PERMANENT RECORD HOGANSVILLE GEORGIA 11/18/2024 Meeting held at Hogansville City Hall, 111 High Street, Hogansville GA 30230 Work Session Meeting Call to Order: Mayor Jake. Ayers called the Work Session to order at 5:39 pm. Present were Council Member Michael Taylor, Council Member Matthew Morgan, and Council Member Kandis Strickland. Also present were City Manager Lisa Kelly, Assistant City Manager Niles Ford, City Attorney Alex Dixon, Police Chief. Jeffrey Sheppard, and City Clerk LeAnn Lehigh. Council Member Mandy Neese and Council Member Mark Ayers were not present at tonight's Work Session meeting. 1. Aaron Fortner UDO Amendments ORDER OF BUSINESS Aaron Fortner with Canvas Planning Group gave aj presentation oft the summary ofr revisions to the UDO. These changes include defining Non-Traditional Tobacco Paraphernalia and the permitted use, Commercial standards for blighted properties, changing the G-I district to G-LI (General Light Industrial), allowing vinyl siding to be used except in designated districts, adding language for unsafe electrical systems, boarded up and burned structures, approvals to plats, adding camping, campgrounds & glamping to the permitted use table, and replacing the use of Board of Commissioners references throughout the UDO1 to say City Council. Council Members gave their recommendations on some changes with regard to the vinyl siding and will look into discussing the quality spec and find the minimum thickness they would like tol have used for any vinyl siding that would be allowed. Council also discussed the permitting of Vape shops and where they should be allowed. They would like to see more verbiage and have more discussions on where Vape shops should be allowed to open. Mr. Fortner said that Council can use verbiage that would specifically say the areat that those shops could be open, such as sO many feet from the City Managerl Lisal Kelly explained that this is another step in the process for CDBG 2024. The agreement would lock in Turnipseed Engineers as the CDBG 2024 project engineers. Turnipseed! Engineers has been the City's engineers for every CDBG since 2009. The agreement fee is 12%. Council is good with the agreement. This item is City Attorney. Alex Dixon explained that the City has an agreement with Visit LaGrange, Inc. for handling the Hotel/Motel Tax for the City for Tourism purposes. Visit HGVL is prepared to take over as of January 1, 2025. The funds from thel Hotel/Motel tax must be used for Tourism purposes. Visit] LaGrange, Inc. is good with the termination oft the agreement. Visit HGVL: is ready and in process of getting the non-profit requirements. Visit HGVL also established their officers at their last meeting. Council is good with the idea.
