Borough of Sykesville Council Meeting December 2, 2024 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nate Alvetro, President ProTem; Council Members: Ron Morris, Sherry Pruzinsky, and Don Reid; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent was Visitors present were Justin Felgar (Punxsy Spirit), Monica Walker (Assistant Secretary), Brian Williams (Crew Foreman), and Earl Campbell (Police). Councilman Gabriel "Butch" Sweka. VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE: Nothing to report. OLD BUSINESS: Ar motion to approve November 18, 2024, Council minutes was made by Councilman Don Reid and seconded by President ProTem Nate Alvetro. Motion A motion to renew the extended listing in the membership directory for $40 presented by PSAB was made by Councilman Don Reid and seconded by Solicitor Nicholas Gianvito informed Council that five bank proposals were received for the loan needed on the upcoming stormwater project(s). Secretary Neale will email/give copies to all Council Members to review. Further discussion Ar motion was made by Vice President Elaine Fike and seconded by Councilman Don Reid to accept and approve the proposed 2025 Borough General Fund A motion was made by Councilman Don Reid and seconded by President ProTem Nate Alvetro to accept and approve the proposed carried. Motion carried. 1 Amotion was made by Councilman Ron Morris and seconded by Vice President Elaine Fike to accept and approve the proposed 2025 Sewer Fund budget. A motion was made by Councilman Reid and seconded by Councilman Morris to approve and adopt an ordinance on recreational vehicle siting and/or storage (Ordinance No. 12-02-2024) "AN ORDINANCE DEFINING AND REGULATING THE SITING OF, USAGE OF, AND STORAGE OF RECREATIONAL VEHICLES WITHIN THE BOUNDARIES OF BOROUGH OF SYKESVILLE JEFFERSON Motion carried. Motion carried. COUNTY, PENNSYLVANIA Motion carried. CREW FOREMAN REPORT: Foreman Williams updated Council that the replacement of tiles in the Borough Library is almost completed. Roughly 14 boxes of tile need to be ordered to finish the project. COMITTEE REPORTS: Public Works: Secretary Neale and Walker requested that the Borough/Authorly eliminate new customers paying a security deposit and instead have new customers pay aone-time non-refundable fee for both water and sewer. This would earn extra income for the water and sewer accounts and also eliminate refunding customers after three years. After further discussion, a motion was made by Councilman Reid and seconded by Councilman Morris to have new customers pay a one-time non-refundable fee of $50 (for each service) rather than a $100 security deposit (for each service) pending on what the Water and Sewer Authority decide. Motion carried. Solicitor Gianvito informed that ai frequently asked question by the banks when applying for the loan for the stormwater project(s) was whether the Borough will be raising rates. After further discussion, Council decided to invite the members of the Water and Sewer Authority to the next Council Meeting to further discuss this monthly retainer for November 2024. Utilities: Councilman Reid asked if the pole lights not working were turned in to Penelec to be repaired (discussed last meeting). Secretary Neale informed that Penelec was called November 20th with a list of lights not working. Parks, Recreation and Planning: Mayor Gail Cunningham asked if the Park Committee was planning on decorating Stahl Park this year. Counciwoman Sherry Pruzinsky informed that the park will most likely not be decorated this year due to lack of help. Police, Mayor, Fire, Code Enforcement: Attached is the October 2024 Police Summary Report. Solicitor Gianvito: Nothing to report. 3 NEW BUSINESS: Nothing to report. EXECUTIVE SESSION: Council went into executive session to discuss personnel matters at 7:38 P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 8:06 P.M. A motion was made by Councilman Morris and seconded by Counciwoman Pruzinsky to gift all Borough employees a $100 gift card to Wal Mart as a Christmas bonus. Motion carried.
