TOWN OF GEORGETOWN BOARD OF SELECTMEN October 22, 2024 Regular scheduled meeting minutes CALLTOORDERPLEDGEOF ALLEGIANCE The Georgetown Board of Selectmen held a regular scheduled meeting on Tuesday, October 22, 2024. The meeting was held at the Georgetown Town Hall, 404 6th St. with the option to. join virtually. The meeting was streamed live viai the town websité: wwwlowmofgongetowns, hosted by Interim Town Clerk, Kazia Hart. Police Judge Kelsey called the regular meeting to order at 6:03 p.m. Police. Judge Kelsey took the roll call, Selectmen answering in-person were, Amanda Cooper, Rob Town Administrator: Rick Keuroglian, Town Attorney: Gerald Dahl, Town, Assistant Town Gary Wilkins, Anne Wilkins, Jaime Lacrosse, Justin Dowd, Gary Haines and Maria Roberts ROLLCALL STAFF Connell, Jon Jennings, Dwayne Goscinski, Mary Smith, and Rich Barrows. Administrator and Interim Town Clerk: Kazia Hart AUDIENCE: AGENDA APPROVAL Amendments: 1.A Add agenda item #4 - Resolution No approval of Final Draft of Clear Creek Fire Authority 2. Add agenda item #5 - consideration of Resolution No 14 (series 2024) to appoint Assistant Town Administrator, Kazia Hart, as Interim Town Clerk and Interim Town Treasurer and grant signing 3. Add Police Judge update on DRCOG Decarbonization Program and Wildland Partners under Staff Selectman Connell made a motion to approve the October 22, 2024, agenda as amended, second by Jaime LaCrosse, resident of Ward 1, expressed concern over the loss of the Town Treasurer and having no one present in the police department. Gary Haines, resident of Ward 3, asked what the reasons were that brought about the Town Clerk and Town Treasurer, resignations. Gary Wilkins, resident of Ward 1, also expressed concerns about the lack oftransparency and asked what could be done about the gossip that occurs when details about' Town personnel can't be given. Maria Roberts expressed her need for open communication and suggested monthly or quarterly chats, continuing the weekly newsletters and timely updates to the website. The Police. judge and several Selectmen acknowledged the concerns but explained that full disclosure was not possible when it came toj personnel matters that must remain confidential. Mountain Express Lanes 1.Add: CDOT presentation will be scheduled soon. NEW AND UNFINISHED BUSINESS 1. Grant Request to pursue Funding from CDOT Revitalize Main Street (RMS) Grant This grant would allow the Town to redo the. ADA curb access ramps on the corners of Rose and 6th St and also continue the west side flagstone sidewalk from the middle ofthe 600 block of Rose St on upi to 7th St. The maximum grant would be $250,000 and a 10% match from the Town is required. The next deadline for application is 12/18/2024. This is planned to be the first of multiple phases of similar upgrades to the Historic Downtown. Town Attorney Dahl noted that Code requires the appointment of Department Heads by proposed by the Town Administrator and approved by the Board of Selectmen. Selectman Smith wondered if this item should be tabled until a permanent Police Chief has been hired but it was felt that the policy should be established since the! Readers are already in use and generating data. Selectman Connell made a motion to approve, second 4. Resolution #16 (Series 2024) Adopting and Approving the Clear Creek Fire Authority The current IGA was approved in 2022 fora a term of 2 years and will expire on 12/31/2024. The restated IGA revises numerous provisions, such as term of the agreement will be 5 years with a renewal of 5 years, an increase in the number of CCFA Board members from 8t to 11 with staggered 4 year terms, periodic review of other operating models such as a Title 32 Special District, alternate funding sources, changes to reporting dates and requiring an annual meeting of all oft the CCFA partners. The next joint meeting ofthe CCFA partners will be on 1/30 and comments or concerns are welçomed prior to that meeting. Formal adoption of the IGA will be vote. 2. STAFF ITEMS Police Judge Updates Police. Judge Kelsey gave updates on the DRCOG Decarbonization Program and the CCFA Wildland Partners. At the October Board meeting, the DRCOG chose 4 Board members to head up the Oversight Committee. There will be an opportunity to choose a representative from Clear Creek County when the Technical Committee is being formed. The Wildland Partners meet monthly and discussion included the current mitigation projects, the firewood program that benefits the lower income members of our communities, the Christmas Tree Program in Silverdale, slash pile burning that typically is done in the winter months, the 2021 Building Codes which are being considered for adoption in the towns and the County, the updated Community Wildfire Protection Plan that will be reviewed and adopted in early Ms. Hart distributed her task list in the Board's agenda packets and highlighted the following: The new roles ofInterim Clerk and Interim Treasurer are being embraced. 2025. Assistant Town Administrator's Task List ADA compliance on the Town website is progressing. Centennial Opportunity Group(BHC) is expanding the affordability oft the new units through a grant program. They are naming "Town of Georgetown" in their advertising oft the program and that should be addressed as the Town has no part in the program. Town Administrator's Report Mr. Keuroglian distributed his report in the Board's agenda and highlighted included additional information. He is shifting roles to take on several of the Assistant Administrator's responsibilities sO she The Board expressed concerns over a recent closure of the office during business hrs and it was stressed The question was raised by Selectman Smith that the new construction in Ward3 may be increasing the population enough to warrant a review oft the districting for voting and representation purposes. Police Judge Kelsey stated that redistricting is typically done after new census numbers are available but those numbers did not warrant doing so after the 2020 census. Iti is definitely something to study in the coming year after the new Lakeview Flats units are sold and occupied. The seats on the Board that will be up for election in April, 2025 are Selectmen Amanda Cooper, Jon Jennings and Rich Barrows and Police Judge can concentrate on the' Treasurer and Clerk duties. that while staffing is limited, effort must be made to avoid that type of closure.
