Minutes Council Meeting Monday September 23, 2024. 6:00pm LOCATION: Alamo City Hall In Attendance: Mayor Pamela Lee, Council Members Steve. Jones, Laura Brownley, Bobby Cox, Geoffrey' Villegas, Patricia Woodard, Dondrea Geter, City Manager. Jeff Floyd, City Attorney Russell Clark, and City Clerk Dana Burkhalter. Absent: Zero EXECUTIVE SESSION (employee matters& litigations) - started executive session at 5:30 p.m. Council member Woodard took Minutes from executive session. 1. Call Meeting to order Mayor Lee called to order @ 6:00 pm 2. Invocation City Manager Floyd 3. Pledge of Allegiance- -- AlL 4. Approve Minutes from August 12th, 2024, regular meeting---- motion made to approve the minutes by Council member Cox 2nd by Council memberJ Jones, all 5. Approved the Agenda- motion made to amend the agenda to add a resolution for the annual immigration reporting for DOAA to 11AI by Council member Brownley 2nd 6. Finance Report_ Motion made to approve the finance report by Council member Woodard 2nd by Council member Brownley, all unanmousyapproved. unanimously approved. by Council member Villegas all unanimously approved Old Business 7. Heart of Ga to discuss grant/ Camry to discuss CDBG grant CamaryJohnson, and Rich Bennett talked about our survey that we will send out to all customers. They have received 3 responses to the bid forv work on lift stations G Ben Turnipseed engineers, Carter & Slope Consulting Engineers, and P.C. Simonton & Associates Inc. The Heart of Ga created score sheets to score thei three companies. Mr. Bennett recommends Turnipseed. City Manager Floyd said we will let our Attorney look over everything before we go with one. Once that is done, we with start with the survey. It is a general survey with a few questions. We can advertise that we are gettingre ready to let them know that we have this survey coming. 8. Eastside Park Update--- Council member Geter said we are waiting on the breaking of ground for the amphitheater, 9. Lmig 2024 & 2025 for bids_ - City Manager said he would like to add the street at courthouse where we had to fix a water line the road needs to be repaired along with some on 15t Ave, Stubbs and third Ave streets. motion was made by council member Villegas to put these outi for bids, 2nd by. Jones all unanimously approved 10.LRA for bid_ City Manager Floyd stated that we have 45,000.00 dollars.T Third ave and the section of Stubbs Ave will be part of this. Motion to put this out for bids by councilmember. Jones 2nd by' Villegas all unanimousyepproved 11.ARP Funds- - City Manager Floyd stated that we must have it allocated by the end of 2024 and spent by 2026. We have 146,000.00. City Manager Floyd stated that he had measured the walking track for a pavilion, measured the flower, garden for lighting, measured the roadside park, and measured at the end of the walking track fora dog park. These can be some of the improvements we can make. Council member Brownley would like to see at facelift on the old city hall to match the new. The ARP committee will have a work session to discuss some ideas. NEW BUSINESS 12. Budget 2025- Motion was made to have it for 1st review for October meeting by council member Woodard 2nd by Council member Geter all unanimously 13. Resolution for annual immigration reporting for doaa- motion made to adopt the resolution by Council member' Woodard 2nd by Council member' Villegas all 14.John Deer Tractor-Motion was made to go with the. John Deere pump based on sole source because it is john deere paid for by General Funds by Council member Woodard 2nd by council member Villegas and all unanimously approved. 15.Cintas Contract- motion made to approve the Cintas contract by Council member Jones and 2nd by Council member Brownley & Council members Cox, Geter, and approved unanimously approved. Villegas approved Council member' Woodard opposed 16. City Manager- report attached 17. Police Chief Report_ report attached 18. Fire Report-n report attached 19.
