THE REGULAR MEETING OF BESSEMER BOROUGH COUNCIL HELD ATT THE H. SPENCER CARR MUNICIPAL BUILDING April 8, 2024 The meeting was called to order by President Ordak at 7:00pm. Roll Call found the following members present: Izzo, and Art VanTassel (7:30pm arrival). Regular Meeting (March 11, 2024)..carried Treasurer's Report to be filed for audit..carried Nathan Leslie, Bob Slosser, Michael Marciante, Cody Jackson, Douglas Ordak, Rick Dudzenski, LuAnne A motion was made by Mr. Jackson, and seconded by Mrs. Izzo, to approve the meeting minutes oft the A motion was made by Mrs. Izzo, and seconded by Mr. Slosser, to accept the balances of the Amotion was made by Mr. Marciante, and seconded by Mr. Dudzenski, to approve payment of the April Recognition: Ron Izzo was publicly recognized for the electrical work performed in the salt shed. Jimmy Verlotte was recognized for the help he provided with waterlines data, and Chief Charmo for heroic bills...carried measures in saving the life of at toddler. Visitors: Kenny Smith and Justin Javens (FD) Mayor's Report: Mayor Leslie updated council on the status of the Bessemer Lake Park grant. The additional cost of KU Resources handling the bidding for the park's construction of Phase Il at a cost of A motion was made by! Mr. Jackson, and seconded by Mr. Dudzenski, to have KU Resources oversee the entire construction of Phase II of the park grant with Bessemer putting the project out for bid...carried $6500 did not include KU Resources placing the project out for bid. Police Report: Mayor Leslie read report...see written report Cellular Service for cameras at Bessemer Lake Park willl be looked into. Fire Department Report: Assistant Chief Miller read report. See written report.. Assistant Chief Miller reported that they were not receiving CAD Reports due to issues with the email password but are receiving them now. Miller stated that ifa anyone from council has any questions regarding any fire calls that they can call him and he'll share the CAD Reports with them. Mr. Jackson asked for copies for the borough but, Miller reported that the CAD: sheets are under HIPPA laws sO he can't make copies of the report. He also reported that the RUN CARDS have not changed. The cards are still 200, 700, and Springfield Township. Miller also reported that the Sperdute fire was run by North Beaver and that Rick Dudzenski oversaw the operations to ensure the water system was notj jeopardized. President Ordak suggested that al letter be sent to North Beaver Fire Department regarding drafting water out of lakes due to the borough's water system being pulled for large fires. Miller reported that he can pull Public Works Report: The Gazebo needs to be taken down in Bessemer Lake Park. There are also (Pull Hard) from 403 at 1400 gallons per minute. some trees that need to be removed. BMAI Report: President Ordak read report... see written report Book and Proch: Jimmy Verlotte - The pump house has been re-plumbed. The new meter has been installed in the booster station. The tie-in on S. Main Street at the bridge site will be tomorrow (4/9/24) morning at 8:00am. The water will be off ini this isolated area of S. Main. The water tower will feed the upper side of town and the rest oft the borough will be fed by water trucks and a portable booster at the pump house. Mr. Dudzenski mentioned that the estimate he received had an addition to the areas mentioned that need patched. The additional milling and paving would bei from Wallage Ave. to Clyde Ave. and that this is something that we should look into. The Field Street entrance and storm drain issue will be fixed when the hydrant is replaced because the' 'running' Watera and Sanitation: Rick Dudzenski- Mr. Dudzenski is still not receiving notifications from St. John. Culture and Recreation: Rick Dudzenski Community Days still need al band. Popcorn and' Wine are confirmed. The benches were brought up again. This will be looked into once again. Borough Property: Bob Slosser - Maintenance Garage/Dirt Floor- Cox Doors/with installation $2,660 AI motion was made by Mrs. Izzo, and seconded by Mr. Jackson, to approve Cox Doors installing two garage door openers for the dirt side oft the maintenance garage at a cost of $2,660...carried The electric will be installed prior to the garage door openers installation. Ity was mentioned that the trees in the center of town need to be addressed by professionals. Mr. VanTassel will work on getting estimates. Mr. Slosser feels that the billboard is something he does not want to see in town. Ity was agreed by the members of council that this individual does not keep up with the structures or property they sit on. AI motion was made by Mr. Slosser, and seconded by Mr. Dudzenski, to revisit the subject at al later Coordinator: The Lawrence County Borough's Association will meet at the MoCo House on April 18th at 7:00pm to start up the meetings once again since Covid-19. The Hometown Heroes' Banners are still of interest to some residents and former residents. The price is now $225 due to the increase of material prices. The Library is interested in having al book made of the Hometown Heroes Banners for a fundraiser. The Mayor will help provide a map of the location of each Veteran to be included in the book. The council gave approval for the Library to do al Banner Book Fundraiser. The storm drains are an issue throughout thet town. Mr. Dudzenski will have a company that he has worked with at the school, come down to run a camera through the drains that are an issue. Some residents have asked for the borough's help with the replacement of sidewalks. At this time, Council will wait to hear more options with regards to any grant help. Approval by council was given for a Zoning Map to be sent tot the Lawrence County Planning Office asking fort the zoning to be changed from residential to commercial that willi include the St. Anthony property and the property east of the St. Anthony driveway. The topic of senior citizens receiving areduced rate for refuse pickup was turned down with reference to the refuse ordinance stating why this isn't an option. The subject of placing liens on the properties that owe taxes was discussed. The council would like more information regarding cost of a lien before determining when to lien the property. Old Business: Dry Hydrant (Rod & Gun Club) It was decided that the Fire Department will pull from the State Lake. Monument (Cement Plant) the new owner informed the borough that they are willing to donate the monument. They suggested that we could remove the wording and engrave Bessemer Borough and the year it became al borough. The borough will consider taking the monument. New Business: Java Jog - N.
