NEWVILLE BOROUGH ECONOMIC DEVELOPMENT AUTHORITY REGULAR MONTHLY MEETING NOVEMBER 17,2021 AT 7:00PM The regular monthly meeting oft the Newville Borough Economic Development Authority was held on Wednesday, November 17, 2021 at 7:00PM ini the Newville Borough Office, 4 West Street, Newville, Pennsylvania. The meeting was called to order by Chairman Andrea Greene. On roll call the following members were present: Richard Gobin, Vincent Mellott, Curt Saylor, Kenneth Tuckey and Andrea Greene. Also present: Solicitor Marcus A. McKnight, III, Esquire, Jack Ericksen, Newville Borough Council Liaison, Michelle Crowley, President, Carlisle Chamber, Mary Kuna, Executive Directorofthe Cumberland County Housing and Redevelopment Authorities, Jamie Keener, Chief Executive Officer, Cumberland Area Economic Development Corporation. Minutes: The minutes oft the October 20, 2021 regular monthly meeting were approved on amotion ofl Mr. Saylor, seconded by Mr. Mellott. All were in favor. The motion was passed with five (5)affirmative and zero (0) negative votes. Treasurer's Report: Mr. Tuckey reported that the Big Spring Pharmacy has made a $500 contribution to the Capital Development Campaign. A contribution of $3,000 has been pledged by F&MTrust, and Orrstown Bank has pledged fivey years offinancial support int the amount of$3,000 per year. Mr. Tuckey reviewed the monthly financial report. A motion was made by Mr. Saylor, seconded by Mr. Gobin to approve the Treasurer's Report as presented by Mr. Tuckey. All were in favor. The motion was passed with five (5) affirmative and zero (0) negative votes. Mr. Tuckey presented the following invoices for payment: Irwin and McKnight, PC$100 for legal services, the Gulotta Group. LLC, $1,164.22 for project management services as itemized. A motion was made by Mr. Mellott, seconded by Mr. Gobin to approve the payment of bills as presented. All were: ini favor. The motion was passed with five (5)affirmative and zero (0) negative votes. Staff and Board Reports: -Project Manager: Chairman Greene reviewed Mr. Gulotta's report with the members. It was noted that there are no additional micro-grant applications pending at this time. -Legal: Solicitor McKnight noted that the agendas are properly advertised on the EDA website and copies are available in the meeting room, all in accordance with Act 65 of2021. -Prospect Hosting Committee: Mr. Ericksen provided an outline of prospective projects of the Prospect Hosting Committee. He reviewed the memorandum with the members and noted that volunteers are needed to undertake the various projects. The members focused on a PHC recommendation to recognize the Capital Development Campaign sponsors, possibly at al breakfast where the EDA may provide an annual report and reflect upon the accomplishments of past year. A committee will be formed to organize this event. Mr. Saylor volunteered to serve on this committee. Mr. Ericksen reported a student from Dickinson Collegeisi interested inj performing an -Borough: There was nothing to report. internship with the Authority in order to study rural economic development. Page 1 of2 Michelle Crowley suggested a meeting to discuss how the Carlisle Chamber may better serve the EDA, possibly after the Thanksgiving holiday. She discussed the possibility ofhosting a mixer night for local business owners. Mr. Gobin suggested the new micro-brewery would be a Mary Kuna reported that housing development should be a priority of the EDA and the borough. The county has funding to assist with housing development. She commented on a very successful housing development project recently completed in the Borough of Carlisle.
