chief: Police Chief: Chief Koser reported that there were 216 calls for the month ofFebruary, 76 citations issued, 15 warnings, and one parking violation. Thej police vehicles were driven 2,210 miles in the month of February and there are currently 43 outstanding warrants. Fire Chief: There was no written report. Mr. Croutch gave a verbal report regarding the meeting he attended the previous night. The fire company has asked the Borough to contribute $50, 000 towards the purchase of a new: rescue truck. The current truck is a 1992 with quite al bit of age on it. There are cycles of standards on fire equipment and this truck is five cycles behind meeting the current standards. The new truck willl have aj pump and water unlike the current truck The total cost will be $714,979 which includes a $50,000 contingency for changes but that the price is locked in the rate. Ift the $50,000 is not used, then the price will be less. Some other municipalities have already contributed to the purchase and the fire company is asking to use the firet taxi money toi fund this vehicle. A motion was made by Mr. Sinkovitz, seconded by Mrs. Diehl to approve $50,000 towards the purchase oft the new: rescue truck from the fire tax fund. All were in favor. The motion passed with six (6) affirmative and zero (0) negative votes. which is rescue only. It will have 100%LED lighting as well as a generator. 1of6 Mayor's Report: Mayor Randy Finkey issued the following report for February, 2021: Traffic fines $1,022.20; Non-Traffic fines $40.00; Prohibited Parking fines $35.00; Clerk of Courts $269.79 for a total ofs1,36699.Balances: Police Checking Account $$11,465.45: Police K-9 Account at BELCO $901.20; F&M Trust Debit Card $798.23; Auxiliary Police Account $171.00. Borough Solicitor: A motion was made by Mrs. Diehl, seconded by Mr. Sinkovitz to approve the adoption of Resolution 2021-06, "A Resolution of the Borough of Newville, Cumberland County, Pennsylvania approving the adoption of an Intermunicipal Agreement between the Borough of Newville and Southampton Township, Cumberland County for the purpose of trash collection. All were in favor. The motion was passed with six (6) affirmative and zero (0) negative votes. Application of the Newville Economic Development Authority for 501 (c) was received A motion was made by Mrs. Diehl, seconded by Mr. Sinkovitz to approve the new lease agreement between the Newville Police Department and Mr. James Swartz. All were ini favor. The by the IRS but there is no update on the status. motion was passed with six (6) affirmative and zero (0) negative votes. Borough Manager: Mr. Potzer reported that the combined homes sales for 2020 were $3,400,000. That is the highest home sales in the Borough for the past twenty-eight years, with the lowest being $21,000 and thel highest $240,000. Homes have sat on the market very little time and last August was the busiest month. Last year was the first that the borough assessed valuation has increased. Positive comments were made as to why purchasers selected to move to Newville, such as quaint town, police coverage, walkability, school district, trail head and fishing. Commitment letters to serve on the trail museum committee were received by Nancy WCCOG: Mr. Croutch stated that routine spring maintenance and clean up was in progress. Lower Frankford township was considering the trash agreement with Southampton also but was not confirmed at this time. Penn Township was to meet with PennDot regarding the increase of traffic that four new warehouses will bring to the area. One of the new warehouses, FedEx is expected to hire up to 1,000 employees. This would not only increase truck traffic but also vehicle traffic in general. Two warehouses are under construction on the south side of Mr. McKnight explained two groups are seeking to develop their land for warehousing. Charlie Malios and his neighbors on the eastern side of233 and Mr, Mains on the western side across from Smuckers. The problem with this and future buildings is the underpass is undersized and inadequate for a full-size turn lane. PennDot will only permit an undersized turn lane only if the developers agree to indemnify PennDOT from any injuries that would occur from any McCullough, Bob Over and the Newville Historical Society. interstate 81 and two more are proposed on the north side. accidents as aj result oft the undersized turn lane. Mr. Croutch added that Penn Township Parks and Recreation has received two grants totaling $100,000 to upgrade and make renovations to their park. 2of6 Public Safety: Mr. Darius had nothing new to report but was very appreciative of Public ChiefKoser didi not think a server upgrade from. Morefield Communications wasi necessary currently. A motion by Mr. Croutch to table the server for now was seconded by Mr. Darius. All were in favor. The motion passed with six (6) affirmative and zero (0) negative. Works for their snow: removal and street sweeping. Economic Development: The Economic Development Board approved Mr. Gullotta to solicit money from large corporations with foundations as a way for the EDA to become more self-sustaining. Mr. Ericksen spoke ofthe feasibility program for 4 West Street as arental property to use the proceeds to support the EDA. Vince Mellott and Ed Sinkovitz will be prospecting available buildings for new businesses. Blighted properties were again mentioned as a source for off street parking. Recreation: Mr. Sinkovitz: reported on the meeting that was held ini the Borough office on March 23, 2021. Chris Faylor was nominated to retain his position as president oft the committee Fourth Friday Concert series will bel held by the fountain starting on May 28th, with the Big Spring High School Band and Chorus. The dates will continue with June 25th and Vintage Crew, July 30th TBA August 27th and JCM Band, and ending with the Shippensburg Swing Band on Kevin Yost has the ball field booked most of the spring and summer with baseball and softball tournaments. He also has agreement from Zion Church to use their parking lot after services on Sundays. Instead of renovating the existing press