Regular City Council Meeting Idalou City Council November 11th, 2024 The regular meeting oft the Idalou City Council was called to order by Mayor Russ Perkins. Those in attendance were Joe Sisk, Darrell Fuller, Brendi Pierce, Kyle DuBois and Albert Bravo. Staff in attendance were City Administrator Suzette Williams, Public Works Director Oscar Rodriguez, Chief Eric Williams and City Secretary Renee Wilbanks. Also in attendance was Allen Phillips with Jacob and Martin. Public Comment: None. Minutes. Motion passed. Motion passed. Oscar presented the Public Works Report for October. Chief Williams informed the Council that Officer Hilburn resigned on Sept. 12th. Corporal Nerios has been appointed as the new accreditation manager for the department. She will attend training inl March 2025 sO the process can continue. ChiefV Williams has proposed a tabletop exercise with Idalou ISD for Active Shooter Response. The school is looking at dates. Lionel Barrera and John Friedli and filling in when we need coverage. Suzette presented the Financial Report. Present EMS Update: Suzette presented the EMS Quarterly Report and Update. has had four draws sO far for the project for Dowtech and Maquire. 20241 USDA Project Status Update: Allen reported to Council the updates for the project. The City Discuss and Consider Amendment to the Personnel Handbook, Social Media Section to Include Tik Tok Ban: Suzette informed the Council that as ofJanuary 2025 iti isa a requirement that the City have a policy that prohibits TikTok on any City Owned device. A motion was made by Brendi Pierce and seconded by Kyle DuBois to approve the amendment to the social media Policy. Discuss and Consider Awarding Bank Depository: A motion was made by Kyle DuBois and seconded by Albert Bravo to award Vista Bank the Depository. Motion passed. Discuss and Consider Allowing Cotton Fest to Host Hayrides at Light Up Idalou: Cotton Fest would like to offer hayrides at Light up Idalou to be held on December 7th from 6 p.m. to 8 p.m. They do have events insurance for the event. A motion was made by Albert Bravo and seconded by Darrell Fuller to allow hayrides. Motion carried with Brendi Pierce recused. Discuss and Consider Resolution 24-11-01, Suspending the December 19, 2024 Effective Date of Atmos Energy Corp., West Texas Division's Requested Rate Change to Permit the City Time to Study the Request and to Establish Reasonable Rates; Approving Cooperation with the Cities Served by Atmos West' Texas and Authorizing Intervention in Atmos West Texas' Requested Rate Change Proceedings Before the Commission; Hiring Lloyd Gossenlink Attorneys and Consulting Services to Negotiate with the Company and Direct any Necessary Litigation and Appeals; Motion passed. Requiring Reimbursement of Cities' Rate Case Expenses: A motion was made by Joe Sisk and Discuss 65+ Exemption Rates for Residential Properties within the City Limits of Idalou: After Discuss and Consider Casting Votes on the Lubbock Central Appraisal District Board of Directors Election: A motion was made by Brendi Pierce and seconded by Albert Bravo to give all 8 votes seconded by Darrell Fuller to approve Resolution 24-11-01.
