NEWVILLE BOROUGH COUNCIL PUBLIC WORK SESSION JANUARY5, 2021 AT 7:00PM The monthly public work session meeting of the Newville Borough Council was held on January 5, 2021 at 7:00PM ini the Newville Borough Office, 4 West Street, Newville, PA 17241, and via Zoom. Fort thosei in attendance at the borough office, temperatures were taken and recorded, social distancing within the meeting room was observed and masks were worn. The meeting was called to order by Council President Scott Penner. Theinvocation was offered by Solicitor Marcus McKnight, followed by the Pledge of Allegiance. On roll call, the following members were present: Michael Croutch, Robert Darius, Joey Diehl, Jack Ericksen, Edward Sinkovitz and Scott Penner. Also present were: Mayor Randy Finkey, Borough Solicitor Marcus McKnight, Allan Dietrich-Ward and Jim Stanton of the Cumberland Valley Rails to Trails Council. Citizen Comments: There were: no citizen comments. Visitors: Allan Dietrich-Ward and James Stanton ofthe Cumberland Valley Rails to Trails Council were present to discuss a proposed museum for the Newville Trailhead facility at 23 McFarland Street. Mr. Dietrich Ward provided the following information regarding the CVRTC Railroad Museum in Shippensburg: The: facility was ac collaborative efforti involving CVRTC, Shippensburg University, Shippensburg Township and Shippensburg Borough. The museum was opened to Ac committee of five persons was appointed to plan the facility. As the project developed, other community partners joined and the committee grew larger. The Shippensburg Historical Society played a supportive role in the project. The cost oft the facility was $100,000, and was funded by CVRTC, the Conrail Historical Society, CAEDC and the Cumberland Valley Visitors Bureau. There was Funding of the project was two-part. A sum of money was raised and set aside to acquire and transport the box car. Additional funds, mostly from CAEDC were used to build-out the site. The acquisition of the rail car was important to the project as timing and transportation were essential to obtain a donated rail car. The facility helps to promote history of the community, heritage, and outdoor recreation. First Friday community concerts have been held at this location. Food The CVRTC: members emphasized that planning and coordination ofthe project is essential and it is therefore important to have a committee of members who share an interest for the trail and railroad history. Raising funds for acquisition and transportation ofthe rail car is the first step. Ifar rail car becomes available, the borough must be in a position to act quickly to acquire and transport the rail car. A period of questions and answers followed. Page 1 of4 Legal Matters: Solicitor McKnight presented Borough Council with an up-dated Ordinance 2021-01, "An Ordinance of the Newville Borough Council, Cumberland County, Pennsylvania approving amended rules and regulations of the Newville Borough Civil Service Commission." Mr. McKnight advised the members that Chief Koser attended a seminar in 2020 sponsored by PSAB which focused on administering civil service regulations. At this training the Chief obtained the current civil service regulation guidelines which he used to update the existing Newville Civil Service Regulations. A motion was made by Mr. Croutch, seconded by Mr. Sinkovitz to authorize the Solicitor to advertise for adoption proposed Ordinance 2021-01, An Ordinance of the Newville Borough Council, Cumberland County, Pennsylvania approving amended rules and regulations of the Newville Borough Civil Service Commission". All were in Mr. McKnight discussed the terms of a proposal from the Mid-Penn Bank for a 2021 Tax Revenue Anticipation note, a one-year obligation in the amount of $150,000 at 1.58%. Members acknowledged the favorable rate. A motion was made by Mrs. Diehl, seconded by Mr. Croutch to approve the adoption of Resolution 2021-01 authorizing a 2021 TRAN: ini the amount of$150,000 from Mid-Penn Bank at the rate of1.58%, for aj period of one year. A motion was made by Mrs. Diehl, seconded by Mr. Sinkovitz to advertise proposed ordinance 2021-02, "An Ordinance of the Borough of Newville, Cumberland County, Pennsylvania establishing the police pension plan for the Borough of Newville and providing requirements for eligible officers and provisions". All were ini favor. Motion was] passed Mr. Penner asked about the status oft the Primary Election Ballot Question. Mr. McKnight stated he was ini the process off forwarding the question to the Cumberland County Election Bureau for review and comment. Mr. Penner stated a petition is necessary to place the question on the ballot for voter consideration. At least 