PERMANENT RECORD HOGANSVILLE 11/18/2024 Meeting held at Hogansville City Hall, 111 High Street, Hogansville GA 30230 REGULAR MEETING Call to Order: Mayor. Jake Ayers called thel Regular Meeting to order at 7:01 pm. Present were Council Member Michael Taylor, Council Member Matthew Morgan, Council Member Mandy Neese, and Council Member Kandis Strickland. Also present were City Manager Lisa Kelly, Assistant City Manager Niles Ford, City Attorney Alex Dixon, Police Chief. Jeff Sheppard, and City Clerk LeAnn Lehigh. Council Member Mark Ayers was not present at tonight'sn meeting. CONSENT AGENDA Member Taylor. Motion Carries 4-0 OLD BUSINESS Council Member Morgan gave an invocation and Mayor. Ayers led the Pledge of Allegiance. Motion: Council Member Neese moved approve the consent agenda. The motion was seconded by Council 1. Ordinance- - I"Reading - On Street Parking Motion: Council Member Neese moved to approve the Ordinance for on-street parking. The motion was seconded by Council Member Morgan. Discussion: None Motion Carries 4-0 2. Ordinance - 1" Reading - Speed Cameras at HES Motion: Council Member Neese moved to approve the Ordinance to allow RedSpeed to install Speed Cameras on Main Street in front of Hogansville Elementary School. Council agreed to establish thet timeframe ofi issuing citations to 1-hour before school begins to 1-hour after school ends when driving 11mph or more, only when school isi ins session. The motion was seconded by Council Member Taylor. Discussion: None Motion Carries 4-0 NEW BUSINESS 1. Engineering Services Agreement- Turnipseed. Engineers- CDBG2024 Motion: Council Member Neese: moved to approve the Engineering Services Agreement with Turnipseed Engineers for the CDBG 2024 infrastructure improvements. The motion was seconded by Council Member Morgan. Discussion: None Motion Carries 4-0 2. Termination of Agreement with Visit LaGrange, Inc. 12/31/2024. The motion was seconded by Council Member Morgan. Motion: Council Member Neese moved to terminate the agreement with Visit LaGrange Inc to be effective Discussion: Visit HGVL will take over handling the City's portion oft thel Hotel/Motel tax for Tourism purposes beginning. January 1,2025. Motion Carries 4-0 3. - Citizen Appointment- = Meriwether Joint Development. Authority (Discussion Only) Council was given applications for the Meriwether Joint Development Authority for three open seats on the board. There was no discussion att the meeting. This item will come before Council on the agenda for December 2, 2024 for action. November 18, 2024 4. Citizen Appointment - Historic. Preservation Commission (Discussion Only) Council was given an application for thel Historic Preservation Commission for one ofthet two open seats. This was the only application that was received for this commission. There was no discussion at the meeting.
