NEWVILLE BOROUGH COUNCIL OCTOBER25,2022 AT 6:00 PM WORK SESSION/RECULAR: MONTHLY MEETING The work session meeting oft the Newville Borough Council was held on Tuesday, September 27, 2022 at 6:001 PMi in thel Newville Borough Office, 4 West Street, Newville Pennsylvania, with the regular meeting to follow. The meeting was called to order by Council Vice President Edward Sinkovitz. The invocation was given by Mr. Marcus McKnight III, followed by the Pledge of Allegiance. On roll call, the following members were preset: Ed Sinkovitz, Jack Ericksen, and. Joe Kindon. Diehl arrived at 6:13 PM. Robert Darius and Scott Penner were absent. Also present: Borough Joey Manager Fred Potzer, Borough Solicitor Marcus McKnight, Rental Inspector JeffLine and Mayor Michael Croutch via phone. Visitors: Linda Dewalt and Bob Kanc. Finance /Manager's Report: Mr. Potzer gave the: finance report with the current balances oft thel bank accounts effective September 30, 2022. He also reported the police department bank account balances. The police pension plan balance as of September 30, 2022 was $262,824.69 and non-uniform pension plan was $417,338.30. Specialty taxes unpaid are $1,940 and occupational taxes $7,325. Mr. Potzer reported the total outstanding taxes are in excess of $28,000. Earned income tax was $6,723 and local services tax $110. Earned Income Tax to date is $117,029, up $14,570 from last year at this The magistrate court fines totaled $480.32 which include traffic and non-traffic violations. Mr. Potzer stated that the fines are down due to two officers out on sick leave. The Southampton Township remittance for trash fees totaled $731.50 for the fourth quarter of the time. Mayor's Report: Mayor Croutch reported the fine and revenue collection for the Newville Borough Police Department for the month of September 2022. District Court 09-3-02 traffic fines were $452.43, non-traffic fines $27.89, code violation tickets $30.00, prohibited parking fines $40.00, and clerk of court fines $74.91. Total fines and revenues $625.23. He also reported the police department bank accounts as follows: Checking account at BELCO $11,491.08; K-9 account at BELCO $1,668.67; Debit card atl F&M Trust $40.72; and Auxiliary Mayor Croutchi reported that the Corporal position had been posted and that two officers Recreation Committee: Mrs. Diehl redirected to the recreation committee with a question concerning the scoreboard at the soft ball field. Mr. Sinkovitzanswered he is aware that ith has been an ongoing concern. To the best ofhis knowledge at the time, everything is installation. Electric will be run from the gazebo to the scoreboard. Mr. Sinkovitz advised ready that Kevin Yost will be putting the fence back up. Mrs. Diehl asked about the scoreboard itself, when would that bei installed. Mrs. Diehl asked ift there is a warranty on the scoreboard and was told that it carries a one-year warranty from date of delivery which was the end ofJune 2022. Pastor Kindon asked what was causing the delay and Mr. Potzer replied that it was because ofMr. Yost's time restraint. WCCOG: Mr. Sinkovitz stated that the meeting was very short and the main discussion was focused on Zito Cable which does not affect the Borough. He also stated that the dispersement ofinfrastructure grants may be distributed as soon as tomorrow. Code Enforcement: Mr. Foley was absent from the meeting. Rental Inspector: Mr. Line reported that for the month of October hel has mailed five letters to landlords. From October 3 -24. he has inspected eight units of which alll have passed. There five inspections scheduled in November. Mr. Potzer advised council that Mr. Foley will be on ai medical leave and in his absence, Mr. Line will be filling in as the code enforcement officer. Newville Borough Regular Monthly Meeting for October commenced at' 7:02 PM. A motion was made by Pastor Kindon, seconded by Mr. Ericksen to approve the consent agenda. All were in favor. Legal Matters: Solicitor McKnight presented the agreement for the Community Development Block Grant between the Redevelopment Authority and the Borough of Newville for Mrs. Diehl asked what the amount is that the Borough will be contributing. Mr. Potzer replied $10,000 fori incline services. He explained that a larger water line will need to be installed as well as a sewer lateral. The work and the water will be provided by the Newville Water and Sewer Authority. The area and equipment will be handicapped accessible and there will be benches and canopy for the parents. The benches, one in memory of Sergeant Bob Gilbert and the other honoring Sergeant Jerry Gilbert will be donated by the Marine Corps detachment in Carlisle. Mr. Potzer explained that the current (original) spray pad at the park was constructed by both gentlemen. All the pipe and plumbing supplies were donated by Dick Copenhaver of North Newton Township from his car wash. All parts ofthe sprinkler were donated, including the rubber mats (25) from Perry County. They have been in contact with their financial planners and do not want to cause a cash flow burden to the Borough. They are considering an annual donation. Mr. McKnight compared it to donations to colleges in which you Mr. Ericksen asked if the additional bill received by Galbraith has been rectified. Solicitor McKnight replied that a letter has been sent for an itemized bill and that the Borough does not have the funds to support this additional bill. Mr. Potzer replied that the borough had initial land development plan to Carl Bert and Associates which was $6,000. Mr. Potzer stated that Correspondence: Mr. Potzer has received a letter from Friendship Hose Company their meeting held last week. Mr. Potzer stated it was a very well thought out meeting. Mr. regarding Potzer reported that the fire company is short on drivers. There are only eight who are certified to drive the fire apparatus. Friendship Hose is one of the last in the county that is an all-volunteer fire fighter. He reported that aj paid fire truck driver program will cost $71,000 annually. That will give daily coverage, 7:00 AM to 7:001 PM. It will cost Newville $14,000 of which Newville takes in $10,500 of fire tax and gives $2,500 from the general fund for ambulance service. The would then have to come up with approximately $1,500 to cover the difference. The other Borough of the meeting regarded the need for an EMS coordinator. The coordinator takes care of portion all the administrative duties such as payroll, recruiting, and billing. The cost for that position would be $73,000. Another point discussed was the prospect oft regionalization. Mr. Potzer feels that would A letter of thanks was received from Big Spring Senior Center for the sponsorship of their PennDOT is starting a winter partnership program. They will now have a dispatcher available tor municipalities and bei ini radio contact with their trucks starting October 28th through March 24th. There is a request from Dr. Roberts, superintendent of the Big Spring School District for a Community Connection meeting with council members. The meeting would discuss things that can be done in cooperation with the school district. It was decided upon November 11 at 1:45PM. A notice was received from Kirk Stoner, County Planning Director, that the flood insurance ordinance must be updated by June 24, 2023 sO that residents can participate the program. FEMA has entered into a contract with the PA Municipal League, who has a coordinator that will review the Borough's ordinance and make comments ifit will need to be revised.