155 registered voters of the borough must approve the petition to have the question considered. Members stated they have four or: five volunteers willing too circulate the necessary petitions. Mr. Penner suggested developing a fact sheet for the public and al brieforientation for the petition circulators would be in order. There is al limited time period Mr. McKnight stated he has filed with the IRS the application of the Newville EDA for Mr. McKnight stated he has two complaints to file against Newville landlords to revoke Administration Committee: Mr. Croutch informed the members he contacted and interviewed several residents to fill the planning commission vacancy created by the resignation of James McNally. Mr. Croutch stated that James Franklin, 3 Parsonage Street expressed an interest in filling the position. Mr. Penner stated Jayson Mellott was also interested and he would resign from the zoning hearing board if appointed to the planning commission. Mr. Croutch stated the administration committee would have a recommendation to set forth at the January 26, 2021 favor. Page 2of4 Mr. Penner advised the members that Scott Mack, Southampton Iownshp-Cumberand Supervisor will meet with the council members for informational purposes on Monday, January 11,2021 at 5PM. He will discuss the details oft the new trash collection and recycling contract. No votes will be taken. Mr. Penner will conduct the meeting via Zoom, and invitations will be sent to the members, the Mayor and Solicitor. Economic Development Committee: Mr. Ericksen reported that six members are now actively participating on the Advisory Council of the EDA and invitations have been mailed to three new members. Mrs. Diehl will chair the committee. An invitation has been extended to representatives of ShipDaddy to join the January 20, 2021 meeting at 3:00PM. EDA Project Manager Chris Gulotta will join council for the February 2, 2021 meeting at 7:00PM to provide an update on the Economic Development Authority. Parks and Recreation Committee: Mr.Sinkovitz will arrange for a meeting at the Newville Community Park with Kevin Yost to discuss a newj press box/storage building. Public Safety Committee: Mr. Darius commended the Newville Department of Public Works for their work in cleaning streets and removing snow following a recent winter storm. A motion was made by Mrs. Diehl, seconded by Mr. Sinkovitz to approve a request from ChiefTodd Koser to hold a fundraiser for K-9Lock toi include the sale ofT-Shirts and other items such hooded jackets and ball caps. There will be no use of the department patch or any police insignia on any of these items. Piper Advertising of Newville will supply the merchandise. All were in favor. Motion was passed with six (6) affirmative and zero (0) negative votes. AI motion was made by Mrs. Diehl, seconded by Mr. Sinkovitz to approve a request from Officer Shawn Gutshall to cash-out 40 hours ofhis 2020 vacation time, and to carry over 401 hours ofv vacation time into 2021 All were in favor, Motion was passed with six (6) affirmative and zero (0)1 negative votes. Ouality of] Life Committee: Mrs. Diehl reported that December was a busy month with the Wrap Them In Warmth Coat Drive distribution and Christmas home decorating contest on December 19, 2020. The prizes for the three home decorating contest winners were delivered in Mrs. Diehl explained WEMA and the Borough have shared a 1993 Ford Aerostar Van. It was last used by EMA and Code Enforcement. Iti isi in a state of disrepair. A suggestion was made to donate the van to the Launch Pad as project car that could be repaired and then used by the non- profit staff, and it would be a suitable vehicle for driver training. A motion was made by Mrs. Diehl, seconded by Mr. Sinkovitzi to convey the title and the vehicle to the Launch Pad for the sum of$1.00. All werei in favor. Motion was passed with six (6)affirmative and zero (0): negative votes. Old Business: The Tri-County Planning Commission acknowledged receipt of an application from Newville Borough to add two projects to the 2045 Regional Transportation Plan: A new traffic signal at a cost of $285,000, and South High Street Streetscape improvements person by Mrs. Diehl. Residents attempting to back out oftheir garages onl Liberty Avenuel have reported several near accidents with cars turning onto Liberty Avenue from Big Spring Avenue. Also discussed was the need for a "Children at Play" sign on Cedar Street at the rear of 20 Fairfield Street. Mr. Darius stated he would look into the requests. Adjournment: With no further business to come before the Newville Borough Council, the meeting was adjourned at 8:20PM on a motion by Mrs. Diehl, seconded by Mr. Croutch.
