NEWVILLE BOROUGH ECONOMIC DEVELOPMENT AUTHORITY REGULAR MONTHLY MEETING MINUTES WEDNESDAY, OCTOBER 18, 2023 The regular monthly meeting oft the Newville Borough Economic Development Authority was held on Wednesday, October 18, 2023, in the Newville Borough Office at 4 West Street, Newville, Pennsylvania. Themeeting wascalled to order at 7:05 P.M.by Chairman Andrea Green. The invocation was offered by Marcus McKnight, followed by the Pledge of Allegiance. Onroll call, the following members were present: Andrea Green, Chairman; Vince Mellott, Vice Chairman (via zoom); Richard Gobin; Liz Knouse and Robert Kanc. Also present: Solicitor Marcus A. McKnight, III, Esquire, and Jack Ericksen, the Newville Borough Council Liaison. Minutes: The minutes of the September 20, 2023, meeting of the Newville Borough Economic Development Authority were discussed. The minutes were approved unanimously. Treasurer's Report: Andrea Greene, on behalfofKen Tuckey, presented the Treasurer's Report for September 2023. The Treasurer'sreport was approved unanimously by the EDA Board members. the EDA Board: Approval to Pay Bills: The following bill was approved for payment by the Treasurer of A donation for the September 24, 2023 TrailFest to the Cumberland Valley Rail Trail $100.00 Transfer oft the Authority's] Bank Accounts as recommended by Ken Tuckey from Adams County National Bank to F&M Bank was completed. The Solicitor prepared a Resolution ofthe Newville Borough Economic Development Authority, Resolution 2023-01, for the purpose of facilitating The EDA Board members unanimously approved the payment of this bill, and the Resolution was the transfer of the accounts. approved and signed. Staff/Board Reports: Legal: Solicitor Marcus McKnight gave a report on the status of the Borough of Newville's finances. Due to the adoption of Act 47, the DCED approved an initial interest-free loan of$500,000.00. Those proceeds have been received by the Borough of Newville. A second loan in the amount of $300,000.00 has been approved but has not yet been received by the Borough. Old Business: NONE. Project Update: Jack Ericksen reported on the combined grants. A committee chaired by. Jack and with help by Kenneth Tuckey, enabled the two previous grants to be combined and a Notice tol Proceed was sent tot the contractor, ROGELE, INC. The work was completed with some money remaining. We also discussed payment ofthel Engineer fees for the project. Thist topic was tabled for the November meeting. Prospect Hosting Committee: The Committee met at 6:00 p.m. and discussed Grant writing. Liz Knouse reported on Grants available for 2024. There was no public comment.
