THE REGULAR MEETING OF BESSEMER BOROUGH COUNCIL HELD AT THE H. SPENCER CARR MUNICIPAL BUILDING May 13, 2024 and Public Hearing regarding Zoning The meeting was called to order by President Ordak at 7:00pm. Roll Call found the following members present: VanTassel, and LuAnne Izzo Nathan Leslie, Bob Slosser, Michael Marciante, Cody Jackson, Douglas Ordak, Rick Dudzenski, Art Amotion was made by Mr. Marciante, and seconded by Mr. Jackson, to approve the meeting minutes of A motion was made by Mrs. Izzo, and seconded by Mr. Dudzenski, to accept the balances of the A motion was made by Mrs. Izzo, and seconded by Mr. Marciante, to pay the Book & Proch invoices totaling $55,239.89 with funds from the PLGIT account along with a motion made by Mr. Slosser, and seconded by Mr. Jackson, to approve payment of the May bilis except for the Fire Fly invoice for Recognition: President Ordak wanted to recognize the Water Committee for challenging him at the committee meeting with Book & Proch and that he appreciates that they can agree to disagree. Visitors: John Kliem (BMA), Vickie Galbreath (Zoning Changes), Anthony Shaner (FD), Ray. Jacobs Mayor's Report: Mayor Leslie updated council on the status of the Bessemer Lake Park grant. The project was put out for bid in the New Castle News. The pre-bid meeting at the park took place today Mr. Slosser recommends that the Police Department have a day for the residents to bring vehicles down to the station with. license plates needing tol be replaced. Mr. Dudzenski volunteered to come in ona Fire Department Report: Anthony Shaner reported that hei is now the Fire Chief of Station 400. Chief Shaner read report. See written report... Chief Shaner also mentioned that they will be training with Station 700 (North Beaver Twp). Chief Shaner offered to weed-whack around hydrants. Public Works Report: Council was given Mr. Holly's report. See written report... Mr. Dudzenski will ask Mahoning Twp for help with the trimming of weeds along N. Main Street guardrails. Mr. Holly will spray weed killer along the guardrails to keep the weeds at bay. Mr. Holly was asked to get the stumps pulled outi in Bessemer Lake Park. The American Flag in the center of town will need new clips. Look into the replacement of any worn out flags. See if Representative Marla Brown can donate any flags. Book and Proch: Jimmy Verlotte Mr. Verlotte reassured council that he will get the rest of the borough's waterline maps scanned sO that they can be placed back into storage. Council expressed to Mr. Verlotte that the maps are noti in the way and that he can take his time with the scanning. Mr. Verlotte shared with council that the communication between Book & Proch, borough, and L&S Excavating has improved with group texts notifying all that are involved with the water infrastructure. The estimate for the new 4" line that is to be placed into the old 6" line in Well #2 is $4,986.85. A motion was made by Mr. Dudzenski, and seconded by Mr. Jackson, to approve installing the new 4" line into the old 6" line of Well #2 paying $4,986.85 out of the PLGIT account..carried Mr. Verlotte explained to council the system's blow-off valves and that this is useful to the flushing plan. He would like Mr. Holly to locate the blow-off valves and to start working them. He suggested that the hydrant (S. Main St.) at the lowest pointi ini town be opened in the middle of the night so that there is time for the system to settle by daylight.. Al new whole system flush will be developed after Book & Proch has examined the current' Whole System Main Line Flushing Plan Engineer's Report/Mr. Buzza: Mr. Buzza reported that he provided PennDOT (form 221) for the bonding of W. Stewart. Ave. due to the logging equipment that would be making approximately 41 to 61 trips in and out of the street from the Richard Samsa property. It was mentioned that Attorney Perrotta provided a contract for the logger to sign. Mr. Buzza provided information regarding the DCED's grant program with a 30% match. He mentioned that the deadline to apply is July 31, 2024. Projects over $100,000 and less than $3,000,000 are eligible with at filing fee of $100. He suggested this could be used An motion was made by Mr. Jackson, and seconded by Mr. Marciante, to move forward with the DCED's Finance, Litigation, and Appropriations: LuAnne Izzo Hanson/Heidelberg monthly transfer of $500 into Police Department account from the payments for police patrol of the plant. Mrs. Izzo suggested placing all of the payments from Heidelberg into the General Fund to build it back up. Mr. Holly is to clean out or have the Fire Department blow itout. Letter to North Beaver Attorney Perrotta advises not drafting a letter to North Beaver regarding use of the hydrants. Depending on the nature oft the emergency and necessity, he feels it would be best to ask them to use the hydrants when absolutely necessary and when pulling water from the lakes would not be best for the situation at hand.