box, it would be more cost effective tod demolish and pour ai newj pad above grade to prevent flooding which is an issue with the current structure. Buildings from Loysville Structures and Fisher's Structures LLC are being considered for this project. Public Works will be taking care oft the demolition and removal of debris as well Block grant monies of $60,000 will be used for the new: splash pad and the repaving oft the access road. The utilities must be upgraded to include a sanitary sewer drain as well as the water service line. Capital Paving will be contracted to resurface the alley after these improvements are Mr. Sinkovitz would like to see the concession stand utilized for the summer events but is Quality ofLife Committee: At the previous work session meeting, Mrs. Diehl had asked the Council to think ofindividuals who have contributed greatly to the success of] Newville. The names that were confirmed were: Mike and Tara Bender, Bob Barrick, Irv and Barbl Nelson, and Mike Fry. It was determined that the evening ofthe first concert on May 28th would be the setting of the award presentations. Motion was made by Mr. Darius, seconded by Mr. Croutch to add Carolyn Kough and Brad Daron to the list ofhonorees. All were ini favor. Thei motion was passed again this year. September 24th. as pouring ai ramp and reconnecting the electric and sewer. made. waiting on Kint Fire Protection Services for a fire suppression hood. with six (6) affirmative and zero (0) negative votes. Administration: On behalfofMr. Croutch, Mr. Potzer gave the report. On March 12, 2021 open bids were received for the improvement ofNorth Corporation Street. Two bids were 3of6 received with Slusser Paving being the lowest at $151,664 and New Enterprise with al bid of $228,500. The bid of Slussers did not include required HUD documents. When Mr. Slusser submitted the HUD documentation, he also submitted an amended bid, which is not allowed once the bid is opened. It was the recommendation oft the engineer that the Borough Council in fairness to everyone, reject all bids received and re-open the project in late May. A motion was made by Mr. Croutch, seconded by Mrs. Diehl to reject all bids and rebid the project accordingly. All were in favor. Correspondence: An e-mail from Kathleen Gunnel, aide to Senator Judy Ward, dated March 16 was received regarding the truck traffic through the Borough. She has been in contact withl PennDOT and the Borough should be receiving a correspondence from PennDOT by the A request from the group "For Newville", a consortium of six area churches, was made to use the park on. Fridays from 10:00 AM until 12:00 PM for their Faith and Fun days starting on. June 18 until August 13.. A motion was made by Mr. Sinkovitz, seconded by Mrs. Diehl. All were ini favor. The motion was passed with six (6) affirmative and zero (0) Pat Reed, chairman of the Joint Veteran's Council has requested Council's cooperation in closing the streets for al Memorial Day parade and service from 1:00PM to 3:00PM on May 31, 2021. Streets affected by the closure are: Walnut, Big Spring Avenue, South High and West Main. A motion was made by Mr. Sinkovitz, seconded by Mr. Darius. Motion was passed with Big Spring High School Class of2021 is requesting the coordination ofas senior procession through town, similar to last year. The motion was passed with six (6) A letter was received from Matt Cunningham, who chairs the Property Committee of First United Presbyterian Church. The committee has met and has granted permission to the Borough to trim the overhanging branches near intersection of Springfield Avenue and Cedar Street. Old Business: Council President, Mr. Penner, gave a history oft the on-going issues with trucks turning at the traffic light. Street signs have been posted as well as signage on the cable that restrict trucks exceeding twenty-five feet to turn at the intersection. Contacting GPS companies have not corrected the problem. A letter composed to PennDOT to meet on site has gone unanswered. State Senator, Judy Ward, has given her endorsement to the letter and forwarded it onto PennDOT. Both roads at the intersection are state roads, therefore, governed by PennDOT. Police Chief, Todd Koser, has stated ini the past that very little money is collected for the violations. The streets ofNewville were constructed over 200 years ago and were not equipped to handle the size of vehicles oft today. Most of the drivers do: not work directly fori the 4of6 warehouses, but are subcontractors or independent. Trucks are: now using side streets to bypass The borough has control oft the side streets and a possible solution to prohibiting the use of those streets would be erecting signs that limit the weight and use for local deliveries only. It has also been discussed to upgrade the video cameras to enhance the license plate readers. Another solution discussed was to issue and ordinance that if the traffic light is hit or damage made toj property is ensued, a more substantial fine would be levied. Borough manager, Fred Potzer recommended obtaining a list of side streets from Police ChiefTodd Koser and contracting with Martin and Martin Engineering to form ai traffic study of the borough streets for An motion was made by Mr. Darius as suggested by Mr. Potzer to contract with Martin and Martin Engineering to conduct a traffic study ofthe Borough streets. The motion was seconded by Mr. Ericksen. All were in favor. Mr. Croutch suggested that the trucking companies be held responsible and not the driver. All were in favor. The motion was passed Chief Koser has looked into installing two additional license plate readers, one at the traffic light and one at the intersection ofBig Spring Avenue and High Street. The cost ofthe two cameras would be $3000 which includes installation. ChiefKoser offered to pay towards the cameras from the police calendar fund. It was agreed, to finalize this at the next meeting. A motion was made by Mr. Darius, seconded by Mr. Croutch to request al highway occupancy permit to place two bollards at the intersection ofHigh and Main Streets. All were in favor.
