Citizens Participation Minnie Slaughter Julia Moreno Will speak on #9 and thanks City Council for the time they take to listen to the citizen concerns. Ms. Slaughter says this city really listens to the Requests a streetlamp installed on East 7th Street. City Administrator Cody Dailey will check into that and put on the next agenda. Ms. Moreno would like to know who owns the thirty feet of property between her and the next property holder because they have not been consistently maintaining the grass. Ms. Moreno also comments that City Hall needs more. lighting in the parking lot and suggests a nativity scene asa a Christmas decoration. City Attorney Mike Guevara says it will open it up to having to celebrate all other holidays as well. Councilmember Maldonado has noticed there are many dark streets. Mayor Gonzales responds it had been an ongoing project ofinstalling streetlamps. Approval of the previous month's bills paid and financial reports. 4. Approval oft the 2024 Certified Tax Roll as of October 1, 2024 as well as the 2024 PID assessment rolls for the Hickory Ridge Improvement District and the Butterfield Ranch Public Improvement District. These rates are already in place but this would formalize the system improvement charge that was not included in the City's consent when council last approved the rates in 2023. Receive presentation from Garry Montgomery, followed by discussion and possible action regarding a City Administrator Cody Dailey explains that the Capital Improvement Plan (CIP) is required to be updated every five years. It forms the basis for our needs to accommodate future growth and sets impact fees with which to pay for the capital improvements needed to accommodate that future growth. City Engineer Garry Montgomery provides aj presentation that includes all potential projects that the City may need in the future. These amounts are priced at today's construction dollars. Such projects future update to our Capital Improvement Plan. include: Two additional 300,000-gallon ground tanks at $4,072,309.50 Four additional Public Water Supply wells at $3,142,350.60 Reverse Osmosis System and disposal well at $13,454,136.08 High service pumps, bridge crane, etc. at $759,624.00 A second elevated tank at $5,483,536.80 Transmission and distribution lines at $5,184,220.59 Mr. Dailey advises City Council that any projected included in the CIP that forms a basis ofadditional impact fees, must begin being spent down within ten years of adopting that fee. An amendment to the building permit income due to a glitch in the original budget calculation is included; the approval to accommodate the police department's! staffing changes with an increase to the training academy budget; due to the Bexar County Sheriff'snew policy ofl having to take people arrested for medical screenings at the University Hospital before accepting them into their jail, the amount of $10,000 isi now budgeted as a new line item. As for the water department, the amount of$44,000.00 will be budgeted in capital acquisitions to purchase a six by ten shoring as protection for the employees when repairing leaks that are deep in the ground. For instance, there is a sizeable leak in the Hickory Ridge Iti is noted by Mr. Dailey that the Bexar County Jail has 236 University Health medical professionals on staff at the jail. It seems to be double taxation by directing officers to take arrested people to University Hospital. Chief Pena met with San Antonio Police ChiefMcManus and other chiefs ini the Alamo area severability clause; and providing an effective date.
