Trustee Rowe expressed concern over the proposed monthly rent for the Carbonate Street- Midland Apartments. Trustee Rowe stated he feels the rent is high and questioned the categorization of "affordable" VS. attainable". Trustee Rice said he, too, thought the rents were: surprisingly high. Town Administrator Brian Berger stated that Chaffee Housing Authority is basing rent affordability on AMI and will request their rate documentation to be provided to the Trustees for review. Jane Cole, 233 N Sangre De Cristo Ave, Buena Vista, expressed her concerns about the Buena Vista Police Department's proposed purchase of Flock cameras. Cole stated that the Chaffee County Sheriff's Department has cameras throughout the county and in Town and questioned Jake Farber, 40677 N Hwy 24, Buena Vista, Buena Vista High School Trap Shooting Coach, thanked the Town fori its continued support ofthe Sportsman's Club. Farber shared that the high school trap shooting team placed first at the State competition for the second year in a row. the need for additional cameras, accuracy, and return on investment. PRESENTATION Flock Cameras Police Chief Dean Morgan shared recent events in the county that benefited from images captured by flock cameras located in Salida and the surrounding area. Chief Morgan stated that the proposed plan is to install three cameras in town, and in his professional opinion, Buena Vista and surrounding communities would benefit from the additional cameras. Chief Morgan also explained how this technology could significantly aid the BVPD in protecting the community. The initial equipment installation would cost $11,250, with an annual fee of Jonathan Paz from Flock Safety provided information to the Trustees on flock cameras and shared that only license plate numbers and vehicle attributes are captured ini the images. Trustee Hyuck stated that it is her understanding that the cameras operate off LTE cellar towers and expressed concern about their possible impacts on phone and internet services during the busy summer seasons. Trustee Rowe voiced concern over privacy, network security, and costs. Trustee Rice noted, after researching Flock Safety and its competitors, that the technology is nothing new and is being utilized by most municipalities in the Denver metro area. The Board engaged in al lengthy discussion on the proposed application of flock cameras and whether the technology would benefit the residents and serve the needs of Buena Vista. The Trustees agreed that there is a need to understand how data is stored and accessed. Mayor Fay stated that deciding if the cameras should be included in the 2025 budget as a placeholder but not committing to purchase until a later time would be discussed during the $9,000 for ongoing maintenance and upkeep. 2025 Budget Hearing. BOARD OFT TRUSTEES OF THE TOWN OFE BUENA VISTA Page 3of10 November 26, 2024 Regular Meeting BUSINESS ITEMS Public Hearing - 2025 Town of Buena Vista Budget Mayor Fay opened the Public Hearing for the 2025 Town of Buena Vista Budget. Town Treasurer Phillip Puckett stated that the goal oft tonight's Budget Hearing is to define any changes to the draft 2025 budget to ensure that when the final budget is presented to the Board for adoption on December 10, 2024, no changes are requested, which would require continuing the Public Hearing to a Special Meeting for adoption oft the budget. Puckett provided the Trustees with a summary oft the current draft oft the 2025 Budget. General Fund: (structurally balanced as presented) Overall 1% increase from the 2024 budget change to 2025 revenue projection the Capital Improvement Fund Sales Tax revenue from Town & County is down 1.8%1 from the 2024 budget ) September sales tax revenue came in above 2023 and below 2024 budget-n no o Updated transfers of $169,0001 to the Airport (to fund HVAC repair) and $309,750to o $18,650 surplus (down from $20,000 with additional funds for PublicSupport- Fireworks). The Board can consider one or multiple options: Allocate to unfunded capital projects Allocate to public support requests fund a project opportunity in 2025. Street Fund: structurally balanced as presented Stormwater Fund: structurally balanced, including Stormwater Master Plan update Conservation Trust Fund: structurally balanced, including a $76,850 transfer to the Capital Marijuana Special Revenue Fund: structurally balanced as presented with a $100,000 Berger shared with the Board that conversations are ongoing between the County and Bustang Outrider regarding adding a second bus fori the route between Crested Butte and Denver. A consideration of the Town contributing to the proposal could be that a reservation system be required to ensure residents have seating. The second route would require a financial contribution of $71,000 from the local entities and the Gunnison RTAI has agreed to contribute $71,000 if Chaffee County does the same. If the projected contribution were distributed between the County and its municipalities by population, it would cost the Town about $10,500. Berger stated the discussions are in the preliminary stages, and the expenditure is noti included in the budget but if the Town wanted to contribute, it as an example of retaining Mayor Fay suggested moving the $10,000 Trail Rehab and Expansion Planning project and the $10,000 Softball Field Parking Lot Improvements project out of the General Fund Capital Improvement Budget and have them be funded by marijuana special revenue, which would put $20,000 back into the General Fund toi fund the Public Support Budget Requests. Mayor Fay recommended allocating $10,000 toi the Heritage Museum for the emergency exit and $10,000 to the Chamber of Commerce, with $2,500.00 for the Civics Bee and a one-time Trustee Swisher asked Mayor Fay how she decided to change the Chamber of Commerce request of a $10,000s sponsorship for the Civic Bee to the proposed $2,500 for the event and $7,500 for the welcome center, and if we give them $10,000 how do we know how the funds Improvement Fund for carryover and new projects transfer to the Capital Improvement Fund some surplus to fund a project opportunity in 2025. expenditure of $7,500.00 for the Welcome Center. Mayor Fay stated she asked Executive Director Liz Morgan for a copy of the Civic Bee budget to see how they determined the $10,000 request. After reviewing Morgan's information, which included a good list ofe expenditures, the only sponsorship receipt was from Climax Mine for $2,500, which Mayor Fay feels would be an appropriate amount for the Town tor match. (Mayor Fay shared that she emailed the information to the Trustees late Tuesday afternoon). Trustee Swisher asked if the Town sponsoring the Civic Bee this year does not necessarily mean we would sponsor it next year, and Mayor Fay stated that is correct. Mayor Fay stated she feels the Chamber does have legitimate additional costs of running the welcome center, thinks it is great that we have the welcome center, and is willing to help them out. Trustee Swisher asked ift this was a one-time expenditure or a recurring commitment, and Mayor Fay opened the Public Hearing for Public Comment, and no comments were received. Trustee Rice requested that the expenditure for the Chaffee County Housing Administration be split into two line items reflecting the funding fori the program and the housing study. The Board had a lengthy discussion about funding the Chamber of Commerce Civic Bee, Mayor Fay stated that it was a one-time commitment. Welcome Center, and the Flock Cameras. RESULTS MOVER SECONDER: AYES: CARRIED Trustee Rice Trustee Huyck Huyck, Lucrezi, Rice, Rosenoer, Rowe, Swisher Draft 2025 Fee Schedule Puckett reviewed the proposed Town Buena Vista 2025 Fee Schedule that reflects fee changes in the Airport, Planning, Public Works, Recreation, Police Departments, and Town Clerk. The Board will consider adopting the 2025 Fee Schedule at the December 10, 2024 Trustees Puckett stated that the 2.6% CPI increase in water rates follows the Water Rate Study to ensure that the Town can continue paying for water infrastructure. The increase will not go into effect until March 2025 to allow the Town to notify residents oft the upcoming increase. Trustee Swisher questioned allowing all-day rentals of the entire Billy Cordova Memorial Park. Trustee Swisher shared that the park was intended for, designed, and built as a neighborhood park for children living in the area and would not want them and their families not allowed to enjoy the park due to it being closed for private events. Recreation Director Shane Basford stated the all-day park rental would only be for certain Special Events. Town Attorney. Jeff Parker shared that if the Board and Staff approve reserving the park all day for specific events, Meeting. Parker stated the terms of service will remain the same as this year, except the attorney rate will be $275.00 per hour for all legal work, and paralegal work will be at a rate of $135.00 per hour. Travel time for the Town will be compensable at one-half the regular rate. There will be no further rate increases during 2025 and 2026. MOTION NO. 09: WILSON & CARBERRY P.C.. Puckett noted he would like to recognize the work and dedication of the Beautification Advisory Board, Town Administrator Brian Berger, Public Works Director Shawn Williams, and the Parks Department team for the improvements made at the Charles Street Pocket Park, improvements to the corner near the chapel in Forest BOARD OF TRUSTEES OF THE TOWN OFE BUENA VISTA Page 9of10 November 26, 2024 Regular Meeting Square Park, and the sculpture on Linderman and the highway. Puckett also thanked past and present staff who ensured the design and construction of sidewalks and bike lanes. Trustee Rice expressed his concerns about the number of residents and business owners who repeatedly do not shovel their sidewalks and its impact on pedestrians and bikers. Trustee Lucrezi stated her last regular meeting as a Trustee for the Town of Buena Vista will be December 10, and her resignation from the Board will be effective December 31, 2024.
