MEETING MINUTES OFTHE ATTHE OFFICES OF THE 28 PENN SQUARE, SUITE 100 LANCASTER, PA 17603 VACANT PROPERTY REINVESTMENT BOARD THURSDAY, NOVEMBER: 21, 2024, AT 8:00 A.M. LANCASTER COUNTY HOUSING AND REDEVELOPMENT AUTHORITIES The members of the Vacant Property Reinvestment Board met Thursday, November 21, 2024. The Board meeting was held at the offices of the Lancaster County Housing & Redevelopment Authorities, 28 Penn Members of the board in attendance: Bob Heiserman, Dan Hess, Rick Martin and Heather Zink. Staff members present: Justin Eby, Executive Director; Sean Krumpe, Community Development Program Square, Lancaster, and via Zoom' Videoconference. Manager, and Beth Dreyer-DeGoede, Secretary. Mr. Heiserman called the meeting to order at 8:04 am. There were no public comments. The minutes oft the September 2024 meeting were reviewed. Ms. Zink made a motion to approve the minutes and Mr. Hess seconded the motion. The minutes were unanimously approved. There were no Hearings. Communications: Mr. Krumpe notes that two properties have been referred to our boardi from Columbia Borough that we will review at our December meeting. Old Business: None New Business: 1. Approval of 2025 meeting schedule. Meetings will bel held thei third Thursday of each month at 8 am. Mr. Martin made ar motion to approve, Ms. Zink second and it was approved. 2. Consideration of the Second Determination of Blight Resolution for 191 Falmouth Roadi in Conoy Township. Mr. Krumpe reviewed what has been done to date. Site visits were made and communication made to the property owner via certified mail. No response had been given. Thet first determination of blight resolution was approved at our September 2024 meeting. There has still been no response from the property owner. Mr. Krumpe said that hel had communication from a collections agency who was trying to contact the owner as well. Ifwe approve this the property will be referred to the Redevelopment. Authority. Mr. Martin asked for clarification on the property owner as they have been confirmed to be livingi in an assisted living facility. The certified mail has been signed for, but not responded to. Mr. Heiserman suggested av visit to the facility. Mr. Eby said we would need to discuss this with our solicitor. Mr. Hess 1 made a motioni to approve the second determination of blight resolution, Ms. Zink seconded, andi ity was approved. Other Business: None The next meeting of the Vacant Property Reinvestment Board will be held December 19, 2024, at 8a.m. at the offices of the Lancaster County Housing and Redevelopment Authorities, 28 Penn Square, 1st Floor, Suite: 200, Lancaster, PA and viat the Zoom video conferencing platform.
