October 3, 2024 County of] Elk Salary Board Meeting Minutes Elk County, Ridgway, PA The County ofl Elk Commissioners met on Thursday, October 3, 2024 at 11:00. AM, County of Elk Courthouse Thomas G. Wagner Conference Room. The meeting was opened with the Pledge of Allegiance. Present were Commissioners M. Fritzl Lecker, Matthew G. Quesenberry and Gregory J. Gebauer and Matthew Frey, Treasurer. Also present were Rick Brown, Solicitor; Patrick Straub, Chief Clerk; Emily Anders, Office Administrator; Calvin Moore, ITDirector; Beau Grove, District Attorney; Gary Knaresboro, Public Defender; and Marilyn Secco, Press. Commissioners M. Fritz Lecker, Matthew Quesenberry, and Gregory Gebauer along with Treasurer, Matthew Frey comprise the members of the Elk County Salary Board. The Chair oft the Salary Board is M. FritzLecker as she is Chair for the County Commissioners. Motion by Gregory J. Gebauer to approve, second by M. Fritz Lecker and carried unanimously. Motion made by Gregory J. NEW BUSINESS- 1. Create one (1)part-time Assistant District Attorney position for the District Attorney's Office at a salary grade V as defined under the. J.L. Nick Salary System. M. FritzLecker explained that this position was never mapped. This position would be available for a pension ift the applicant worked more than 1,000 hours per year, but not other County benefits. Motion by M. Fritz Lecker, second Beau Grove and carried 2. Create one (1)part-time Assistant Public Defender position for the Public Defender's Office at a salary grade T as defined under the J.L. Nick Salary System. M. Fritz Lecker explained this was previously an independent contractor. This position would also be available for a pension if the applicant worked more than 1,000 hours per year, but not other County benefits. Motion by Gary Knaresboro, second by Matthew G. 3. Request to reclassify the JL: Nicks Grading score for First Deputy Treasurer from the current Grade. J to Grade L. Matt Frey completed a study, showing the salary range for local counties, showing the First Deputy Treasurer needed reclassified. Motion by Matthew Frey, second by M.
